Context and Rationale

The Gandara II Central Elementary School, Gandara, Samar is very much eager to

serve the learners to have a good, relevant and quality education. To further continue their

education, the school offered modalities of learning called Modular Distance Learning (DepEd

order No. 4 Series of 2020). Because of this pandemic on Covid 19, Pres. Rodrigo Duterte

(2020) instructed the Department of Education not to allow face to face classes and this was

abided by the Division of Samar as well as our beloved school. Hence, to continue the

education of our learners and learning the knowledge and skills while they are staying at home,

the Modular Distance Learning is being implemented in school to serve the learners. In this

modality of learning, learners are given hard copies of modules and activity sheets and should

be answered at home. This is in consonance to the statement of Pres. Rodrigo R. Duterte, that

children aged 0 to 18 years old must stay at home and was adopted by the Department of

Education. In this learning modality, since children are not allowed, parents are responsible in

getting and returning the modules in school. As the distribution and retrieval of the module went

on, months after, only few parents are getting the modules as reflected in the attendance sheet.

Most of the time, ten (10) of the fifty-eight (58) kindergarten parents in Gandara II Central
Elementary School participated in the Modular Distance Learning implemented in our school.

This is an indication of the low level of parents’ participation which could affect the performance

of our learners, the teachers and even the school as a whole. This study is to be conducted to

improve the level of participation of our parents in the Modular Distance Learning Modality in our

school so as to promote higher learning in mathematical skills of the Kindergarten learners.

Parents have the great parts in delivering the education to their children. If the supports of the

parents will be low to this learning modality, learners will not also learn and prosper on their

education (Briones, 2020).

Proposed Innovation, Intervention, and Strategy

The regular conduct of virtual PTA meeting, Bandelyo and announcements, and sending

letter to parents and other stakeholders are ways and means that the school encouraged the

participation parents in the Modular Distance Learning Modality implemented in Gandara II

Central Elementary School. These strategies and procedures are being conducted (Deped

Order No. 35 s. 2011) to bind the parents to the school to give their support and do their

responsibilities. However, these strategies did not effect to increase the level of participation of

our parents. Due to the low level of parents’ participation, the learners are not really learning the

knowledge and skills that they should learn in kindergarten. To increase the participation of our

parents to this modular distance learning modality, a constant Home Visitation on the provision

of guidance and counseling to parents is to be conducted. It aims to talk to the parents by

asking them with reflective questions through casual conversation and by giving them with

guidance and counseling so as to understand their part on the kind of learning modality that the

school is implementing. Parents are given freedom to express themselves. By understanding

the opinions and point of view of the parents, supports will be given to them just maintain their

collaboration to the school.


Action Research Question

This Action Research on the constant Conduct of Home Visitation on the Provision of

Guidance and Counseling to the Parents of Grade 2 learners in Gandara II Central Elementary

School, Gandara, Samar is to be conducted to assess the effectiveness of the constant Conduct

of Home Visitation on the Provision of Guidance and Counseling to parents of the kindergarten

learners and in improving the learning of kindergarten learners in the basic mathematical

operations.

Furthermore, this action research seeks to answer the following questions.

1. Is the constant conduct of home visitation on the provision of guidance and counseling

to the parents of kindergarten learners of Gandara II Central Elementary School effective in

increasing the level of parents’ participation?

2. Is the participation of parents on the Modular Distance Learning Modality of Gandara

II Central Elementary School effective in increasing the knowledge and skills of kindergarten

learners in the different basic mathematical operations?

3. What are the other possible interventions that the school could offer to the parents in

maintaining the higher level of parents’ participation?

Action Research Methods

This Action Research on the constant Conduct of Home Visitation on the Provision of

Guidance and Counseling to the Parents of kindergarten Learners in Gandara II Central

Elementary School, Gandara, Samar will be conducted by conducting a regular home visitation.

During the visit, the parents will be given technical assistance through guidance counselling by

casual conversation to encourage and increase their participation on the Modular Distance

Learning of Gandara II Central Elementary School.


To assess the effectiveness of parents’ involvement in increasing the knowledge and

skills of kindergarten learners in the different basic mathematical operation, two tests will be

administered. The first test will be pre-test; the researcher will assess the performance of

learners in basic mathematical operations during the time that the participation of parents to the

Modular Distance Learning is low. The second test will be the post-test; the researcher will

assess the performance of kindergarten learners on the different basic mathematical operations

after having been conducting the constant conduct of home visitation, guidance and counseling,

and during the increased level of participation of parents.

Through the process of guidance and counseling the parents will be asked the particular

support that the school could offer to them so that possible intervention will also be provided.

Data Gathering Methods

The conduct of home visitation will be recorded. Parents will also be monitored on their

participation in the school’s activities such as in the modular distance learning. During the time

where participation of parents is low, students will be given a pre-test. Then, after the series

conduct of home visitation where parents have a high level of participation, learners will also be

given tests on the different basic mathematical operations.

Data Analysis Plan

The data that will be generated on this research will be analyzed and treated statistically.

The data before and after the conducted of home visitation on the provision of guidance and

counseling as well as the monitoring to the participation of parents to the school activities will

also be analyzed. In addition to this, the result of the pre-test and post to the kindergarten

learners basically on the different basic mathematical operation will be compared and analyzed

quantitatively and qualitatively. While the responses of the parents as to what the school could

offer to them will also be recorded and analyzed and be given with proper treatment and
solutions. The top 5 intervention that will come out will be implemented in school so as to

maintain the increased parents level of participation likewise increasing the knowledge and skill

learned by the kindergarten learners on the different basic mathematical operations.

Action Research Plan and Timeline

The research on the constant Conduct of Home Visitation on the Provision of Guidance

and Counseling to the Parents of kindergarten Learners of Gandara II Central Elementary

School will allot five to six months as the target for the conduct of this study. This research will

start on the month of Jan 15 2024 and will be expected to finish on the month of August 9 2024.

Plan for Dissemination and Utilization

This action research on the Constant Conduct of home Visitation on the Provision of

Guidance and Counseling to Parents of kindergarten Learners of Gandara II Central Elementary

School, Gandara, Samar. Hence, to disseminate the result of this masterpiece, a one

conference with the teachers, school heads and District In-charge will be planned on its target

date to August 9, 2024. After the conference, teachers are advised to conduct constant home

visitation to parents to better monitor, collaborate and maintain a higher level of participation in

school activities, programs and projects.
