Rationale

Bahay Kalinga Complex is a residential facility run by the Province of Davao Occidental. Bahay Kalinga offers a
home for Disadvantaged Women and Children, Vulnerable Children, Children in Conflict with Law and Home for
the Aged; to provide care and basic services with the help initiated by the Province of Davao Occidental.
Regulations and Standards for the operation of the residential care setting are based on guidelines and
Implementing Rules and Regulations (IRR) of the law.

The Department ensures the mainstreaming of Gender and Development (GAD) in the implementation of the
programs and services, pursuant to Section 36 of Republic Act No. 9710, otherwise known as the Magna Carta of
Women (MCW), all government departments, including their attached agencies, offices, bureaus, state
universities and colleges, government –owned and –controlled corporations, local government units and all other
government instrumentalities shall adopt gender mainstreaming as a strategy to promote women’s human rights
and eliminate gender discrimination in their systems, structures, policies, programs , processes, and procedures;
Section 37-C of the Implementing Rules and Regulations (IRR) of the MCW provides that all concerned
government agencies and instrumentalities mentioned above shall establish or strengthen their GFPS or a similar
GAD mechanism to catalyze and accelerate gender mainstreaming within the agency. Thus, the conduct of the
GENDER SENSITIVITY TRAINING for the Bahay Kalinga Complex staff is highly recommended.

Objectives

General Objectives

The Gender Sensitivity training aims to develop a deeper understanding of the roles of women and men in
society, to increase the level of awareness on gender and development, and address gender-related issues in
society particularly in the workplace.

Specific Objectives:

1. Strengthen key awareness of the gender roles, expectations and issue and their impact on the
community’s day to day life.
2. To help employees to be more sensitive and accepting of the existing diversity in the workplace.
3. Enhances understanding between members of the organization and enables building good
interpersonal relationship with other team members.
4. To provide an integrated and interdisciplinary approach to understand the social and cultural
constructions of gender that shapes the experiences of women and men in society.
5. To generate the awareness in regard to equality in law, social system, and democratic activities.

Expected Output

The following are expected output of the training:

1. Video Presentation of Historical Perspective of Women’s Oppression in the Philippines


2. Discussion of Sex, Culture, and Gender
3. Discussion of sexual Role, Gender Role, Sexual Need, Gender Need
4. Discussions on the Manifestations of Gender Biases
5. In-depth analyzation on Gender

During the entire duration of the training, the facilitator’s method includes but not limited to discussion and video
presentation.
