Scope work for MSP

1. Development and Deployment (22 weeks):

 Project Management: The MSP will appoint a seasoned Project Manager who will work
closely with the client to understand the requirements, plan the project, and ensure
successful execution within the stipulated 22 weeks.

 Business Analysis: The MSP will provide a skilled Business Analyst to perform a detailed
study of the Employment and Training department's needs. The Business Analyst will
collaborate with stakeholders to gather requirements and create a comprehensive
system requirement document.

 Technical Expertise: The MSP will allocate a Development Lead, Developers, Database
Administrator, Tester, and Network Expert to handle the technical aspects of web portal
development. These experts will work together to create, test, and deploy the
integrated ITI Management System (IIMS), employment-related services, and
dashboards using Power BI.

 On-site Presence: The Project Manager, Business Analyst, and Database Administrator
from the MSP will be stationed at the client location throughout Phase 1. This ensures
effective communication, understanding of on-site challenges, and prompt issue
resolution.

2. Operations and Maintenance (5 years):

 Project Support Unit: The MSP will establish a Project Support Unit at the client
location, led by the Project Manager cum Business Analyst and supported by the
Database Administrator. This unit will oversee the day-to-day operations and
maintenance of the portal during the 5-year period.

 Helpdesk Support Unit: The MSP will set up a helpdesk support team to address user
queries and issues during agreed service hours. The number of support executives will
be adjusted based on the evolving needs over the years.

 Continuous Improvement: The MSP is responsible for monitoring the portal daily,
ensuring smooth functionality, and complying with uptime and performance
requirements. Additionally, the MSP will carry out enhancements, modifications, and
integrations to meet changing demands.

 Bug/Fixes Management: The MSP will promptly address errors, bugs, and gaps at no
additional cost during the maintenance period, ensuring the portal's continuous
reliability.

 Documentation: The MSP will provide comprehensive project and product


documentation, including user manuals and system operational procedures.

3. Training and Capacity Building:


 The MSP will conduct a Training Needs Analysis for all staff involved in using the web
portal.

 A training plan will be developed, and sessions will be conducted for different user
groups, departments, and roles.

 Capacity-building activities will be an ongoing responsibility to ensure that all users can
effectively utilize the portal.

4. Compliance to e-Gov Standards:

 The MSP will ensure the scalability of the system to handle an increasing number of
users and transactions.

 Security measures, including firewalls, authentication mechanisms, and compliance with


ISO 27001 and OWASP standards, will be implemented and maintained.

 The application architecture will follow industry standards and best practices, utilizing a
3-tier architecture.

 Detailed design documents and test plans will be created, adhering to open-source,
government, and industry standards.

Scope of Work for Managed Service Provider (MSP):

1. Project Leadership and Coordination:

 MSP will provide dedicated project managers for effective leadership and coordination
throughout the development, implementation, and maintenance phases.

 Ensure seamless communication between the MSP team and the Bihar Directorate of
Employment and Training (DET).

2. Integrated ITI Management System (IIMS) Development:

 MSP will lead the development of the Integrated ITI Management System,
encompassing features such as student admissions, e-learning access, exams, campus
placement, and HR management.

 Collaborate with DET stakeholders to gather detailed requirements and customize the
system to meet their specific needs.

3. Employment-related Services Implementation:

 MSP will oversee the implementation of employment-related services, ensuring efficient


features for job seekers, job providers, and career service providers.

 Facilitate seamless job searches, recruitment processes, and career guidance


functionalities.

4. Power BI Dashboards Integration:


 Manage the integration of real-time monitoring modules using Power BI, providing DET
with dynamic overviews of training and employment activities.

 Ensure the dashboards align with DET's reporting and decision-making needs.

5. Information Gathering and Application Development Planning:

 MSP will lead the information gathering process and collaborate with DET to plan the
architecture and development of the web portal.

 Define a detailed project implementation plan covering design, development, testing,


and deployment.

6. Training and Documentation Management:

 Develop a comprehensive training plan and conduct training sessions for DET users.

 Create user manuals and system operational procedures for future reference,
facilitating effective use of the web portal.

7. Operations and Maintenance Oversight:

 MSP will assume responsibility for the 5-year operations and maintenance phase,
addressing bug fixes, enhancements, and helpdesk support.

 Provide regular updates to DET on system performance and improvements.

8. Helpdesk Support Establishment:

 Establish and manage a dedicated helpdesk facility, ensuring timely assistance to users
with employment and training-related queries during agreed service hours.

9. Application Customization and Implementation:

 Develop and execute the project implementation plan, including business requirement
and process studies, application configuration, customization, and integration with
existing platforms.

10. Data Centre Hosting Configuration:

 Configure and maintain the secure Data Centre provided by the State Government,
guaranteeing reliability and security.

11. Application Testing and Quality Assurance:

 Oversee the testing phase, ensuring the portal functions correctly and addressing any
issues found during testing.

 Conduct a comprehensive quality review and security audit to meet the defined
standards.

12. Scalability and Compliance Management:


 Ensure the scalability of the system to handle an increasing number of users and
transactions.

 Uphold compliance with e-Governance standards, security measures, and industry best
practices.

10. Adherence to Standards: Develop the portal in compliance with e-Government standards,
ensuring scalability, security, and adherence to industry best practices and government policies.

7. Application Customization and Implementation:

 Project Implementation Plan: Develop a detailed plan covering project organization,


design, development, testing, and more.

 Business Requirement and Process Study: Analyze the needs of the Employment and
Training department and create a final document outlining system requirements.

 Application Configuration & Customization: Configure and customize the web portal
based on departmental requirements.

 Integration with Existing Applications: Integrate the portal with other applications and
platforms like NCVT, SCVT, Aadhaar, etc.

 Data Migration: Ensure a smooth transfer of existing data to the new portal.

 Data Centre Hosting: Configure and maintain a secure Data Centre provided by the
State Government.

8. Quality Review and Security Audit:

 Project Review: Review project plans, documents, and conduct security audits to ensure
compliance with quality and security standards.

9. Compliance to e-Gov Standards:

 Scalability: Ensure the system can handle an increasing number of users and
transactions.

 Security Measures: Implement various security measures such as firewalls,
