Section 1: INTRODUCTION:
Employee Safety Training is one of the most important elements of any safety & health program. Safety training is
designed to enable employees to learn their jobs properly, reinforce safety policies and procedures. Safety Training
also provides an opportunity to communicate safety principles and commitment of management to a safe
workplace.

1.1: PURPOSE:
The purpose of safety training program is to provide the knowledge necessary to perform a job safely by establishing
expectations for employees on how to perform job tasks. Knowledge acquired by participation in training is one of
the methods used to create an effective safety culture.

1.2: SCOPE:
This training plan applicable for R03- C02C02 TBV-Package_5. Limitations.
➢ AL TAMIMI will conduct training Course after authorization by the Red Sea Global, AL TAMIMI shall ensure its
employees attend trainings conducted by authorized internal HSE Trainer or from Red Sea Global as per
Contract obligations.
➢ This HSE Training Plan is subject to revision with change in the project phase, The introduction of any new
technology / equipment in the project and / or any new guidelines introduced by Red Sea Global and Saudi
Government.

Section 2: RESPONSIBILITIES:
2.1: SITE MANAGER:
Site Manager has the overall responsibility for this procedure and is responsible for supporting it.

2.2: CONSTRUCTION MANGER:


Has overall responsibility to ensure employees, vendors and sub-contractors at the site are

adequately educated and trained to carry out their work in a safe manner.

2.3: HSE MANGER:


The Site HSE Manager should be responsible to:
➢ Implement and administer this procedure together with the site Manager.
➢ Function as an adjudicator on any issues from the implementation of this procedure.
➢ Should ensure staffs under their control receive the appropriate level of HSE education and training to allow
them to undertake their work in a safe manner.
➢ Ensure that the required HSE records are generated and are available for review by management and
authorities as appropriate.
➢ Record all incidents and dangerous occurrences and report them to the site manager.

2.4: HSE TRAINER:


➢ Until assignment of a Trainer, AL TAMIMI employees shall attend trainings as per RSG monthly HSE training
schedule and all training related matters of AL TAMIMI shall be looked after by an assigned dedicated
coordinator/assistant of AL TAMIMI.

➢ The trainer shall attend qualify train the trainer courses conducted by Red Sea Global HSE Department.
➢ The trainer is required to be fluent in English and in the language in which he will present course, according
to the language of majority of manpower.
➢ The translator will be used only in exceptional cases.
➢ Shall implement CONTRACTOR Training Program.
➢ Shall prepare Safety Certificate Card and check the examination of each training course.
➢ Shall schedule HSE Training courses at the site, to provide HSE Induction training of new staff and
Subcontractors.
➢ Shall maintain and update training records.

2.5: EMPLOYEES:
All employees shall know, understand, and comply with the HSE requirements of this procedure as applicable to the
work they perform and attend all training courses required.

Section 3: HSE TRAINING PROGRAM


3.1: General.
AL Tamimi shall ensure their personnel receive documented training, based on job classification and
training need analysis (see attachment 01, Training Matrix). Training Matrix is subject to revision based on
Red Sea Global requirements.

3.2: HSE Indoctrination / Orientation


AL TAMIMI shall ensure that their employees and subcontractor employees who are new to a particular work site
attends and pass safety orientation, as well as any safety orientation / training required by Red Sea Global. All
employees will attend a site-specific orientation presented by AL TAMIMI prior to the start of work and annually
thereafter or as required by AL TAMIMI when site conditions change such as when there is a change in the
construction phase and/or during pre-commissioning and start-up.
The goals set for the project, the project safety rules, and regulations and the No Accident philosophy will be
communicated to all employees, supervisors and managers.
The course will also emphasize the importance of human life and promote employee Ownership and accountability
by utilizing behavioral-based safety techniques. This training shall be a pre-requisite to receiving an ID badge to gain
access to the site.

The orientation shall include the following subjects, but not limited.
3.2.1: HSE Responsibilities.
This part is to discuss HSE responsibilities for themselves and other Persons working with.

3.2.2: HSE Policy, Statement, Goal.


Inform workers about HSE policy, Statement and Goal of the project

3.2.3: Personal Protective Equipment:


This part of the orientation covers the use, selection, and maintenance of personal protective and lifesaving
equipment. Eye, face, hearing, head, feet, etc., as well as respiratory protective measures are covered.

3.2.4: Personal Tools:


A list of approved tools for use on the job site is given to each employee. These tools are inspected and logged on a
tool list. The craftsman must perform an inspection of the tools on a daily basis. All personal equipment must be of
safe design and construction for the work to be performed.

3.2.5: Housekeeping:
General housekeeping practices and requirements RSG-HS-COS-0020 are covered. Also, specified the types of
containers provided for the collection and segregation of waste trash, oily and used rags and other wastes.

3.2.6: Fire Protection/Prevention:


Fire protection and prevention standards and techniques are

addressed. Emergency situations and availability of fire protection and suppression

equipment is included RSG-HS-COS-0003.

3.2.7: Hand and Power Tools:


This section of the safety orientation covers the safe use of hand tools, electrical tools, power actuated tools, etc.
Maintenance of tools, guarding, and personal protective equipment.

3.2.8: Electrical:
Covers electrical installations used on the job site both temporary and permanent. Policies and procedures
developed to protect employees such as a lockout and tag-out of circuits, ground fault protection, grounding and
bonding, equipment installation, maintenance, and temporary wiring/lighting.

