2.5.4. It is heartening to note that at present, the GPI is 1 or more at all levels of school education. While
Chart 12 shows that the GPI at primary and higher secondary was more than 1 for all the years
2018-19 to 2021-22.
2.5.5. Another Key Performance Indicator School education is Pupil Teacher Ratio (PTR). When
measured at disaggregated levels of education PTR show availability of adequate number of
teachers for teaching the children enrolled at different levels of education. Chart 13 below shows
the PTR for different levels of education during 2018-19 to 2021-22. A reduction in the PTR
indicates that number of students per teacher has reduced implying more focus of teacher on
students resulting in improvement in quality of teaching.

2.5.6. The PTR at all levels of education has improved during 2018-19 and 2021-22. PTR for primary has
reached 26 in 2021-22, which was 28 in 2018-19. Maximum improvement can be observed in PTR
of higher secondary which has improved to 27 in 2021-22 from 30 in 2018-19

2.5.7. The detailed tables at India and State/UT level are presented in the next part of this report. For
information at a further level of details, the users are requested to visit the web portal
https://udiseplus.gov.in/#/Publication to access the UDISE+ Reports for years 2012-13 to 2021-22.

3 Additional indicators included in UDISE+ 2021-22 for the first time to align with NEP 2020 initiatives

3.1. Based on the NEP 2020 initiatives, Samagra Siksha Scheme identified some of the key areas of
intervention for all round development of children from the early stage. In this endeavor, some of the
identified indicators include provision of sufficient books in school library, academic enrichment
activities undertaken by schools, introduction of peer learning in the schools, training to students on
psycho-social aspect, orientation on cyber safety to students, identification of hard spot in learning,
teaching tools created by teachers for teaching and learning, creating outcome based assessment
items by teachers for learning, criterion referenced items etc. have been introduced in UDISE+
2021-22 for the first time.

3.2. The detailed tables indicating state wise progress on all of the above identified indicators have been
tabulated and presented at Table 11.1 to 11.9. As per UDISE+ 2021-22, there are 106.24 Crore
books available in schools translating into an average of 713 books per school. During 2021-22, the

data in respect of government and government aided schools shows that 35% of the schools have
created learning outcome based assessment, 26% schools created criterion referred items, 79%
schools have undertaken academic enrichment activities, in 73% schools teachers have created
teaching tool for teaching and learning, 18% schools identified hard spot in learning outcomes, 8%
schools have provided orientation on cyber safety to students, 6% schools provided training on
psycho-social aspects and 52% of all schools have introduced peer learning programme in their
schools.

3.3. During 2021-22, total of 24.72 lakhs students have been identified as gifted children and schools
provided 9.8 lakhs mentors to the gifted children. More than 96% of the gifted children participated
in the nurturance camp at State/ National Level and 1.06 lakhs children appeared in State Level
Competitions/ Olympiads/ National level Competitions.

4. Impact of COVID - 19 Pandemic on enrolment

4.1 Although the impact of the COVID-19 pandemic is cross-cutting, this is particularly noticed in the
enrolment of young and vulnerable kids like pre-primary classes may be attributed to postponement
of admissions due to COVID-19.
4.2 In 2021-22 enrolment of students in school education from primary to higher secondary is around
25.57 Crore. This is higher by 19.36 lakh as compared to the enrolment of students in 2020-21.
However, enrolment of students in pre-primary to higher secondary increased by 7.85 lakh in 2021-
22 as compared to 2020-21. The enrollment in pre-primary sections of the school dropped by 11.5
lakh.
4.3 Total number of schools in 2021-22 stood at 14.89 lakhs as compared to 15.09 lakhs in 2020-21. The
decline in total schools is mainly due to closure of schools under private and other management.
4.4 The total number of teachers also declined by 1.95 % in 2021-22 compared to 2020-21. Total number
of teachers in 2021-22 was 95.07 lakh, decreased from 97.87 lakh in 2020-21.
