ABSTRACT

Despite Ligao City’s Anti-Smoking Ordinance, an increasing number of violations are

evident in most of the public places in the City. In view of that, the current study assesses the

level of implementation of the Smoke-free Ordinance of Ligao City whether the ordinance is

being implemented along with its provisions. To determine the level of the implementation, the

researchers utilized one-on-one interviews with the implementers of the ordinance and conducted

a survey of the respondents from barangays in Ligao City proper where the ordinance is being

implemented. Data in this study were then analyzed using statistical tool such as frequency, rank,

percentage, and weighted mean. The result was then interpreted using variables such as fully,

partially, and not implemented. This study found that the status of the implementation of the

ordinance as to enforcement and information campaign is undergoing a strict implementation for

the past five years (2018-present). Implementers of the smoke-free ordinance perceived that most

of the provisions of the ordinance are fully implemented. The provisions of the ordinance have

also been fully implemented in most of the barangays in Ligao City proper, while only one

barangay have perceived that the provisions of the ordinance have only been partially

implemented. Therefore, the study concludes that the Smoke-free ordinance is fully implemented

in Ligao City. The knowledge gained in this study will add to the assessment of the level of

implementation of the ordinance.
