EDIBLE LANDSCAPING SA ALBAY: SEASON 5


Implementing Rules and Regulations
1.0 Background
1.1 The 2D Albay Edible Landscaping sa Barangay Project Season 1 was a
transformative community initiative that addressed food security and
agricultural education in the 2nd District of Albay, Philippines. Launched
during the COVID-19 pandemic, the project maximized a 200-square-meter
agricultural land area within the barangay, featuring 90% edible crops and
10% herbs and ornamentals. This innovative approach aimed to provide both
aesthetic value and a sustainable source of food, promoting an alternative to
traditional landscaping.
1.2 In collaboration with the Department of Agriculture Regional Field Office V
and other agencies, the project received substantial support, including
agricultural inputs distributed to 223 barangays in the 2nd District of Albay
and 44 participating barangays in Polangui. The initiative was strategically
implemented in response to the pandemic, embedding agriculture as a
pioneering form of recovery. Technical Education and Skills Development
Authority (TESDA) played a crucial role, providing vocational training and
National Certification II for competencies in organic farming and edible
landscaping to 5,340 youth participants.
1.3 The project's impact extended beyond physical landscapes, fostering the
"Largest Training in Agriculture with 5,340 youth participants." The
collaboration between the 2D Albay Congressional Office and TESDA
showcased a holistic approach, offering technical-vocational training methods
and supporting the youth in acquiring essential skills for agriculture. The 2D
Albay Edible Landscaping sa Barangay Project, spanning from March to July
2021, incorporated weekly monitoring through Google Form
Accomplishment Reports, ensuring sustained engagement and
documentation.
1.4 The success of the project was highlighted in an awarding ceremony on July
8, 2021, where participating barangays were recognized based on creativity,
productivity, and sustainability. Special commendations were given for the
most nourished vegetable crops, showcasing the impact of the initiative on
local agriculture. The program's conclusion emphasized adherence to public
health protocols, and it celebrated the achievements, skills acquired, and
camaraderie established among participants. The 2D Albay Edible
Landscaping sa Barangay Project Season 1 emerged as a flagship program,
aligning with national initiatives to enhance food security, empower youth,
and transform local agricultural practices, all made possible through the
unwavering support of Congressman Joey Sarte Salceda and Albay Young
Farmers Organizations Inc.

3.0 Purpose
The guidelines for the 3D Project on Edible Landscaping aim to facilitate the creation
of a Barangay Community Garden. This initiative serves as a strategic approach to
broaden the community's food sources, thereby contributing to the overall goal of
ensuring food security in the area. Whereas, the Sangguniang Kabataan will lead the
implementation with assistance from the Barangay Council.

4.0 Coverage
Selected LGUs in the 3rd District and 1st District of Albay namely: Polangui,
Guinobatan, Libon, Oas, Pioduran, Sto. Domingo and Bacacay.

5.0 Policy Content and Guidelines


5.1 The project shall be implemented by the respective Sangguniang Kabataan
Councils, headed by the Sangguniang Kabataan Chairperson;
5.2 The barangay shall establish a community garden that will be dubbed as the
[Barangay Name] Edible Landscaping Garden / [Barangay Name] EL Garden;
5.3 The area of the garden must be 150-200 square meters or its equivalent in
several patches of land. Barangays that do not have vacant or viable areas,
shall implement alternative gardening such as container gardening, vertical
gardening, square foot gardening, hydroponics, aquaponics and/or aeroponics;
5.4 The site must be accessible, with water source secured and away from
conventional farming area;
5.5 Participants shall be composed of a minimum of twenty-five (25) members
including the SK Council and the Youth of the Barangay. The task of the
participants is to monitor the site, encourage the community to actively
participate in the initiative and to sustain the project;
5.6 The participants of every Barangay shall be receiving a Training Certificate
from the partner TESDA’s Farm School(s) for their efforts towards the
initiative. The courses included in the training certificate are: Edible
Landscaping, Produce Organic Concoctions and Extracts and Produce
Organic Vegetables;
5.7 The plants to be used must be: (90%) Edible Crops and (10%) Herbs and
Ornamentals. Plants should be properly arranged following specific planting
distance;
5.8 The proponents shall provide the following: Seed money amounting to Php.
2,000.00 per participating Barangay SK to be used for the operations of the
Edible Landscaping to be coursed through the City/Municipal SK President,
Assorted Vegetable Seeds and Agri-Inputs: Rake, Hoe, Shovel, Sprinkler and
Seeds; and
5.9 The project shall adopt a mixture of organic and traditional way of planting.

