1. Briefly explain the Philippine Medical Technology Act of 1969

The Republic Act No. 5527, known as the Philippine Medical Technology Act of 1969, is
an act requiring the registration of Medical Technologist, defining their practice, and for other purposes.
This act embodies the definition of the profession, as well as registration, functions,
responsibilities, coverage, and limitations. It was approved on June 21, 1969 by the former
President Ferdinand Marcos Sr.

2. Discuss the amendments of the law

The Republic Act No. 5527 or the Philippine Medical Technology Act of 1969 was
amended three times. These amendments are the Republic Act No. 6138, the Presidential
Decree No. 498, and the Presidential Decree No. 1534. The Republic Act 6138 is an act to
amend certain sections of Republic Act No. 5527, known As the Philippine Medical Technology
Act of 1969. These sections are sixteen, twenty-one, and twenty-two. This amendment was
approved on August 31 , 1970. Almost four years after, the Presidential Decree No. 498 was
made. This decree is an act to amend the sections two, three, four, seven, eight, eleven,
thirteen, sixteen, seventeen, twenty-one, and twenty-nine of the Republic Act No. 5527. The
Presidential Decree No. 498 was approved on June 28, 1974. The last amendment for the
Republic Act No. 5527 is the Presidential Decree No. 1534. This decree is further amending the
Philippine Medical Technology act as amended by Presidential Decree no. 498. It amended
certain sections such as section three, eight, eleven, twelve and thirteen.

Republic Act No. 6138 amendments: Sections 16, 21, 22

 Section 16. Qualification of Examination. Subparagraph (b) has been amended.


 Section 21. Issuance of Certificate of Registration. “Enactment of this Act” was replaced
with “ Filing of the application”
 Section 22. Fees. “The sum of ten pesos shall be for registration” was added.

Presidential Decree 498 amendments: Sections 2, 3, 4, 7, 8, 11, 13, 16, 17, 21 and 29

 Section 2. Definition of Terms. Includes the amendment of subsections (a) and (d) in the
Definition of Terms. Wherein the “Medical Technology” was replaced by the “Practice of
Medical Technology”, and “Medical Technicians” was replaced by “Medical Laboratory
Technicians”
 Section 3. Council of Medical Technology Education, Its Composition. Terminology for
Council of Medical Technology Education has been changed.
 Section 4. Compensation and Traveling Expenses of Council Members. Changes in the
Expenses of Council of members.

 Section 7. Medical Technology Board. Changes in Terminology of Council of Medical


Technology Education and Council members.
 Section 8. Qualification of Examiners. Paragraphs 3 and 5 has been amended.
 Section 11. Subsection (c) of the same act has been amended and subparagraphs (g), (h) and (l)
were added.
 Section 13. Amendment in Accreditation of Schools of Medical Technology and of Training
Laboratories.
 Section 16. Subsection (b) has been amended
 Section 17. Scope of examination. Blood Banking & Serology’s coverage in the board
examination were changed from 0% to 20%, submission of subject changed from 4 months to at
least 30 days prior the date of the examination - rules for amendment were added, the board’s
name was changed to PRC.
 Section 21. Issuance of Certificate of Registration. Amendments in years and financial
expenses.
 Section 29. subparagraph (j) of the act is amended.

Presidential Decree 498 amendments: Sections 3, 8, 11, 12 and 13


 Section 3. Amended the composition of the council of Medical Technology Education
which is composed of the Director of Higher Education as Chairman; the Chairman of the
Professional Regulation Commission as Vice-Chairman; and the Director of the Bureau of
Research and Laboratories of the Department of Health, the Chairman and two (2) members of
the Board of Medical Technology, a representative of the Deans of Schools of Medical
Technology and Public Health, and the Presidents of the Philippine Society of Pathologists and
the Philippine Association of Medical Technologies, as members.
 Section 8. Qualification of Examiners. Paragraph 3 was amended.
 Section 11. Subparagraphs (g) and (i) of the Presidential Decree No. 498 were amended.
 Section 12. Amended the repealing cause of the Presidential Decree No. 498.
 Section 13. Amendment in Accreditation of Schools of Medical Technology and of Training
Laboratories.

3. Define the terms in relation to the law

This is based on the Section 2 of the Republic Act No. 5527, otherwise known as the
Philippine Medical Technology Act of 1969. As used in this Act, the following terms shall mean:

(a) Medical Technology – an auxiliary branch of laboratory medicine which deals with the
examination by various chemical, microscopic, bacteriologic and other medical laboratory
procedures or technique which will aid physician in the diagnosis, study and treatment of
disease and in the promotion of health in general.

(b) Pathologist – a duly registered physician who is especially trained in methods of laboratory
medicine, or the gross and microscopic study and interpretation of tissues, secretions and

excretions of the human body and its functions in order to diagnose disease, follow its course,
determine the effectivity of treatment, ascertain cause of death and advance medicine by
means of research

(c) Medical Technologist – a person who engages in the work of medical technology under
the supervision of a pathologist or licensed physician authorized by the Department of Health in
places where there is no pathologist and who having passed a prescribed course (Bachelor of
Science in Medical Technology / Bachelor of Science in Hygiene) of training and examination its
registered under the provision of this Act.

(d) Medical Technician – a person who not being a graduate of Bachelor of Science in Medical
Technology / Bachelor of Science in Hygiene, but having passed the corresponding civil service
examination, perform the work of medical technology under the supervision of a registered
medical technologist and/or qualified pathologist.

(e) Accredited Medical Technology Training Laboratory – a clinical laboratory, office, agency,
clinic, hospital or sanitarium duly approved by the Department of Health or its authorized
agency.

(f) Recognized School of Medical Technology – any school, college or university which offers a
course in Medical Technology approved by the Department of Education in accordance with the
requirements under this Act, upon recommendation of the council of medical technology
education.

(g) Council – the council of medical technology education established under this Act.

(h) Board – the Board of Examiners for Medical Technology established under this Act.

4. State the importance of the law

The Republic Act No. 5527, also known as the Philippine Medical Technology Act of
1969 recognized Medical Technology as a profession and defined the Practice of Medical
Technology, subject to the registration and regulation policies of government. This law is
responsible for the policies or orders creating a council of medical technology, the minimum
required courses, composition, functions, qualification and removal of the board of examiners,
examination coverage, and foreign reciprocity amendments. While they may not be doctors,
Medical Technologists perform critical and sensitive functions in our health facilities. They also
directly interact with patients and handle delicate specimens. Hence, this law also ensures that
they shall always ethically perform their duties to the best of their abilities, or face penal
sanctions if not.
