TPD Digest (Tourism Interview)

Interviewer: “ What are your future plans for the tourism of Baguio City?”

Interviewee: “For Baguio, they have their own City Tourism Development Plan, so kung
ano yung nasa plano nila ‘yun yung masusunod. Basically for the Department of Tourism
CAR, since it encompasses the 2 cities and 6 provinces of CAR, the regional office provides
guidance in making their City Development Plan. So kung ano man ang plano nila,
nakaalalay lang ang DOT. Sa kung anong ikabubuti ng turismo ng Baguio City.”

Interviewer: “How does planning for a city or town's tourism development

differ from planning for a tourism enterprise?”

Interviewee: “Basically when you say City Tourism Development Plan it encompasses
the whole city. Buong city, ic-consider mo mga carrying capacity, and all like that. Unlike
for a certain tourism enterprise, naka-focus lang sila sa isang area. For example, sa hotel,
basically they are for the infrastructure and for the beautification ng mga paligid niya and
all, and how they can generate income. Unlike for the city, you include there, the people,
and other aspects also. Like the area of the city, the culture, and you also take into
consideration the ideas from the public. You get notions from the constituents of the city.
Para i-consider niyo ‘yun sa pag-plano, it's for the benefit of everyone within the city. And
then it also includes you conduct mga surveys, so ayun kino-consider din kung ano yung
mindset ng mga turistang pumupunta dito, yung quality ng tourists, hindi lang yung
volume nang pumupunta dito, but you also consider the types of tourists that comes to
the city of Baguio.

Interviewer: “How does eco-tourism planning differ from other tourism

planning process?”

Interviewee: “So eco-tourism kasi, naka-focus siya sa niche ng eco-tourism which

includes the ecosystem, actually dati parang lumabas nga iyong tamang term niya dapat
is geotourism because it involves the surroundings, the floras and faunas, and all. Unlike
for other niches of tourism like dito sa ecotourism kasi you have to consider or let's take
into consideration nalang yung Mt. Pulag, ic-consider mo kung ilan lang dapat yung
pupunta dun in a day, kasi baka masira yung mga in-kept na mga floras and faunas,
species, dapat untouchable siya. And then there's also a time na wala dapat pumunta
kasi it will allow the area to re-grow. Halimbawa sa path kasi diba may mga nasasagi din
tayong anik-anik diyan. So kino-consider din nila yung mga ganun, yung time for
reflourishment of the area. And then, kakaiba siya in a way na eto yung type of tourism
na almost everybody in the community's involved. Like, from the pagpasok mo hanggang
sa paglabas mo is kino-consider mo yung mga taong nakatira dun sa area. And the kino-
consider mo din yung mga ginagawa mo para dun sa area like, are you aware of the
environmental fee and all? So it's mainly for the maintenance of the area. And then
consider din halimbawa na turista din tayong pumupunta dun, na ang number magbe-
benefit is the community itself, hindi yung mga outsiders. And then it is a very complicated
form of tourism also because it involves the natural resources that we have to keep its
pristine condition. We have to maintain it for sustainability, para yung next generation
din, madatnan din nila sana yung itsura niya kung paano niyo siya nakita ngayon.”

Interviewer: “What are the problems and concerns you face in tourism
planning?”

Interviewee: “Tourism planning number diyan yung sa community. If gusto nila, in

personal point of view. Unang una yung sa community kasi hindi niyo naman mapipilit
ang mga tao dun if ayaw nila ng tourism edi wala, Second, political kasi hindi natin
maiiwasan na yung mga taong namumuno dun sa isang community ay wala silang gawin.
Government perse kasi we look for ways for a community to flourish as much as possible.
And then mainly kasi to get financial benefits, mainly for the community. And then, 3
(third) siguro na masasabi ko is accessibility. Kasi hindi lahat ng area pwede puntahan or
madaling puntahan. So you have to consider things, bago ka pumunta sa isang area.
Baka mamaya pumunta ka mga cannibal pala yung andun. And then, baka pupunta ka
dun wala palang tulugan, matutulog ka nalang pala sa gilid ng kalsada o sa tuktok ng
bundok ganun.”