5.8 Project duration shall start from March 02, 2024 to June 01, 2024, considered
to be the planting season before the rainy season.

6.0 Roles and Responsibilities Stakeholders

6.1 Local Government Units (Sangguniang Bayan, Local Youth Development


Office, Municipal Agriculture Office)
6.1.1 Provide technical and/or financial assistance to barangays
particularly in the implementation of the agricultural project and
provision of agricultural support service;
6.1.2 Provide agricultural support services and facilities to the barangays
such as, but not limited to: vegetable seed farms, fruit-tree and other
kinds of seedling nurseries;
6.1.3 Ensure the establishment of the EL Gardens in their respective
barangays;
6.1.4 For cities and municipalities, enact an ordinance that would enjoy and
institutionalize the setting-up and operations of barangay community
gardens;
6.1.5 Promoted vegetable production and consumption of crops existing
naturally in the area; and
6.1.6 Encourage the residents in the Barangay to set up their family
vegetable gardens and/or plant fruit-bearing trees in available open
spaces.
6.1.7 Assign or hire Edible Landscaping Field Officers that will help in
supervising the gardens in the Municipality. They will also provide
technical and/or theoretical help in the maintenance and
troubleshooting of technical issues in the whole planting process
during the implementation.

6.2 Barangay and SK Councils


6.2.1 Identify the area/s where the EL Garden shall be established.
6.2.2 Together with the Barangay and SK Council, coordinate with their
respective City/Municipal Agricultural Offices or its equivalent for
any agricultural training, seminars and capacity building services as
well as seeding materials and other agricultural equipment and
facilities, that would help them in the operations of their EL Gardens;
6.2.3 Lead the promotion of the barangay community gardening to their
community, including its importance and benefits as well as the
products produces through the EL Gardens;
6.2.4 Keep a record of the overall operations of the community garden such
as the types of seedlings planted, number of seedlings per plant
planted, and number of vegetables and fruits harvested (e.g. per sack,
per piece, per kilo and etc.) among others;
6.2.5 Ensure the adequate provision of agricultural services and facilities
in the barangay pursuant to Section 17 of the Local Government Code
of 1991;

6.2.6 Enact an ordinance regarding the setting-up and operations of


barangay community gardens and allocate funds to sustain its
operations;
6.2.7 Establish a group of volunteers in the community to help the
establishment of and maintenance of the EL Garden as well as spread

the information in setting-up household vegetable gardening and/or


planting fruit-bearing trees; and
6.2.8 Submit the necessary accomplishment reports to the Albay Young
Farmers Organizations Inc. for the compliance with the
implementation of the project.
6.2.9 Create a barangay-based Albay Young Farmers Organizations in the
respective barangay including its sets of officers namely: President,
Vice-President, Secretary, Treasurer, Auditor, PIO, Business
Manager(s) and Sergeant at Arms. The barangay-based organization
shall be registered to the NYC-YORP. The facilitation of this sub-
section shall be through the help of the National Youth Commission
and Albay Young Farmers Organizations Inc.

6.3 Albay Young Farmers Organizations Inc.


60.3.1 Responsible for initiating the project and developing a
comprehensive plan for the establishment of Barangay Community
Gardens through Edible Landscaping. This involves defining goals,
strategies, and key milestones;
6.3.2 Collaborates with the respective Sangguniang Kabataan Councils and
other stakeholders involved in the project;
6.3.3 Effective communication and coordination with local government
units, barangay councils, and youth organizations are essential for
successful implementation;
6.3.4 Advocates for the importance and benefits of community gardening,
emphasizing the significance of edible landscaping. This includes
promoting the project within the community and encouraging active
participation;
6.3.5 Facilitate the training sessions and capacity-building initiatives for
participants;
6.3.6 Oversees the monitoring and evaluation of the project, ensuring that
it progresses according to plan;
6.3.7 Ensure that the project complies with any relevant regulations or
ordinances, both at the local and higher government levels; and
6.3.8 Coordinate with partners and other stakeholders for the improvement
and success of the program.

