In the study by Kutzelnigg et al. (2014), researchers delved into the factors influencing

bipolar patients' adherence to treatment in everyday clinical settings. They used a simple 4-point

scale to measure compliance, considering patients who followed their treatment schedule 80% of

the time as highly compliant. Among the 891 patients initially eligible, 657 completed the 24-

month observation, with 67% showing high compliance initially, increasing to 80% by the

study's end. Notably, those who started with high compliance tended to maintain it throughout.

Factors like greater life satisfaction, understanding of their illness, reduced work-related issues,

and fewer days spent in the hospital correlated with higher compliance. However, compliance

levels varied depending on the country and the duration of treatment. This study underscores the

importance of considering various factors beyond medication alone to support bipolar patients in

staying consistent with their treatment regimen.

In Williams' study (2020), it was found that the South Precinct of the Metro Nashville

Police Department faced a significant challenge with a high number of motor vehicle crashes,

putting strain on their already limited resources. The research highlighted a gap in understanding

the role of police in reducing crashes, as existing studies on traffic enforcement were relatively

sparse. The study emphasized the potential effectiveness of sustained enforcement actions

targeting driving behaviors linked to crashes. Through a thorough analysis of traffic crash data

specific to Nashville, two high-visibility enforcement (HVE) plans were developed with the sole

aim of reducing crashes. Importantly, these plans were tailored solely based on traffic crash data

and were not associated with crime statistics or crime prevention efforts. This research sheds

light on the importance of data-driven strategies in addressing specific challenges faced by law

enforcement agencies, particularly in the realm of traffic safety.

The results of the study assessing compliance and enforcement of selected provisions

under Republic Act 4136 in Daet, Camarines Norte revealed a surprising finding: a very low

relationship between compliance and enforcement, with a Pearson correlation coefficient of -

0.093 and a p-value of 0.696. This indicates that the level of compliance with the provisions of

RA 4136 does not significantly influence enforcement in the municipality. This finding contrasts

with the anticipated relationship between compliance and enforcement. Interestingly, this result

aligns with the insights from related studies, particularly the study by Kutzelnigg et al. (2014),

which highlighted the complex nature of factors influencing compliance in a different context.

Similarly, Williams' study (2020) emphasized the importance of data-driven strategies in

addressing challenges, suggesting that direct correlations between compliance and enforcement

may not always be straightforward. Thus, while the Daet study adds to the understanding of

regulatory dynamics, it also underscores the need for nuanced approaches to compliance and

enforcement, considering various factors beyond mere regulatory adherence.

ABSTRACT

This study investigates the compliance and enforcement of selected provisions under

Republic Act 4136 in Daet, Camarines Norte, focusing on the relationship between them. The

problem statement highlights the importance of road safety and regulatory compliance in the

municipality, outlining key questions and hypotheses regarding compliance and enforcement.

The significance of the study lies in its potential benefits for the community, law enforcement

agencies, academia, and future research endeavors. The research methodology employs

descriptive research methods, with a population of 2,800 tricycle franchises and a sample size of

350 respondents selected through purposive sampling. Data analysis includes the calculation of

weighted mean and Pearson correlation coefficient to assess compliance and enforcement levels.

Contrary to the anticipated hypothesis, the findings reveal a very low relationship between

compliance and enforcement, with a Pearson correlation coefficient (r) of -0.093 and a p-value of

0.696. These results suggest that the level of compliance with RA 4136 provisions does not

significantly influence enforcement in Daet, Camarines Norte, highlighting a discrepancy

between expected and observed outcomes in the regulatory landscape.
