Title of Activity: Distribution of Shelter Repair Assistance to Super Typhoon Odette Survivors

II. Rationale
On December 16, 2022, super typhoon Odette (international name Rai) hit the Philippines. Bohol was
one of the provinces which sustained the most casualties, with at least 80 deaths and hundreds of houses
and electrical installations damaged which resulted to over two-month power blackout. While the government
mounted relief efforts and distributed financial assistance to distraught households, there were a number of
needy families who were not covered and whose shelters remain wrecked.
Having heard and seen the extent of devastation from the news, Dr. Amanda Cahill and friends raised
some funds and offered to donate it for provision of shelter materials for families whose houses were
damaged by the super typhoon. Dr. Cahill is an Australian development worker, who once lived in Jagna,
Bohol when she did her dissertation research for her Ph.D. in Human Geography in the Australian National
University. She holds affiliate positions at the University of Queensland and the University of Sydney’s Policy
Lab, and the CEO of The Next Economy, a non-profit organization which supports regional communities
across Australia and Asia and the Pacific to build more resilient, climate-safe and socially just economies.
As part of BISU’s extension and outreach activities, Ms. Ma. Solita J. Virtudazo and Ms. Maureen B.
Balaba (Dr. Cahill’s friend) then proposed for BISU Candijay to handle the distribution of shelter repair
materials in the towns of Jagna, Duero, Guindulman, Anda, Candijay, Mabini, Carlos P. Garcia, . A number
of the recipient families have children who are BISU Candijay students.
III. Objective
To distribute shelter repair materials to selected families of Jagna, Duero, Guindulman, Anda, Candijay,
and Mabini whose houses were damaged by super typhoon Odette and contribute to the rebuilding of
communities.
V. Methodology / Process
The activity involves three phases: 1) pre-distribution, b) distribution, c) post-distribution, with
coordination between donors and recipients and documentation as crosscutting components in all phases.
The pre-distribution stage includes a) planning, b) identification of beneficiaries and needs, c) market survey
and canvass of prices of procurable, d) financial arrangements (fund transfer, clearing, withdrawal), and e)
procurement and distribution of purchased materials. The distribution phase includes travel to residential
areas of recipients and actual distribution while the post-distribution consists of activity evaluation and
submission of documentation to the funding entity. Below is the planned itinerary of the distribution team.
VI. Beneficiaries
There are a total of 37 beneficiary families distributed as follows: Jagna (8), Duero (1), Guindulman (1),
Anda (3), Candijay (15), and Mabini (5), Alicia (1), Ubay (1), CPG (1), and Talibon (1).
VII. Facilitators
The facilitators include 7 volunteer faculty members of the College of Fisheries and Marine Sciences.
