Purpose of monitoring and Evaluation:


is to ensure the effectiveness, impact project implemented by DRC and other Agency
in Development area.

Achievements of monitoring:
Visited 14 villages in Garadag district, which DRC activities

Introduction:
Baseline findings: programme

1. many animals and human being got water in the district,


though the it’s not good for human being consumption due
to health wise.
2. one villages got clean water for drinking after they got
communal push hand pumps, though they need more
awareness of water contaminations sources.
3. Production of farms was improved and increased at list
twice as it was before (though there are very few farms in
the district)
4. New farming techniques were introduced during the
training, though it is not enough
5. water pumps/well casing were maintained by the owners
6. Community effectiveness was increased due to land
cultivation/expansion of farms
7. public infrastructures increased in some villages (Schools,
market and community center)
8. Many children attended school due to availability of school
and family income increased mainly in Garadag
9. business premises increased (mainly Garadag)
10. Soil conservation was carried out in different sites
(pastureland)

Special Development
a. Water
During monitoring, the community was shown practically several development
initiatives being made that included as follows:
 Constructed 11private Barkats of which 3 of the was
rehabilitated.
 Communal well (both animal and human being) wa
constructed 4 and rehabilitated 2 well
 Communal well with hand pump is only one.

b. Farmers

People in this district are mainly nomads, their main income source is from animal
production so the agriculture practices are very few and new to the community, the
only functioning farms in the district so far are only five farms, and all got assistance
from DRC
 Farmers were practiced integrated pest management
techniques
 The safe use of anti-pest/ insects preliminary precautions.
 All farms got farm inputs (5 of them)

H/Sanitation
 Seven villages got Sanitation tool plus cover slaps.
 H/Sanitation training was received by 14 villages
 3 villages received digging tools (well and Barkats)
Environment
 Establishment of nasery trees
 Reserve encloser (only community mobilization
 Soil erosion conservation (3 villages pilot project) and
provision of digging tools.
Public School:
 Fadhigab Primary school compelted and fuctioning.
 Balanbaal primary school poorly maintan, but fuctioning

b. Revolving credit
 This project was new to the area and it was (pilot project),
the first phase was functioning and the money reached 48
members for 10 months

 Revolving funds training was given (each phase three days
in business management skills)
 For six villages received three days training in Agriculture
in each village
 Sanitation training was received by 8 villages

Constrains: in accordance with major constrains in each project interventions,


which were noticed during the monitoring and evaluation in CD area of Dacarbudhuq,
are mainly as follows.

effectively because communities are not well oriented.

Programme sustainability:
3. each project needs clear policy and produture when assessing/
surveying and selecting the target beneficiaries/location, so as to avoid
misleading of projects.
4. During the implementing of any project we should considered needs of
the community.
5. the community should propose their needs and they should aware
about it, how and what to solve any problems among themselves and
the project.
6. The CDs should have fully PRA training, in order them to assist the
community to verify their needs.
7. Each project implemented in the area the community should fully
aware
8. The CDs and project staffs should promote ownership awareness to
any implemented project to the community.
9. Transparency and collaboration of the project among the staffs and
also the community is the most important point.
10. It is very helpful for project sustainable to train District Authority as
how they develop and plan with community

General recommendation
 Community with assistance of CDs should propose their
needs rather then project offices.
 Sanitation awareness in the community should be promote
by giving more training, especially women and children.
 The CDs should have close collaboration with the villagers,
in order them to know the real needs in the community,
rather than project officer interact with them.
 It is important to build the capacity of CWD in terms of
addressing community needs and monitoring and evaluation
of the programme, this will help them to innovate and also
to develop a improve strategies /plan in the community.

Balanbaal is one of the village under the district Authority of Garadag area, it located 36KM
from North west fro the main town (Garadag). The majority living in and around the area are
mainly Nomads (livestock keepers) and very few are business dealers.
The project intervention in the area is to improve the community livelihood, by provided the
basic educational facilities for low-income and all families in the Village, to improve the
growing illiteracy in the village children, and also to promote sanitation awareness, to the
community and to provide clean water to the community (drinking water).
The Source incomes of the community are mainly, Animal production and very few depend
on small scale business mainly teashops. The community in balanbaal mainly met when there
is an issue to be discussed. And they have commercial link with Burao and Bosaso.

