PROGRAM POLICY
• The Sustainable Livelihood Program (SLP) continues to be the Department of Social
Welfare and Development (DSWD) lead livelihood capability-building program
for poor, vulnerable, and marginalized households and communities, to help
improve their socio-economic conditions through accessing and acquiring necessary
assets to engage in and maintain thriving livelihoods.
• The SLP developed the revised guidelines to support said streamlining and
simplification efforts through the conduct of review and analysis for its main
implementation guidelines, the Memorandum Circular No 22, series of 2019, as
well as proposing amendments/enhancement to the SLP Program design
specifically the SLP's timeline and duration for its regular and referral implementation
process as well as its current cost parameters for its livelihood interventions and
sustainability.

The Sustainable Livelihood Program shall facilitate interventions through two tracks:

SOCIAL PREPARATION STAGE
The Social Preparation stage shall springboard a collective and participatory process to foster a sense of
ownership, co-ownership and social responsibility among the program participants. It also provides an opportunity
to build and enhance the capability and resources of interested program participants to use in starting a
microenterprise.
