RATIONALE FOR REVISING THE

PROGRAM POLICY
• The Sustainable Livelihood Program (SLP) continues to be the Department of Social
Welfare and Development (DSWD) lead livelihood capability-building program
for poor, vulnerable, and marginalized households and communities, to help
improve their socio-economic conditions through accessing and acquiring necessary
assets to engage in and maintain thriving livelihoods.

• The SLP developed the revised guidelines to support said streamlining and
simplification efforts through the conduct of review and analysis for its main
implementation guidelines, the Memorandum Circular No 22, series of 2019, as
well as proposing amendments/enhancement to the SLP Program design
specifically the SLP's timeline and duration for its regular and referral implementation
process as well as its current cost parameters for its livelihood interventions and
sustainability.
RATIONALE FOR REVISING THE
PROGRAM POLICY

• Additionally, based on the results of the Spot-Checking and


Assessment Activity conducted by the NPMO-PMES last
September to December 2022, supports the notion for policy
enhancement and procedural review and re-engineering.

• A number of recommendations (ref. Spot Check Report December


2022) were provided by the RPMOs for the enhancement of
Program policy and procedural sequence.

STATUS UPDATE
 Memorandum Circular (MC) No. 07 Series 2023 was approved by the Secretary
on March 31, 2023, and the same was circulated by the AS-Records and Archives
Management Division to DSWD OBSUs via e-mail on April 12, 2023.

 MC 07 s2023 is for publication in the Official Gazette, in accordance with EO


No. 292-1987 (Administrative Code of the Philippines) and DSWD AO No. 04
series of 2020, and deposit to the University of the Philippines – Laws Center.

 The Guidance on Effectivity of MC 07 s2023 and its Implications to SLP


Implementation was signed by the Secretary on May 19, 2023, and issued to
the Field Offices on May 22, 2023.

the barangays identified in the Barangay Ranking
Matrix. However, this may not be possible in cases
where the referred individuals are not residents in
the identified barangays.
