According to the Occupational Safety and Health (Use and Standards of Exposure of
Chemicals Hazardous to Health) Regulations 2000, the effect of hazardous substances
exposure to the workers can be control by implementing engineering control equipment.
Local Exhaust Ventilation (LEV) system is a total solution in capturing hazardous airborne
substance which wills potentially causing adverse health effect to affected workers.
At Komark International (M) Sdn Bhd, there were three (3) units of exhaust system installed to
exhaust out smoke, vapours and gases from production area. The exhaust system at
Production Label Line consists of ducting (branches), flexible hose and enclosed hood were
sharing main duct, motor, fan and discharge stack. Others two systems was corona ducting
and warm air ducting. As a result of the local exhaust ventilation testing the system delivered
as follows:
a. Catch velocity for corona hood no 1 was below from recommended ACGIH standard
value. However catch velocity for corona hood no 2 was in between the recommended
ACGIH standard value.
b. All traverse velocities for duct at production label line are meet recommended ACGIH
standard value except for ducting at point no 1, 2, 3, 5, 6, 9 and 10.
2.0 INTRODUCTION
2.1 The testing of Local Exhaust Ventilation was conducted at Komark International (M)
Sdn Bhd. The test and evaluations was conducted at production area.
2.2 The testing was undertaken by a competent Hygiene Technician II, En. Ahmad Hafiz
Bin A Kahar who registered with Department of Occupational Safety & Health (Reg.
No. JKKP HQ/08/JHII/00/145). All the data taken represent the operational condition
of the facility and represent the normal routine daily operation.
The testing was carried out in order to comply with the Occupational Safety & Health
(Use and Standards of Exposure of Chemicals Hazardous to Health) Regulation 2000.
3.0 OBJECTIVES
i. To inspect, test and assess the performance of local exhaust ventilation systems and
its associated components.
ii. To conduct smoke tests and measurement of face and capture velocity, static
pressure, velocity pressure, traverse velocity and to determine either face, capture
and traverse velocities are within the operating range as imposed by ACGIH for LEV
Systems.
iv. To document the conditions and performance of the LEV for future assessment and
record keeping.
v. To comply with the Occupational Safety and Health (Use and Standards of Exposure
of Chemicals Hazardous to Health) Regulations 2000.
Komark International (M) Sdn Bhd’s core expertise printing of all type of label and labelling
and packaging products polypropylene, polyethylene labels, self-adhesive labels, sticker
and plastic packaging bag. The process activity begin with planning follows by block
making, mounting onto printing cylinder, ink preparation, printing, QC inspection, packing
storage and delivery.
There are 3 systems inspected during the testing. The LEV systems are installed namely as
Production Label Line, Corona ducting and Warm Air Ducting. Each LEV connected to
separate centrifugal fan.
5.0 METHODS
5.2 METHODOLOGY
i. A sketch of the LEV and its associated components was drawn indicating
the shape and position of the hood and location of fan/motor and air
cleaner.
ii. Visual inspection for suitability of hoods, connections between hoods and
ducts, obstruction of hoods, position of hoods and workers breathing
zones, denting, corrosions, damages to hoods, fans and air cleaners and
conditions of work areas.
iii. Smoke tube tests carried out at hoods, to determine the dispersion of
contaminants, effectiveness, capture distance and cross drafts on hood
performance.
ii. Physical check and observation on air cleaner or air pollution control
system condition.
ii. Determine the locations for inlet and outlet velocity pressure testing.
The fan rpm and the static/velocity pressure were measured before and
after the fan by using tachometer, Pitot tube and anemometer.
5.2.9 Stack
Physical Inspection:
ii. Observing the height of the stack. Minimum of 10 feet is sufficient for
dispersing and diluting of pollutant in the atmosphere.
ii. The Vp is used to determine the air flow velocity in the stack.

7.0 DISCUSSION
All testing and measurement was conducted at LEV system. The results of measured transport
velocities and capture / face velocities are compared with the recommended values
stipulated by ACGIH (ACGIH – Ind. Ventilation Manual).
In theory, the Total Pressure (TP) is the sum of Static Pressure (SP) and Velocity Pressure (VP).
TP = SP + VP
In actual condition, TP is equivalent to the sum of SP plus losses and VP. This is due to static
pressure losses.
TP = [SP + Loses] + VP
The transport velocity for the system was 2463 fpm and its shows that the transport velocity at
this system was above the ACGIH standard value.
CORONA DUCTING
The transport velocity for the system was 3469 fpm and its shows that the transport velocity at
this system was above the ACGIH standard value.
• Hood – Catch velocity for P1 was below from recommended standard value. However
P2 was in between the recommended ACGIH standard value.
The transport velocity for the system was 1285 fpm and its shows that the transport velocity at
this system was in between the ACGIH standard value.
8.0 RECOMMENDATIONS
The Local Exhaust Ventilation (LEV) systems has been tested and from the airflow
measurements, visual assessment and other test conducted. The overall performance of the
system was found satisfactory. The duct velocity for Production Label Line, Corona Ducting
and Warm Air Ducting was above the ACGIH Standard. However, the management has to
consider the improvement as of Local Exhaust Ventilation (LEV) system by considering and
applying the following approach:
a. Propose to install a carbon filter before fan to ensure clean air exhaust to
environment complies with the requirement from the Department of Environment.
d. To improve catch velocity at Corona Ducting Point 1 in order to meet the standard.
Based on the results of local exhaust ventilation testing, the following measures are
recommended in order to comply with the Occupational Safety and Health (Use and
Standards of Exposure of Chemicals Hazardous to Health) Regulations, 2000.
(1) Any engineering control equipment (Local Exhaust Ventilation System) provided
pursuant to Regulation 15 (f) shall be:-
a) Inspected at an intervals by the employer, each interval being no longer than one
month; and
(2) Every engineering control equipment shall be maintained and operated at all times
while any machinery or plant is in operation, and for such time thereafter as to comply
to regulation 14 (2).
Without prejudice to the requirement of sub regulation 17(1), any local exhaust ventilation
equipment installed shall be:-
(1) Records of the design, construction, testing, inspection, examination and maintenance
of engineering control equipment pursuant to regulations 17 and 18 shall be maintained
by the employer and shall be produced for inspection when directed by the Director
General.
8.0 CONCLUSION
1. We have successfully conducted the LEV’s Periodic Monitoring in the plant with the full
cooperation from the management and staffs of the area. By carrying out the LEV’s
Periodic Monitoring, the company has complied with OSHA 1994 USECHH 2000
Regulations.
2. The recommendations as described in Section 8.0 were made in order to comply with the
provisions of the Occupational Safety and Health (Use and Standards of Exposure of
Chemicals Hazardous to Health) Regulations, 2000.
3. The examination and testing had successfully identified the performance of the Local
Exhaust Ventilation (LEV) System. Therefore, objective of the Hygiene Technician II to
perform his duty at Komark International (M) Sdn Bhd had been satisfactorily delivered
and has been fulfilled.
