    The official is hereby directed to promptly submit a valid medical certificate issued
    by the Civil Surgeon of the government hospital to facilitate the processing of leave. Failure to
    comply with this requirement will result in the categorization of the absence as unauthorized, and it
    will be treated as EOL (leave without pay).
