URGENT MEMORANDUM

SUBJECT : SECOND ROUND OF DATA GATHERING AND URGENT

SUBMISSION OF LGUs COLLECTING PASS THROUGH FEES
IN ADHERENCE TO EXECUTIVE ORDER NO. 41 (EO 41)

This has reference to Section 2 of Executive Order No. 41, “Prohibiting the Collection
of Pass-Through Fees on National Roads and Urging Local Government Units to
Suspend the Collection of Any Form of Fees upon All Types of Vehicles Transporting
Goods under Section 153 or 155 of RA 7160 and Memorandum dated 10 October
2023, pertaining to “strongly urging local government units to discontinue collecting
fees on the transport of goods on local roads in adherence to EO 41.”

Relative thereto, all DILG Field Operating Units are hereby directed to conduct another
round of data gathering to ensure correctness of data, covering all LGUs
(Provinces/Cities/Municipalities/Barangays). Kindly update the database for
monitoring of ordinances related to pass through fees through Google Drive, which
can be accessed through this link: https://bit.ly/R8_EO41-Ordinances

Likewise, all LGUs are enjoined to submit soft copies of the local ordinances following
this format for the file name, or ease of monitoring:

Province_City/Municipality
(e.g. Southern Leyte_Maasin City)

Furthermore, all LGUs are strongly urged to enact the corresponding ordinances as
the basis for the suspension or repeal of the collection of tolls, fees and charges.

All updated inventories/ordinances shall be submitted and uploaded not later than
Monday, October 16, 2023.
