In 1969, a rig drilling for oil off the coast of California broke, spilling three million gallons of oil
into the ocean. The beaches became black and slippery, and thousands of animals died. When it
came out that the government had given the company special permission to disregard safety rules
and the spill could have been avoided, the
public was angry. Because of this disaster,
President Richard Nixon created the
Environmental Protection Agency (EPA) in
1970. He also convinced Congress to pass the
Endangered Species Act in 1973. This law
was different from those which came before
in that it actually defined what it meant for an animal to be "threatened" or "endangered." It
included protection for plants and invertebrates. It restricted hunting any animals on the
threatened or endangered species list and allocated money to save these species. Even more
important, it protected their habitats. In its first year, 78 animal species listed and protected under
the Endangered Species Act.