6.4 District Office of Congressman Joey Sarte Salceda


6.4.1 Aid in the mobilization of technical and financial resources for the
program;
6.4.2 Drafting, supporting, and advocating for legislative proposals and
policies that align with the interests and needs of the constituents;
6.4.3 Initiate and supporting projects and programs aimed at the
development and improvement of the local community;

6.4.4 Work closely with government agencies at the local, regional, and
national levels to address issues, implement projects, and ensure
effective governance.

6.5 National Youth Commission


6.5.1 Facilitate in the mobilization of Sangguniang Kabataan in the
implementation of the project in the respective barangays.

6.5.2 Assist in the registration of the barangay-based Albay Young Farmers


Organizations in its registration to YORP.
6.5.3 Provide other assistance as may be deemed necessary for the
implementation of the project.

6.6 Department of the Interior and Local Government


6.6.1 Endorse the implementation of the program to the respective
participating LGUs.
6.6.2 Facilitate in the mobilization of Sangguniang Kabataan in the
implementation of the project in the respective barangays.
6.6.3 Integrate the program to DILG’s HAPAG Program.
6.6.4 Expand connections between the different attached agencies of DILG
to expand the partnership.
6.6.5 Provide training, workshops, and capacity-building initiatives for
youth organizations involved in the project. Enhance the skills and
knowledge of young farmers and volunteers to contribute
effectively to the success of community gardens.
6.6.6 Collaborate with other stakeholders to monitor and evaluate the
involvement of youth in community gardening programs. Assess the
impact on youth development, skills enhancement, and community
engagement.
6.6.7 Utilize communication channels to disseminate information about
the project and its benefits to the youth. Promote the value of
sustainable agriculture, community building, and the positive impact
of youth participation.

6.7 Department of Agriculture Regional Field Office 5


6.7.1 Provide agricultural inputs including but not limited to: garden tools
(rake, hoe, shovel, sprinkler), assorted vegetable seeds and etc.
6.7.2 Offer technical expertise and support to local government units,
barangays, and organizations in the planning, implementation, and
maintenance of agricultural projects, particularly those related to
edible landscaping and community gardening.
6.7.3 Collaborate with local government units, youth organizations, and
farmers' groups to conduct training sessions, seminars, and capacity-
building initiatives. This includes providing knowledge on modern
agricultural practices, crop management, and sustainable farming
techniques.

6.7.4 Assist in overseeing the progress of agricultural projects, ensuring


they align with established goals. Monitor the impact of community
gardens and edible landscaping initiatives and provide feedback for
improvement.
6.7.5 Ensure that agricultural projects comply with relevant regulations and
standards. Provide guidance on adherence to agricultural laws and
ordinances.
6.7.6 Support research initiatives related to agriculture, sustainable farming
practices, and the development of new varieties or techniques that can
benefit community gardens and edible landscaping projects.

6.8 Technical Education and Skills Development Authority - Albay


6.8.1 Provide training programs and skills development initiatives related
to agriculture and horticulture. This can include courses on
sustainable farming practices, crop management, landscaping, and
other relevant skills to enhance the capabilities of individuals
involved in community gardening.
6.8.2 Develop and offer certification programs for participants who
complete training in areas related to agriculture and community
gardening. Certification can validate the skills acquired by
individuals and contribute to building a skilled workforce for
sustainable agriculture.
6.8.3 Assist in mobilizing resources to facilitate the training programs and
capacity-building initiatives. TESDA can leverage its network to
secure funding or donations that can benefit participants in the
agricultural projects.
6.8.4 Collaborate with other stakeholders to monitor the effectiveness of
training programs. Evaluate the impact of TESDA's interventions in
enhancing the skills and capacities of individuals engaged in
community gardening.
6.8.5 Actively participate in advocacy efforts to promote the significance
of technical education and skills development in the context of
sustainable agriculture and community development. Raise
awareness about the benefits of acquiring skills in these areas.
6.8.6 Mobilize the TESDA Farm Schools in Albay in mobilizing resources
to facilitate the training programs and capacity-building initiatives.

