GUIDELINES TO START

A NEW SITE

INTRODUCTION
The construction industry, like any other industry, requires efficient management of
human resources and material for successful completion of a project at an optimum cost.
Building construction and management as a subject has a wide scope and to better
understand it, practical experience is essential. Problems that are bound to crop up in
every project, can be handled expertly by the site engineer. An efficient site set-up is one
of the most basic and the simplest aspect of a systematic, planned, economical and safe
construction. It ensures better utilization of available resources, equipments, materials and
a better control over the project. Detailed planning along with good management ensures
that the work is not held up at any stage. Periodical/inspection of the site coupled with
suggestions helps in completion of the work as per the time schedules and quality
standards.
RESPONSIBILITIES OF SITE STAFF
Successful completion of a project in all respects calls for the following qualities in the site staff :

▪ Consciousness of responsibilities
▪ Awareness of new techniques and products
▪ Decision making capacity to meet the challenges.
GENERAL SITE RULES
▪ The site engineer must strictly follow the working hours of the site. He is expected to report at the
site at least 15 minutes before schedule to ensure proper allocation of the work for smooth
functioning. Site in-charge may instruct a junior engineer/supervisor/storekeeper to be present on
site in case of unavailability.
▪ The site engineer/supervisor is responsible for the on-time completion of the targeted job. In case
of a backlog, extra hours should be put in to complete the work.
▪ Similarly, for every slab concreting. The site engineer and the supervisor should be present at the
site till the completion of the slab.
▪ Employment of child labour is forbidden.
▪ Any accident on site, should be reported to the Head Office immediately. This will enable the
management to take immediate action to help the affected employee.

ATTENDING TO THE VISITORS/CLIENTS


▪ On residential / commercial sites the site engineer often plays the role of a sales representative,
when the clients come directly to the site for enquiry.
RESPONSIBILITIES OF THE STOREKEEPER
▪ Record the store material receipts and consumption on a daily basis.
▪ Checking the stock as per records
▪ Receiving materials, stocking, recording of receipts, assisting J.E. to prepare quality reports of the received materials.
▪ Issue materials as per the indent for different works.
▪ General supervision on the site regarding wastage of material, improper use of material etc.
▪ Recollecting any balance/ unused materials at the end of the working day.
▪ Handing over of the charge of material lying in the site premises to the night security personnel from the day
security guards.
▪ Update records on display boards and display slates regarding the stock.
▪ Prepare fortnightly/ monthly consumption reports jointly with the Junior Engineer.
▪ Prepare a list of excess material.
▪ Update the stocks periodically.
▪ Inform the concerned engineer of the status of balance material in order to raise further indent.
▪ Follow up with material suppliers, with prior consent from purchase department, to ensure timely supply.
▪ Maintain records of departmental tools, machinery etc. on site.
▪ Maintain records of cash purchase.
▪ Records of empty cement bags received from contractor.
▪ Maintain records of electricity and water bills.
▪ Inform the concerned engineer of the working condition of the machinery.
RESPONSIBILITIES OF THE SUPERVISOR
▪ Day to day supervision of ongoing construction work.
▪ Maintain proper labour force to complete the specified departmental work.
▪ Co-operate with the storekeeper by supplying labourers for unloading the material received on the
site.
▪ Assist J.E. in technical checking of the ongoing work.
▪ Prepare a daily list of the departmental labour employed and allocation pf work, as instructed by
the engineer.
▪ Check and control the wastage of material on site.
▪ Calculate the material requirement for a particular job.
▪ Coordinate with the respective agencies to keep up the speed of project completion.
▪ Collect material from the supplier as per the instructions issued by the engineer.
▪ Supervise concrete block making work, inspect the quality of blocks and maintain the daily records
of quantity for casting of the blocks.
▪ Write the number and date of casting after de-shuttering of any concreted member.
▪ Assist J.E in preparing dally reports, quality reports, bills etc.
▪ Check the curing work.
▪ Check site cleaning regularly after the closing of the day's work.
▪ Check the temporary water and electricity arrangement.
▪ Check and control unnecessary movements of outsiders on the premises.
RESPONSIBILITIES OF THE JUNIOR
ENGINEER (J.E)
▪ Technical supervision of the ongoing civil work.
▪ Coordination between different contractors and agencies to maintain the project speed at
the construction site.
▪ Control any wastage and improve quality of workmanship.
▪ Work out the requirements of different materials for construction.
▪ Prepare requisitions for different matertals well in advance.
▪ Check the material received and prepare quality reports.
▪ Assist S.E. in maintaining quality of all civil work such as concreting, masonry, plastering,
▪ flooring etc.
▪ Collect departmental labour payments from the Head Office and make payments to labourers
with due receipts or vouchers.
▪ Make quality checks on the concrete blocks manufactured, along with their recordings.
▪ Communicate necessary instructions to supervisors and departmental labourers.
▪ Cash purchasing of the material from the market.
▪ Prepare and submit monthly consumption reports, daily progress reports etc. with proper
assistance from storekeeper and the supervisor.
▪ Assist the Senior Engineer in preparing bills of different contractors.
▪ Control stores in absence of the storekeeper.
▪ Raise memos to the concerned agencies for minor/major wastages occurred on site.
▪ Collect the drawings from the Architect/Structural consultant etc.
▪ Inform the Senior Engineer/Project Engineer of any requirement of materials.
▪ Discuss technical problems/drawings and execution difficulties with the Senior Engineer/
Project Engineer.
RESPONSIBILITIES OF THE QUALITY CONTROL ENGINEER
▪ Check the quality of all materials received on site.
▪ Check the stacking and storage of materials in various godowns and stores of the site systematically.
▪ Check the wastage of material at site.
▪ Checking of work and reporting it to the Project Engineer.
▪ Before the commencement of a new activity the Quality Control Engineer should issue NOC to ensure preliminary preparations
of the different stages of the work related activities as per format.

RESPONSIBILITIES OF THE SENIOR ENGINEER (S.E)
▪ Coordination between different agencies to ensure smooth working of the project.
▪ Maintain quality of work and control wastage of materials at the site.
▪ Arrange the next day's work in advance and ensure procurement of material and labour.
▪ Discuss the practical problems faced during execution with P.E and find a suitable solution.
▪ Work out the quantities.
▪ Prepare requirements of material.
▪ Prepare rate analysis of various items.
▪ Check the daily progress reports.
▪ Prepare necessary R.A, bills, cash bills, final bills as per the work stage.
▪ Check any rectifications of structural and finishing work.
▪ Report to the C.E. in absence of P.E.
▪ Communicate all necessary information from the senior staff to the junior staff.
▪ Visit Architects, Structural Consultants, any other outside offices as per instructions by P.E.
or in absence of P.E.
▪ Remain present for all types of concreting work.
▪ Get the maximum output from the junior staff and the labourers.
▪ Maintain the cleanliness of the site.
▪ Attend to the visitors and clients.
RESPONSIBILITIES OF THE PROJECT ENGINEER (P.E)
• Coordination with architectural agency, and consultants for completion of the scheduled work in time and quality.
• Keep an overall watch on the working of all the technical/non-technical staff, attend meetings, prepare bar charts
and schedules for quantities and materials.
• Frequently updating the clients and guide them if they have any queries.
• Check account bills and and submit daily reports to the site head office
• Collect ‘No Objection Certificates’ and record drawings with the different agencies before making the project
public.
• Communicate with the site-subordinate staff about the management decisions
• Test the materials as per standard norms and report any damages to chief engineer
• Deal with the different government agencies like P.W.D., Municipal Corporation. National, Highway Department,,
Telephone Department, etc.
• Inform the management of any ideas/development and co-ordinate with the relevent departments in the head
office and prepare the initial planning, costing, etc.

SITE RULES FOR DISCIPLINE

All site guards should be appointed through a reliable security service agency. Depending on the size and location of a project,
guards should be appointed in day and nightshifts. The watchman should be strong, well built and should always be in a presentable
uniform, cap, shoes, belt etc. Every watchman should possess a whistle and a guard-stick. A daily watchman's report should be
prepared on printed forms. The watchman should be able to check the entry and exit of materials, labour force, visitors etc.
Accordingly he should maintain the necessary registers. Night guards should carry a torch. The battery cells required will be provided
by the site office. A charge report will be recorded on the charge giving register everyday, where all the guards and the store keeper
should sign while taking charge of material on site and locking stores/godowns at the end of the day's work. The guards should be
alert to the possibility of thefts of materials from the site and should report any incident, malpractices, labour problems etc. to the
project head in writing. One watchman should always remain present in the watchman's cabin. This cabin will be located at the main
entrance gate. If there is no gate for a certain project, thenan entrance guard bar with the 'STOP*indication should be provided.
Besides this watchman, the other watchman should make rounds on site and keep a watchon the site material.

