We are about to explore the significant events, challenges and personal growth that shape
PCOL LEONCIO BALTAR BALIGUAT, JR as a leader in the Police service
PCOL LEONCIO BALTAR BALIGUAT, JR. is a proud son of a farmer, Mr. & Mrs.
Leoncio Baliguat, Sr., who raised him in the majestic Province of Agusan del Sur, in the
land where you can amazingly experience seemingly unending waves of verdant hills,
loving tall trees and laughing rivers which keep on winding by.
Poverty was the day-to-day challenge of the family, he has to walk about 6
kilometers a day to go to school, most often covered with darkness and rain.
Joggling work, study, and spiritual vocation were getting more pressing and seemed
insurmountable. After all, he has to burn his midnight candles to hurdle those challenges,
as he promised to himself that his future children would never experience the same
hardships.
Thus, on his second year, he was elected as the Class President. Consequently, he
was also nominated and elected twice as Vice President and Committee Chairman of the
Supreme Student Council (SSC) on the succeeding years.
In some ways, his calling has brought him in the fields of law enforcement. He
entered the service as Police Officer 1 in 1998 under the Criminal Investigation and
Detection Group (CIDG). While on training, he also served as the Class President (CIDG &
HPG). Just after he graduated from his PSBRC, he immediately entered the Cadetship
CONFIDENTIAL
Program of the Philippine National Police Academy in 1999. As a cadet, he was also
appointed as the Company Commander and Class Vice President at the same time. His
leadership skills were consistently honed because when he took his Officers Advance
Course, he was also chosen as the Class President.
Indeed, he is the embodiment of the PNP program dubbed as ‘Pulis ko Titser ko’, as
he is a licensed professional teacher and a graduate of Bachelor in Secondary Education,
Major in English which he has earned from the prestigious Philippine Normal University –
Mindanao. His second degree, Bachelor of Science in Public Safety, was earned from the
prominent Philippine National Police Academy (PNPA) in 2002. He also took his Master in
Public Administration (MPA) from Southwestern University in 2014. Recently, he has finally
acquired the most coveted Juris Doctor from the University of Southern Philippines in Cebu
City.
Behind all of those monumental milestones in his career, is his loving family. He is
happily married to Nelona Asentista-Baliguat, and blest with four lovely children. True to his
promise, his children would not be working students anymore, although, he instilled with
them the values of discipline, courage and hard-work. They, too, must decide for their lives
and for their future. A decision that would spell the difference between success and failures,
though, their futures are yet to be drawn.
