PREAMBLE
We, the Guild of English Majors, imploring the aid of Almighty God, hereby established to
promote higher education, protect common good, cultivate unity and cooperation in the
community and the university, uphold our rights and welfare, and obey our constitution in order
to express our abilities, skills, knowledge and aspirations of being effective future teachers of
English to serve as models to the new generation, and to prove our worth as students at
University of Rizal System Rodriguez Campus, do hereby ordain and promulgate this
Constitution and By Laws; as citizens of the Philippines.
ARTICLE I
NAME AND DOMINICLE
Section 2 Guild of English Majors (GEM) – shall mean the duly constituted pioneer club
established in July 2006 exclusively for English Majors in the College of
Education.
Executive Representative or GEM Officers – shall mean the Student Leaders that
govern the members in the particular organization.
Adviser – shall mean the Master in the field of English Language that will be of
great help in attaining our goals; his presence is highly appreciated for the progress
of this organization.
ARTICLE II
DECLARATION OF PRINCIPLES AND OBJECTIVES

MEMBERSHIP
Section 1 All students from 1st year to 4th year who are taking up English as their Major subject
are considered (as) official members.
Section 2 A membership fee of sixty-five (Php. 65.00) pesos is obliged to all members to cover
the club’s expenses on projects and materials and subject to adjustment and
approval by the body. The amount of Sixty-five (PHP. 65.00) pesos shall be a
semestral payment or due as their membership fee.
Section 3 All members and officers must have their respective identification requirements.
Section 4 All interested students may join and serve as auxiliary members. A membership fee is
obliged but no monthly dues.
Section 5 All members are free to choose and be part of club’s committees.
Section 6 All members must benefit from the club’s laboratory, projects, and actions.
ARTICLE IV
RIGHTS OF MEMBERS
ARTICLE V
DUTIES AND RESPONSIBILITIES OF MEMBERS
Section 1 Every member shall have the following duties and responsibilities.
1.3 Attend and participate actively in all the meetings, referenda and consultations
called by the Guild.
1.4 Promote and maintain peace in the University by exerting their utmost effort
towards the attainment of harmonious relationship among the students, faculty
and other University personnel.
1.5 Exercise their rights and responsibilities, with regard to the rights of
others.
ARTICLE VI
GOVERNMENT
Section 1 The organization shall be managed by the President, Internal Vice-President, External
Vice-President, General Secretary, Deputy Secretary, Treasurer, Auditor, Project
Manager, Public Information Officers, Peace Officers. The president shall have the
right to appoint members as committee chairpersons, without any force.
Section 2 The President shall exercise general supervision over local and external officers of the
organization.
2.2 Approve and sign over the municipal transactions, minutes of the meeting,
certificates, proposals, memoranda, contracts, agreements, and other
documents of the organization.
2.5 Give an honest rating to all officers and committees as evaluation of their
performance.
3.1 Replace the president in case of his/her absence, disability, termination from
his/her office, resignation migration, temporary leave and death.
4.1 Prepare and submit status reports on program and projects to the President and

to the Adviser.
4.2 Coordinate and monitor the efficient and effective implementation of the
programs and the projects of the organization.
4.4 Assist the President in encoding and preparing memoranda and certificates
6.1 Audit all the reports of the treasurer and business manager.
8.1 Inform and report all necessary events and information concerning the
organization.
Section 1 The incumbent members and adviser shall manage the election of new sets of
officers.
1.1 Ensure and promote a free, clean, honest, and orderly election.
1.3 Certify the results of the general elections to be submitted to the Office of
Student Development Service (OSDS).
ARTICLE VIII
TERM OF OFFICE
Section 1 The Office of the Guild of English Majors shall hold office for the period of one year
until the date their successors have been duly elected and sworn to office during
the first regular meeting of the Guild.
Section 2 Vacancies
2.2 In case of vacancy in the office of the President, the Vice-President shall
assume the Presidency for the unexpired term.
2.3 In case of vacancy in the office of the General Secretary, the Assistant
Secretary shall assume the position for the unexpired term.
2.4 Those who will fill the vacant positions shall finish the term of their
predecessors.
ARTICLE IX
QUORUM AND ORDER OF BUSINESS
Section 1 A simple majority of the council shall constitute a quorum of their respective
meetings.
Section 3 A special assembly shall be called for upon the approval of the 2/3 of the officers.
Section 5 The Guild shall observe the following order of the meeting.
5.2 Invocation.
5.8 Announcement.
5.9 Adjournment.
ARTICLE X
ACCOUNTABILITY OF OFFICERS
Section 1 The Guild of English Majors shall have Jurisdiction over all its members.
Section 2 The Guild of English Majors shall represent and participate on any events and
or activities held by the other organizations.
Section 3 The Guild of English Majors shall work harmoniously with the administration and
faculty.
ARTICLE XI
REMOVAL FROM OFFICE
Section 1 Officers may be suspended or removed from the office for the following ground:
1.4 Three consecutive absences in all the Guild meetings whether regular or
special meetings and/or accumulated absences in the Guild; and
1.5 Misuse of Guild funds and any ground that the suspension may define.
Section 2 Any officer or member may file a complaint for suspension or removal from
offices.
Section 3 Complaints regarding suspension and removal shall be filed to the assembly. Final
decision will be based on the merit and demerit of the case of the respondents.
Section 4 A majority votes of the assembly may suspend or remove the concern officer/s from
the office.
ARTICLE XII
FUNDS
Section 1 The funds of the Guild consist of the general fund and special/specific funds:
1.1 Membership fee shall be Php. 65.00 to be collected from the students once
he/she enters the organization.
1.3 Special funds gained from contribution and income generation activities
projects initiated by the Guild.

ARTICLE XIII
AMENDMENTS AND REVISION
Section 1 Any member of the Guild may file a resolution for amendments and revision of any
provision of this constitution to the Guild.
Section 2 The officers shall conduct deeper study on the matter and recommend its findings to
the Guild and shall discuss its rationality and draft a necessary text to this effect whether an
amendment and revision before the body for its final approval.
ARTICLE XIV
TRANSITORY PROVISION
Section 1 The interim, the existing Guild of the University of Rizal System Rodriguez shall
compose of the members of the College of Education.
Section 3 The Guild shall have a logo that signifies its principles and objectives as stated in this
Article
Section 4 The Guild seal is the representation of the function and standing of the
organization specifically, the figures depicted in the seal have
meanings.
ARTICLE XV
EFFECTIVITY
Section 1 This constitution and by-laws shall take effect immediately upon its ratification by the
2/3 of votes of the Guild officers held by the purpose. This constitution and by-laws are approved
by the following officers of the Guild of English Majors:
