2023 Annual Accomplishment Report

A. Overview
The Computer Services Division of the Office of the City Mayor promotes, develops, and manages
Computer Systems in the different offices of the City Government of Zamboanga. The Division also
manages the agency Data Center which houses the centralized network and servers. Furthermore,
the office is tasked to monitor, coordinate, and support the different offices in their Information and
Communication Technology programs.

The Computer Services Division is also responsible for implementing priority ICT projects of the LGU
such as the Security and Surveillance Equipment and System or the Command Center and CCTV
project. Other priority projects are the streamlining and automation of core government services such
as the Real Property Tax System, Business Permit and Licensing System, Tricycle Franchise, Housing
Franchise, and all the Revenue and Fees collection of the LGU.

The Computer Services Division is the lead office in the Digital Transformation of the LGU. The
division looks into the digital transformation of the different services of the LGU departments such as
the Online Application, Online Registration, Online Assessment, and Online Payment. This
transformation will provide transparency through automated assessment of taxes and fees as well as
provide convenience and access to the services any time of the day and at the convenience of their
homes.

B. Highlights of 2023 Accomplishments

1) Online Health Certificate System


The Computer Services Division has finished developing the Online Health Certificate System
for the City Government of Zamboanga. The standardized, digitalized, and centralized health
certificate system aims to help employees get their health certificates without going to the City
Hall.

The online system is part of the digital transformation that Mayor John Dalipe envisions to
provide secure, convenient, and fast services to the people. The system is designed to provide
fast and secure processing of health certificates while also helping weed out fixers. The system
will provide citizens with a convenient option to apply for a health certificate. They can apply
even after office hours and any day including Holidays, Saturdays, and Sundays.

The applicants will be able to fill up the Online Application Form and upload the needed
documentary requirements through the Online System website. The system will provide the
applicants with an email notification as well as tracking capability at the online system website.
They will be informed in real-time if their permit was approved, or if denied, the needed
actions to undertake, and the schedule for the release of their certificates.

The Computer Services Division is almost ready with the Online Payment functionality wherein
the applicants can even pay for the health certificate via GCash and other online payment
providers.
The Executive Assistant of the Mayor. Amado Natividad, the City Health Office, and the
Computer Services Division are already looking into the accreditation of medical laboratories
and their integration into the Online Health Certificate System of the city government. This
integration will further streamline the system and will provide more secure laboratory results.
The Health Certificate will be incorporated with secured QR codes that will prevent fake
duplication of the Medical certificates.

2) Online Social Welfare and Benefits System

The Computer Services Division has also finished developing the Online Social Welfare and
Benefits System. The system will provide the citizens with the capability to apply for financial
and medical assistance from the city government.

The Online System aims to provide a centralized and secure database of Senior Citizens, PWD,
and Solo Parent registration. The system will also keep track of the different benefits that the
citizen can apply to the city government to prevent multiple financial and medical assistance
requests.

The system will provide online application forms that the applicant can complete at the
convenience of their homes at any time of the day and any day of the week. The system will
allow the applicants to upload the different documentary requirements needed for the
application.

The system will provide feedback via email on the status of their application. The system will
also notify if the application is denied and will provide the needed actions or requirements to
submit. The system will also show the different status of the application, so the applicant does
not need to go to the city hall to follow up on their application. The system will also provide
secured social welfare identification cards such as senior citizen IDs and PWD IDs that have
secured QR codes.

The system is also integrated with the pharmacies, so the different release of medicines is
monitored. This is one of the steps the administration of Mayor John Dalipe to further provide
secure, efficient, and convenient services to the people.

3) Free WIFI Internet at Paseo Del Mar and City Hall Area
In addressing the gap between those who have access to the Internet and those without
access, the City Mayor and the Computer Services Division (CSD) are helping the Department
of Information and Communication Technology roll out Free WIFI Internet throughout the city.

The CSD successfully deployed access points strategically to cover Paseo Del Mar and during
Business One Stop Shop, to provide Internet to business permit applicants. The CSD has also
deployed access points around City Hall to provide city government clients with free Internet.

In the plans are free WIFI Internet at the stretch of Zamboanga City Boulevard, Joaquin
Enriquez Memorial Sports Complex, Zamboanga City Coliseum, Integrated Bus Terminal, Jardin
de Maria Clara, and some areas at Pasonanca Park.

This is just the start of Mayor John Dalipe's advocacy to digitally transform Zamboanga City
and modernize the LGU together with the Computer Services Division and the Department of
Information and Communication Technology.