Meanwhile DRC Implemented/assisted different activities such as: last year was

1. CAP was renew two times with assistance of CDWs.


2. Distribution of Hygiene and sanitary hand tools for Garbage
collection (5 wheelbarrows with it supporting tools).
3. Provisions of $35 per family who have excavated the pit
latrines (10 families) who have completed the excavation of
pit latrines.
4. Construction of Two classrooms, store and office teachers
with school furniture.

Wishes and expectation of the community toward INGOs


Since the community of Balanbaal got some external assistance, and all activities done in the
area were benefitable and assisted many families, still the community are expecting all their
needs in the CAP to be fulfill by DRC.

Other findings
The school was constructed by DRC and it is not operating, the teachers and some community
told us that the school was close temporary for ten days due to drought in the area and out
break of measles, otherwise the community in the area pays the school fees and the total
students were 56 of which 28 were girls with 3 teachers and the school grade is 1to 2

The school construction was poorly made, and the community wasn’t maintain well, the
school was functioning for only four months and the top layer of the corridor was
destroyed/damage, and no one in the community have any plan for repairing.

The communal well is functioning well and the community got clean water though still there
is an out break of diseases especially measles and cough and diarhoeria due to poor sanitation.

Sanitation awareness is very weak, and it need to be improve by many topics and o be
continues.
Village weakness
Latrines were poorly made, and it’s very risk to be used.

Recommendation
 10 cover slaps for ten families
 Provision money (kick start for ten businesses in the village)
since the community is in very low level.
 More/continues trainings on Sanitation.

NB we are recommending unless the community make rehabilitation of school and


communal hand pump, DRC should stop any other plan intervention in the area

Other findings
 The sanitation material in Cel-cade, is not working due to
misunderstanding among the community.
 The community got water but not clean and safe due to unawareness of
water contamination, people bathing in the well while community use for
drinking.
 The community are not Organized while, many people were opposing
VOC.
 There is out break of many diseases such as diarhorei, measles, cough
and malaria
 Very few families are using latrines.

Sanitation awareness is very weak, and it need to be improve by giving many topics such
how can water become contaminated and how to prevents.
Village weakness

Recommendation
 Construction of communal well (push hand pump for human
consumptions
 10 cover slaps for ten families, and follow up the prevous cover
slaps the DRC previded

clean water.
The Source incomes of the community are mainly, Animal production and very few depend
on small scale business mainly teashops. The community in Dhomo mainly met when there is
an issue to be discussed. And they have commercial link with Burao and Bosaso.

used.

we are recommending two additional Barkats in Turka1 & 2,
while Faraguul and Sabawanaag two Barkats in each Village.

Location/Geography:
Garadag district is located southwest of El-afweyn. It borders Huddun district of sool
region in the East, Hagal district of sahil region in the West, El-afweyn district of
sanaag region in the North and Aynabo district of Sool region in the South. Fifteen
villages come under the jurisdiction of the district without dispute with neighbouring
districts inhabited predominantly by pastoral communities. The land is flat with some
chains of mountains intercepted by large plains. Trees and shrubs are scarce in the
area. There are also some valleys with permanent hard salty water unfit to human
health.

Livelihood bases:
1. Livestock:
Since Garadag district is a pastoral area, the livelihood of the people depends mainly
on livestock production and products. The pastorals mainly raise shoats (sheep/goats)
camel, and few cattle as well as some donkeys and few horses (used as pack animals).
There are some families who do not have own livestock but benefits from keeping for
others. Grazing flows with the rainfall pattern, discrete and sporadic in space and time
- characteristic of semiarid lands. During Jiilaal, shortage of forage, livestock are
driven to where forage is available, sometimes about 200 km far from areas of origin.
To stabilise their daily food consumption most of the pastorals regularly use to sell
about 3 shoats per month for 1.5 – 2 sacks of rice and sugar in major cities (Burao and
Bosaso). Herders also sell milk mainly in wet season to surrounding villages as
further family income (see table 1).

Sanitation awareness is very weak, and it need to be improve by giving many topics such
how can water become contaminated and how to prevents and also effect of the garbage in
water source.

Recommendation
Since the community in the area, use drinking water from Barkats, DRC should promote
H/Sanitation awareness by giving training and mobilization especially youth persons and
qoranic students
Water in the area is not enough we are recommending one Barkat for the (Xer) community
The community needs more latrine, though they have not yet completed the previous once
