CONSTITUTION

ARTICLE I – NAME
The official student publications of Liceo del Verbo Divino, Inc. shall be officially known as
THE PARACLETE.

ARTICLE II – PURPOSE
SECTION 1. To publish news, issues, opinions, and other items directly or indirectly affecting
students, whether those matters be of campus, community, nationwide or global
scope;
SECTION 2. To provide venue(s) for airing the students' ideas, questions, demands, grievances
and problems and provide the same responses to these matters;
SECTION 3. To expose and train students in the technical and ethical aspects of journalism for
their advancement;
SECTION 4. To utilize the student publication in support of sound educational and cultural
development of the student, school, community, and country;
SECTION 5. To serve as a pool of the learning experiences of student journalists;
SECTION 6. To establish working links with other student publications and organizations and
the professional media;
SECTION 7. To advocate social consciousness and uphold the interests of the Filipino people;
and
SECTION 8. To advance students' rights and responsibilities and promote their general welfare.
ARTICLE III — MEMBERSHIP
SECTION 1. All currently enrolled Grade 7 to Grade 12 Liceo del Vebo Divino, Inc. (LVD)
students in good academic and social standing shall be eligible for membership in
The Paraclete.
SECTION 2. Membership in The Paraclete is maintained by attendance at meetings and upkeep
of school newspaper through the student’s specific duties.

Article IV – THE EDITORIAL BOARD


SECTION 1. Members of the Editorial Board shall be duly appointed by the Publication
Adviser.
SECTION 2. Members of the Editorial Board must:
(a) be a bonafide student of Liceo del Verbo Divino, Inc. immediately prior to and
during his/her appointment;
(b) have at least one semester residency in the institution.
SECTION 3. The Editorial Board shall be composed of the Editor-in-Chief, the Associate
Editor, the Managing Editor/s, the News Editor/s, the Features Editor/s and
Circulation Manager.
SECTION 4. The Editorial Board shall discharge the following duties and functions:
(a) Set the editorial policies for the editorial term;
(b) Approve the budget for each semester/term; and
(c) Make the consensus stand on issues, upon consultation with the staff, which
shall be reflected in the editorial of each issue for The Paraclete.
SECTION 5. The term of office of the Editorial Board shall coincide with the academic year,
including summer.
However, in the event that the next Editorial Board has yet to assume office, the
incumbent Editorial Board shall serve in a hold over capacity.
Article V — THE STAFF
SECTION 1. The staff must be bona fide students enrolled in Liceo del Verbo Divino, Inc.
SECTION 2. Notwithstanding the foregoing rules and qualifications of the editors and staff,
both the editors and staff need not be enrolled for the summer term, provided that
all the other qualifications governing eligibility shall be complied with.

Article VI — RIGHTS AND PRIVILEGES OF THE EDITORS AND STAFF SECTION


SECTION 1. The editors and staff shall have the following rights and privileges:
(a) Have due process when disciplinary actions are being imposed;
(b) Participate in all the activities of The Paraclete and be informed fully of the
reasons for policies, programs, projects and actions as may be adopted by the
organization;
(c) Hone and develop his/her journalistic and literary skills;
(d) Participate in discussions and debates, and to have any dissenting opinion and
the reasons thereof be recorded;
(e) Have access to the facilities and equipment of the University in the course of
his/her exercise of duties and responsibilities as member of The Paraclete;
(f) Avail the services and/or assistance as may be rendered by The Paraclete; and
(g) Enjoy such other rights and privileges that The Paraclete may grant, provided,
however, that such rights and privileges shall not in any way contravene with any
provision of the organization's Constitution and Bylaws.

ARTICLE VII — MEETINGS


SECTION 1. The regular meetings shall be held every Wednesday at 1:30 pm.
SECTION 2. Special meetings of the organization may be called by the Publication Adviser, or
upon the requests of editors and staff of the organization.
SECTION 3. A quorum for the conduct of official business shall be defined as 50 percent of the
voting membership.

ARTICLE VIII — RULES OF PROCEDURE


SECTION 1. Robert's Rules of Order (revised) shall be the parliamentary authority of this
organization. Should Robert's Rules of Order conflict with this Constitution, this
Constitution takes priority.

ARTICLE IX — RATIFICATION AND AMENDMENTS


Section 1. This constitution must be ratified by its officers and/or members annually
according to the deadline set by SAO.
Section 2. Amendments to this Constitution may be proposed by either the officers or voting
members of this organization.
Section 3. Consent by two-thirds (2/3) of the voting members shall be necessary to approve
amendments to this Constitution.

Done in Liceo del Verbo Divino, Inc., this 7th Day of October, in the year if Our Lord, two
thousand and twenty-two.