6.9 Department of Agriculture – Agricultural Training Institute Regional

6.9.1 Design and conduct specialized training programs for individuals
involved in community gardening and edible landscaping. This
includes providing hands-on training, workshops, and seminars on
sustainable agricultural practices, crop management, and landscaping
techniques.
6.9.2 Provide technical expertise and assistance to local government units,
barangays, and young farmers organizations involved in the project.
Provide guidance on best practices, crop selection, soil management,
and other technical aspects of community gardening.

6.9.3 Introduce and promote the adoption of modern agricultural


technologies and innovations relevant to community gardening. This
may include the use of precision farming techniques, sustainable
irrigation practices, and the application of agri-tech solutions.
6.9.4 Foster collaboration between DA-ATI RTC 5, local government
units, Albay Young Farmers Organizations, and other stakeholders.
Establish networks that enhance the sharing of knowledge and
resources for the benefit of community gardening initiatives.
6.9.5 Monitor the progress of community gardening projects in Region 5.
Evaluate the impact of training programs and technical assistance
provided by DA-ATI RTC 5 to ensure the effectiveness of
interventions.

6.9.6 Advocate for and promote sustainable agricultural practices within


community gardening projects. Emphasize the importance of organic
farming, integrated pest management, and eco-friendly approaches to
enhance environmental sustainability.

7.0 Monitoring
The format for the monitoring of the program will be as follows, whereas the
participating Barangay will:
7.1 Make use of the Official Facebook Pages of their SK Councils – if the Council
has no Facebook Page, the respective SK Council must create a Facebook
Page to comply with this provision.
7.2 Document all related activities related to the project. This includes videos and
photos in relation to the program.
7.3 Post the photos and/or videos on the Official Facebook Page of the SK
Council.
7.4 The posts must also be regularly shared in the Official Facebook Group
created by the organizers for easier monitoring and tracking.
7.5 The Facebook Link will be used in the submission of the Accomplishment
Report.
7.6 The program will adapt a paperless form of submitting Accomplishment
Report. The organizers will use Google Forms as the medium of monitoring
the whole program.

8.0 Grievances and Demerits


8.1 Failure to adhere to the guidelines cited shall be subject to an automatic
demerit of 3 points to the OVERALL SCORE.
8.2 Participating Barangays with complaints regarding the guidelines and scoring
may address the concern to the grievance committee of the Albay Young
Farmers Organizations Inc. through a complaint letter. The complaint will be
subject to the committee’s evaluation.

12.0 Special Category: Rice Category


The format for the Rice Category of the program will be as follows, whereas the
participating Barangay will:
7.1 This is for the Barangays who have available rice fields that can be used to plant
rice;
7.2 The SK Council will assist the rice farmer in the cultivation of the rice plants from
planting to harvesting;
7.3 The SK Council must engage the participants to planting, cultivating, monitoring
and harvesting.
7.3 The criteria for judging will be judged according to the percentage:

13.0 Creation of the Barangay-based Albay Young Farmers Organizations


The format for the monitoring of the program will be as follows, whereas the
participating Barangay will:
7.1 The SK Chairperson along with the SK Council shall finalize the list of
participants of the Edible Landscaping sa Albay Project Season 5.
7.2 The SK Chairperson along with the SK Council will convene all the participants
for the election/appointment of the Barangay-based Albay Young Farmers
Organization officers.
7.3 The SK Chairperson may be appointed as the Albay Young Farmers Organization
Barangay Chapter President or may choose to waive his/her right to be
elected/appointed. The remaining positions, namely Vice-President, Secretary,

Treasurer, Auditor, PIO, Business Manager(s) and Sergeant at Arms will be voted
upon by the participants of the Edible Landscaping sa Albay Project Season 5.
7.4 The elected/appointed officers will then gather to discuss the Constitution and
By-Laws set by the Albay Young Farmers Organizations Inc.
7.5 The Barangay-based Albay Young Farmers Organizations are required register
themselves with the National Youth Commission – YORP with the help of the
National Youth Commission and Albay Young Farmers Organizations Inc.
7.6 The Barangay-based Albay Young Farmers Organizations shall be an accredited
partner of the Albay Young Farmers Organizations Inc. and will be entitled to
various benefits offered by the organization.