DISCIPLINARY RULES FOR THE SITE STAFF

HOW TO KEEP THE SITE OFFICE
During the initial stages of the project, when there are no permanent structures on site, a G.l. sheet shed should be erected at a proper
location. Standard steel trusses to carry roof sheet and vertical M.S. pipe assembly is ideal for this purpose. It is easy to dismantle and
re-erect in minimum time. DURING PROGRESS OF WORK, Once some permanent structure is ready, then a single flat unit or a corner
of the parking area can be converted in to a site office. During the final stages of the work, the site office should be shifted to a location
that can house the society office, after handing over the project to the society. The location could be the top of under ground water tank.

should carry a stamp of approval. Drinking water should be made available in earthen pots. plastic jugs, or flasks in the site office. The
water should be clean and fresh with clean glasses. Tea mugs (six nos.) should be kept in cupboard. On every site the following display

with a colored cotton cloth and oil painted wooden border. Display boards should be placed in a manner that ensures their visibility

BASIC FACILITIES REQUIRED ON SITE
Scooter/cycle parking arrangement:
• A neat shed near corner location for easier and safe parking of staff/workers vehicles.
Drinking water:
• Drinking water to be next to watchman's cabin and cleaned regularly.
Labor’s children:
• A small space to be allotted for the labor's children away from the construction for their safety.
Toilet Arrangement:
• Toilet should be arranged depending on the number of staff.

IMPORTANT POINTS TO BE CONSIDERED ON SITE


Wastage on site:
• All staff should collect the scrap lying on site and kept in the steel yard lengthwise, and small pieces to be
stacked in cement bags.

Curing of on-going work:


• Staff members are responsible to keep check on proper curing.
• Suitable water lines, pumps, etc should be provided so curing is done properly and if not, then department
labor should be made available for curing process.
Steel yard:
• The storekeeper has control of the steel yard and can object to issuing of the material if not handled properly.
• Before the first and the fifteenth of every month, the storekeeper should prepare material consumption
statements.
• If the engineer does not provide correct consumption details of the previous day, with respect to each
individual building, the storekeeper should not open the steel yard until the receipt of the necessary details.

Watch on Machineries
• All machineries should be under strict vigilance and suitable maintenance arrangements should be made on
site.
• Proper locking arrangements should be made for all the pumps and motors and electrical meter cabling and
motors witches should also be locked to avoid misuse and further damage to the machinery.

Cleaning/Boards/Gardening
• The site should be neat and clean.
• Signs/hoardings should be placed appropriately.

gardening plans and should be watered regularly.

BASIC REQUIREMENTS FOR STARTING A NEW SITE

• To avoid frequent revisions, activities like planning, documentation and verification must be thoroughly
completed during the initial stages and before the construction begins.

- The following arrangements should be made in advance:


I. Invitation Cards: Should be selected, printed and posted well in advance.
It should include; - Name & Address of the Site, date & times of the program
- Names of the Chief guests & other VIP’s.
- Site Location Plan with Bus Routes.
- Monogram & Slogan of the Company.
II. Foundation Stone: Can be constructed with 23cm (9”) thick brick masonry.
Marble Plaque may be fixed as shown.
III. Pooja Place: Should be selected in consultation with the priest. Can be
constructed of a size 2.5m x 2.5m x 0.15m covering with Mandap of 3m x 3m, & height not less than 2.5m.
IV. Materials Required: Materials required may vary according to different cultures. A
detailed list can be obtained from the priest. A new set of Ghamela, Phavada & Tikav
should be purchased for the pooja.
V. Other Activites & Requirements: Banners & Boards with guiding arrows;
Mandap(Pandal) size & seating arrangement should be decided; Entry & Exit pathways
to be covered in carpets; Arrangements for press, reporters, etc.; Refreshments; Stage &
Logistics set-up; Parking Arrangements; Lights & Fan Arrangements, with generators for
electricity in case of power failure; sales counters with brochures; Catering agency, etc.
VI. Security Arrangements: If any VIP is attending, ensure adequate security arrangements.
- Application for security to be submitted to the nearest police station, detailing requirements
such as traffic police, police force, inspector etc.
- The Company’s security force & volunteers from the staff should be issued identity cards to
help guide invitees and control the crowd.

COLLECTION OF DOCUMENTS & DRAWINGS FROM
VARIOUS AUTHORITIES
- Whenever a new project commences, the relevant paper documents for land in possession should be
collected from the Head Office.
- The Project Engineer is responsible for the initial development of the project. He should possess sufficient
information about the proposed project. To begin with, he should collect the photostats/Xerox copies of the
following documents for land in question, in order to avoid disputes.

- 7/12 extract copy, Agreement copy between the landlord and builder.
- Demarcation drawing copy from D.L.R.'s(District Land Record) office.
- Copy of the notice given by the legal advisor In local newspapers, about the project.
- Copy of the power of attorney issued by the owner, if any
- Copy of the layout plan showing boundaries of the plot from the concerned Architect.
- Copy of the N.A. Certificate. These documents prove very useful on the site while
commencing the project, to avoid any disputes of land with the adjacent plot holders,
government authorities or even the land owner.

