    letter of explanation as I was unable to attend the Flag Lowering Ceremony of November 24,
    2023, due to NGCP Scheduled Power Interruption dated, November 24, 2023 (Friday)Time:
    6:00 AM - 6:00 PM, and I forgot to charge my phone and wasn’t able to open the messages
    particularly the announcement of the scheduled Flag Lowering Ceremony. I sincerely apologized
    and express my full dedication to serve the community accordingly.
