CHAPTER I

INTRODUCTION

Background of the Study

CHED Memorandum Order no. 4, s. 2020: Guidelines on the implementation of

flexible learning. Flexible learner is a learner-centered approach that is deeply rooted in

the needs of the students. The main objective should be to provide learners in the most

flexibility on the learning content, schedule, access and innovative assessment making

use of digital and non-digital tools.

Modular Learning System in which under students will be provided with self-

learning materials (SLMs). Teachers will be giving students SLMs per quarter. That will

mean students will be receiving 4 sets of SLMs for one whole academic year. The SLMs

will be distributed to parents before the opening of classes. For students whose parents

are not available to get these from schools, there will be designated pick up points in

their barangays. The distribution will be done at least 4 times for the school year. Aside

from SLMs, work plans will also be distributed to students. But unlike SLMs, this will be

given to students weekly as this indicates the schedule of lessons and activities the

students will have to do every week. Again, parents or anyone who will guide the

students at home will be the ones to get this from teachers or in designated pick-up

points. Moreover, accomplished activity sheets will be retrieved by teachers from

parents. They will have to submit the activity sheets to teachers in school or in

designated pick-up points. ( Briones , 2020 )

Statistics that Distance Learning Education (DLE) of the planning agenda of most

organizations concerned with education and training. The quality of Modular Distance

Learning has been improved for the past few years and will surely make no difference

amidst global pandemics.

It is new in the Philippines, but the Department of Education were able to prepare

this type of learning process and named it as “blended learning”. The DepEd made

three types of blended learning and these are online learning, modular learning and

TV/Radio instruction, though there are some circumstances that plan were not made

perfect but the national office of DepEd continues to improve and develop to elevate the

quality education in the country.

The most common type of blended learning used was the Modular Learning

whereby teachers print a copy of module and delivered it to every home, and some

were scheduled to claim in school. Printer is the essential problem due to its life span

since modules are printed by thousands of copies and some printer can’t hold that long,

in tertiary education under Commission on Higher Education or CHED does not only

have printer as problems but the presence of ink and bond papers.

With these observations, the researchers aim to determine the level of Students’

engagement in modular Distance Learning.

Statement of the Problem

This study aims to determine the level of students’ engagement in modular

distance learning of the Zamboanga City State Polytechnic College students.

1.3 Parents’ Educational Attainment

2. What is the level of students’ engagement in modular distance learning in terms

of:

2.1 Content understanding

2.2 Attitude towards home-based schooling

2.3 Concept retention

3. Is there a significant influence on the level of students’ engagement in the

modular distance learning when data are grouped according to profile?

Significance of the Study

This study will be beneficial to the school administrators, department head,

teachers, students and additional researchers.

Commission on Higher Education Officials, the result of our study will help

them identify the different shortcomings of the student regarding the current learning

modality and as well as will give them idea how to develop their curriculum.

School Administrator, the data that we gather will help the school head

developed new strategies and approach for teachers. These strategies and approach

will help the students to have a quality tertiary education that is flexible at all times.

Instructor/Visiting Lecturer, it will reinforce the enactment of the developed

strategies and approach to the teaching and learning process. This will help them

encourage to create a very flexible way of delivering their classes in Modular Distance

Learning.

Students, they are the subject of our research, so it is essential to include them

in the study. This will help them know the realm of the learning modality that gives them

an understanding on how the schoolwork.

Researchers, this will help them developed another research that is related to

our studies. It makes the topic grows bigger and a lot of solution and ideas might be

developed as well.

Scope and Limitation of the Study

This study is limited to the students of different Programs in Zamboanga City

State Polytechnic College – Vitali External Program Delivering Unit (ZCSPC-VEPDU)

about the level of students’ engagement on using Modular Distance Learning during the

first semester of Academic Year 2020-2021. The profile of the respondent includes the

sex, course and parents’ educational attainment.

The respondents of our study are the selected students from third year

curriculum. The programs are Bachelor of Elementary Education, Bachelor of Physical

Education, Bachelor of Technology and Livelihood Education major in Home

Economics, Bachelor of Technical-Vocational Teacher Education major in Automotive

Technology, Bachelor of Science in Automotive Technology, Bachelor of Science in

Electrical Technology and Bachelor of Science in Computer Technology and they are

coded as Course A, B, C, D, E, F, and G.