- All the drawings of the proposed project should be at site before starting the work.
- The Architect should give all the drawings, including the layout drawings, well before starting the
project, excepting any revisions in the drawings.
- The site engineer should prepare the list of all the drawings required, from time to time.
- He should collect the drawings from the concerned Consultant/Architect, duly stamped and signed
by the chief engineer or other higher authority, as an approval for working at site.
PREPARATION ON SITE
CLEANING SITE AND LEVELLING: Before starting any work on the site the land should be cleaned unwanted trees should be
cut down.

BOUNDARIES MARKING: Before the commencing of work on site the project engineer should demand for the services.
A small temporary shed using G.I sheets should be erected at a location nearest to the proposed entrance of the project.

DEMARCATION OF THE THEODOLITE SURVEY: Theodolite survey for actual demarcation should be done with reference to the
existing boundaries .

CONTOUR SURVEY: Contour survey means surveying the actual level i.e. ups and downs of the plot. This survey should be done
by Dumpy level. Fix the permanent benchmark with reference to the main road/approach road on existing main drainagè chambers
top. The site engineer has to decide the grid interval at 3-meter, 6 meter as per the plot conditions.
Grid interval depends on the plot conditions i.e. for plain ground, for sloping ground, for steep ground, hilly areas etc.

PLANNING FOR APPROACH ROADS AND TEMPORARY STRUCTURES WATER STORAGE AND OTHER STRUCTURES:
Approach road and Internal roads are very Important for vehicular transport.
The side boundaries of the approach road should be marked with lime powder and guard
stones. The side boundaries of internal roads should be, marked with lime powder or steel rods.
WATER ARRANGEMENT:
Water arrangement is an Important aspect a the construction area.
In case of lack of sufficient water from corporation/other authorities/open well, drilling a bore well is
advisable.
Scarcity or non-availability of water will require approaching the tropical geological area to
find out the maximum ground water table for drilling a bore well.

ELECTRICITY ARRANGEMENT:
Electricity arrangement is another important aspect to a new site.
For this, normally a three-phase meter line is required to operate pumps, polishing machine
etc. and single phase for the provision of temporary streetlights, site offices. Watch man
cabin and general lighting.
COMPOUND WALL/ FENCING/ SECURITY FENCING: The compound wall should be constructed right at the start with a
view to improving the overall security of the project and other structures like watchman's cabin, store, site offices,
godowns, steel yards etc.
For the construction of the compound wall and the gate, a drawing should be issued by the Architect.
The actual construction of the compound wall begins after approval of this drawing.

GATE: A main gate and two wicket gates should be provided. A single entry point to the project/plot helps avoid theft problems, checks the
outgoing/incoming materials, controls site staff timing restrictions and the visitors/customer entries.
If the main gate is not fixed at least a 'stop and start pole' should be used, to be operated by the watchman.
Once the compound wall and gate is complete, plantation of trees along the fencing should be started.

CHECKING OF THE LAYOUT WITH ACTUAL BOUNDARIES: Before the main building line out begins, the site engineer must confirm the actual
boundaries as per the sanctioned layout plan and check the set back margins simultaneously.
Temporary markings of external buildings corner and other structures like under ground water tank, swimming tank etc. should be marked with steel
rods fixed in. Cement, projected 15cm above ground and painted with white oll paint.
Cross check this marking with set back from actual plot boundaries.
At this stage, all buildings should be properly shown on layout with their set back as per rules. This layout drawing should be approved by the
Architect and confirmed by the Resident Architect.
While checking this layout, mark open spaces and road portion on ground as per the approved layout drawings to ensure that all temporary structures
can be accommodated without causing any hindrances to the future structure.

TEMPORARY WATER STORAGE TANK: Tanks should be located centrally /at a suitable place nearest to all buildings to minimize the length of the
pipe and leakage as well as head losses at the time of curing.
Pipe line network should not disturb the temporary roads.
OTHER STRUCTURES: They include steel yards and miscellaneous godowns.
Steel yard doors should be sufficiently wide for safe arrivals/ departures of trucks. Temporary steel yard should be covered with
G.1. sheets supported by vertical bullies 2.5 m height, around the yard, so that entry of unauthorized persons will be restricted.

CEMENT GODOWNS: Cement godown should be centrally located, near the buildings without obstructing the
proposed permanent structure or the vehicular movement around it.
Flooring of cement godown should be raised to 45 cm above the existing ground level with smooth 1.P.S. floor furnishing.
This temporary structure can be made from G.I. sheets.
It should be 100% water proof with minimum openings and perfect security.
It should have sufficient capacity of storage for minimum 400 to 600 bags.

WATCH TOWER: A large area can be in the range of vision trea the highest point.
Any trespassers can be easily spotted from a higher point.
Larger projects should therefore have a center located watch-tower approximately 15 to 20-I above the ground level.
Flood lights fitted on this tower are advantageous from the security point of vara.
