FIRE AND EXPLOSION


Introduction:

This Emergency and Disaster Preparedness and Response Plan serves as a guide to ensure the safety of employees, guests, and all individuals present within the premises of

URC-SURE Sonedco and Cogeneration. It focuses on providing guidelines for situations involving Fire and Explosion that pose safety risks to employees, guests, and others on

the company grounds.

This plan is devised to comply with RA 10121, also known as the Philippine Disaster Risk Reduction and Management Act of 2010. This law mandates the formulation of such

plans at various levels. Additionally, it aligns with OSHS, the Occupational Safety and Health Standards under the Department of Labor and Employment (DOLE).

Objective/s:

1. The safety of all staff, and guests.

2. The physical and emotional well-being of staff and guests

3. The timely stabilization of an emergency.

Organization:

The emergency plan for URC SURE Sonedco and Cogeneration is the responsibility of Engr. Tortogo, the Safety Officer. Engr. Tortogo will review this plan at least once

annually. Any suggestions, comments, or questions should be directed to Mr. Alejano, the Human Resources Director. Mr. Benitez the Emergency Response Coordinator will be

responsible for overseeing the entire emergency response, Ms. Dezoller the company’s nurse trained in first aid and medical response will be responsible for providing initial

medical assistance to injured individuals, Mr. Pidoy, a Fire Safety Officer will be responsible for fire safety and suppression, Ms. Gratis, the communications officer will be

responsible for managing communication within the response team and relays information to external emergency services and employees. and Mr. Aguirre the Evacuation

Coordinator will be responsible for overseeing and managing evacuation.

Procedure:

1. Initial Assessment and Reporting

Upon discovering a fire or explosion, employees should immediately activate the alarm system and evacuate the premises following predefined escape routes. They should alert

emergency services (fire department, medical services) and the designated internal response team (listed in the organization section)

2. Evacuation Procedures

Clear evacuation routes and assembly points should be clearly marked and communicated to all employees. Employees should gather at designated assembly areas to ensure

accountability and safety supplemented with the aid of emergency maps.

3. Emergency Response Team Activation

The emergency response team, trained to handle such situations, should be activated to assess the situation and initiate emergency procedures. They should coordinate with

emergency services upon their arrival.

4. Fire Suppression and Containment

Use fire extinguishers (location marked on the emergency maps) if safe to do so and within the scope of training. Shut down any flammable materials or processes, if possible,

to prevent further escalation.

5. Medical Assistance

Attend to any injured individuals, providing first aid as necessary, oversaw by the company’s nurse. Organize for medical assistance to help those in need.

6. Communication and Updates

Maintain clear communication with emergency services, employees, and relevant stakeholders, oversaw by the Communications officer. Regular updates should be provided

regarding the situation, evacuation status, and any changes in the emergency response plan.

7. Post-Incident Assessment and Recovery

After the situation is contained, a post-incident assessment should be conducted to analyze the cause and effectiveness of the response. Recovery efforts should begin, which

may include facility inspections, equipment checks, and providing support to affected employees.

8. Training and Preparedness Review

Conduct regular training sessions to ensure employees are aware of emergency procedures and evacuation routes. Review and update the emergency response plan

regularly based on lessons learned from drills and actual incidents.

Training, and Exercises

1. Fire Safety Training: This educates employees about fire hazards, fire prevention measures, proper use of fire extinguishers, and evacuation procedures. It covers

identifying fire risks, understanding alarm systems, and practicing safe evacuation routes.

2. Emergency Response Drills: Conducting regular drills simulating fire or explosion scenarios helps employees practice their roles and responses in a controlled

environment. This includes evacuating the building, using emergency exits, assembling at designated areas, and following established protocols.

3. Tabletop Exercises: These involve discussing and simulating emergency scenarios in a group setting. Employees, including members of the emergency response team,

discuss their roles, decision-making processes, and coordination during an emergency.

4. Live Fire Drills: In controlled environments under supervision, employees might participate in drills involving controlled fires to simulate real-life scenarios. This allows

them to practice using fire extinguishers and handling fire-related situations.

5. Scenario-Based Training: Employees engage in realistic scenarios specific to their work environments. For example, training might differ for office-based employees versus

those working in manufacturing or chemical processing plants.

6. Evacuation Training: This focuses on efficiently and safely evacuating the premises. It includes identifying primary and alternate evacuation routes, assembly points, and

procedures for assisting others during evacuation.

7. Post-Drill Evaluation: After each training or drill, it's essential to conduct a debriefing session. This allows for feedback, discussion of strengths and areas for improvement,

and revisiting the emergency response plan based on the observations made during the drill.

EMERGENCY PROTOCOLS:

Fire and Explosion

In the Event of a Fire:


Pull the Fire Alarm
If you see smoke or flames:
Use CARE:
 Contain the fire by closing all doors as you leave.

 Activate the nearest Fire Alarm pull station (Pull stations are located near all building exits)

 Report the fire by calling for the internal response team.

 Evacuate or extinguish (In most cases, it is best to Evacuate)

Use a Fire Extinguisher only if:


 You have been trained.

 You have your back to an unobstructed exit.

 You have a fully charged and proper type unit for the fire you are fighting.

 The fire is contained, and you have reported the fire by calling the internal response team or activation of a Fire Alarm Pull Station

 Everyone else has left the area.

 There is little smoke or flames.

Never fight a fire if:


 You lack a safe way to escape should your efforts fail.

 It has left its source of origin.

 You are unsure of the type of extinguisher you need or have.

 If you can’t control the fire within 30 seconds, abandon your efforts, close the door(s) and evacuate immediately.
Do not ignore an alarm signal, even if you have reason to believe it may be false.

In the event of Explosion:

Remember SAFEPAN

S - Safety Assessment: Assess the immediate safety risks after the explosion.

A - Alert: Activate the alarm system and alert everyone on the premises.

F - Find Exits: Identify and use the nearest safe exit routes.

E - Evacuate: Evacuate the area calmly but swiftly, avoiding elevators.

P - Preserve Lives: Prioritize human safety and assist those in need.

L - Limit Access: Prevent re-entry into the affected area until declared safe.

A - Account for Everyone: Ensure accountability at assembly points.

N - Notify Authorities: Contact emergency services and provide necessary information.