3.2.9: Ladders/Scaffolds:
Orientation stresses the use of ladders for access purposes. Selection of the correct ladder for the job, and
inspection to assure good ladder condition are primary points. Fixed ladders, portable ladders, wood and metal
ladders are addressed as well as how to set up and use ladders correctly. Scaffolding, the different types used, and
their erection and inspection requirements are included in the orientation.

3.2.10: Fall Protection:


The safeguarding of employees working in elevated positions and the 100% fall protection policy and 100% tie-off
policy is discussed. Body Harnesses, lifelines, lanyards and instances of where they should be used are covered. Steel
erection that includes flooring requirements, structural steel assembly, and bolting, riveting, fitting up, etc., are the
main topics.

3.2.11: Vehicle/Equipment Safety:


Different types of equipment, motor vehicles, mechanized equipment, etc., are topics. Jobsite driving rules and
individual equipment requirement (to include inspection) are covered. Equipment limitations and equipment used
only for its intended purposes are subjects.

3.2.12: Permits:
Covers all daily applicable permits and awareness about work method statement, JSA, Risk assessment.

3.2.13: Specialized Training:


This section of the orientation alerts employees to the education and training programs that are required for them
to effectively control or eliminate any hazards or other exposure to illness or injury. It includes the training needs of
supervisors and craft.

3.2.14: Training Passport:


All employees will have a personalized project training passport. The acquired training must be signed by the HSE
trainer on the passport after the training, and relevant training sticker to be issued to the participants. The training
sticker should be affixed on the helmet of the participants.

3.2.15: Jobsite Meetings:


Their purpose is to place accident prevention foremost in each employee's mind. Also equips the employees with the
necessary overall preventive action. ATTENDANCE IS MANDATORY.

3.2.16: First Aid/Emergency Treatment:


Informs the employee about the type of first aid services available and how to acquire them, when necessary, also
discusses what to do in emergency situations and talks about emergency facilities, and AL TAMIMI will provide first
aiders 5% of the its manpower.
3.2.17: Safety Incentive Award:
Informs the employees about incentive programs and the awards for working safely. In addition to intangible
awards, monetary incentives may be used to reward good safety performance.

3.2.18: Disciplinary Procedures:


This portion of the orientation explains the rules of conduct, and safe work regulations that must be adhered to. Also
explains the classifications of violations and disciplinary action taken for each violation.

3.2.19: SDS:
Information and use of SDS shall be discussed with employees considering the expected use of chemicals and
dangerous products in the project.

3.2.20: Specific Job Training.


The Safety Procedures require that employees performing specific tasks or operating specific equipment be trained
and certified or designated as a competent person as defined. Examples are:
➢ A welder must be trained in Hot-work safety and firefighting. If the welder is required to perform work in an
elevated position in a confined space, then in addition, he will also have to be trained in Elevated Work, Fall
Protection and Confined Space Entry before he will be allowed to perform the work.
➢ Steel erectors, scaffold builders and others required to work at an elevation to be trained in Elevated Work
and Fall Protection.

3.3: Refresher Training


All employees, after a specific period and/or as designated by the HSE Manager or as Project conditions change or
new HSE Procedures are introduced shall receive a Refresher HSE Course so as to maintain their HSE awareness at
the highest level possible.

3.4: Qualification Program


All employees shall attend the specific safety training program to obtain Training Passport from the Al Tamimi HSE
Department prior to commencing any activity. Training Passport shall be subject to final authorization / signature
from Al Tamimi H&S Manager/ Trainer.
A personnel and Training Requirements Matrix are established in the attachment for usage. One of the following
evaluation materials shall be used to ascertain employee understanding of the qualifying program:
➢ Written exams.
➢ Oral exams or practical tests
The additional external certificate shall be requested to qualify his skill in the attachment (position such as scaffold,
operator, etc.)

3.5: Training Passport/Training Stickers.


A database will be developed to track employee training. The database will identify type and date of certification /
training of each employee has received. The relevant training sticker to be issued to the participants. The training
sticker should be affixed on the helmet of the participants.

3.6: Feedback assessment.


The purpose of feedback assessment is to ensure the training is satisfied to learners and continuously improve the
training system. Site Manager and HSE Manger shall evaluate the implementation of the training at least annually
including trainee/trainer feedback.
The feedback shall critique the quality of material presented, level of technical detail, and applicability of the
material to their job tasks and responsibilities. The evaluation shall be used to revise the training and certification
program, and continuously improve training methods.
The feedback assessment survey will be provided to training attendants randomly and returned to the trainer. The
trainer is required to do self-assessment at least annually.

Section 4: HSE RECORD:


4.1: 6.1 Training Records.
AL TAMIMI shall maintain training record, including training Database for review by Red Sea Global upon request.
Training Record shall be kept for the entire length of the project. All attendants signed the records will be kept in HSE
Department. AL TAMIMI shall have all employees write a test at the end of each training course. All training records
will be maintained and updated by HSE trainer.

4.2: 6.2 Documentation


New Hire Orientation Test shall be used to assure attendance and competency. All new employees will be required
to sign an employee’s safety declaration, that they are fully qualified to carry out the assignment and are aware of
the necessary HSE Practices, have the appropriate Personnel Protective Equipment, are aware of the on-site
emergency procedures, and are aware of the hazardous areas of the site.
All new assigned supervisors will be required to sign a supervisor’s commitment declaration, that they accept their
position of supervisor on this project and worthy of performing the duties and responsibilities of such, they fully
understand that safety is a prime condition of my employment.
