INSTRUCTIONS FOR USE OF TOOL
The Participatory Needs Assessments (PNAs) are the basis for selecting the
communities DDG will work in during the coming project cycle.
Purpose The PNAs enable DDG to identify the communities with the most safety and
security needs.
This tool is created to summarize all the findings on the flipcharts.
Both the M&E team and CS teams should collect the PNAs. The M&E staff have

First we have divided the PNAs up into safety and security topics, i.e.:
1. ERW
2. SALW
3. Security Providers
4. Conflicts
5. Sexual and Gender Based Violence (SGBV)
6. Other

For each topic you need to ask the question below. All questions and answers
must be noted on flipcharts. Write the questions on flipcharts beforehand and let
the participant list their answers. If all people in a group are illiterate, you need to
write their answers down. Use one at least one flipchart page per topic.

1) Eg:What is the general situation regarding firearms in your community?

The objective of this question is in general to find out if the community have any
problems related to the topic? They could answer: Yes, we have a lot of problems
with firearms The firearm owners carry them around and leave them outside their
houses, which causes accidents and theft. The children do not know that they are
dangerous, which makes their families very scared

2) Please tell us about all incident related to X (i.e. ERW, SALW etc.) that
happened since the last Ramadan?
The objective here is to make people list all incidents that have happened since
last Ramadan.
Definitions:

1. ERW: ERW incidents are defined as: explosions with or without people injured

2. SALW: Firearm incidents defined as: accidental discharge with or without


injury, i.e. accidental discharge, children playing with firearms and people hit from
stray bullets falling from the air, ricocheting or similar
3. Security Providers: Incidents between police, military and community defined
as: threatened or actual aggression, be it physical or psychological.
4. Conflicts: Incidents of conflicts are defined as: threatened or actual
aggression, be it physical or psychological.

5. Sexual Gender Based Violence (SGBV): Incidents are defined as: threatened
or actual aggression, be it physical or psychological,where the gender
relationship between victim and perpetrator was significant i.e. Rape cases

6. Other: Any other safety and security incidents, they would like to mention

NB: With each incident the group list, It is important that each incident they list
have answered the questions:
1. Who was involved?
2. Where did the incident happen?
3. When did it happen?
4. What happened?

If these things are not answered the incident will not be counted, so it is very
important you observe that they answer these questions.

NB: Even though you ask the questions and need to facilitate the groups if they
are talking about non-security related incidents. You need to make the session
participatory, so let the groups talk among themselves as long as they are talking
about safety and security related issues.

When the group is finished with one topic they continue to the next. Before they
continue, ask if all participants in the group agree with the list of incidents or if
they can remember more?

When all the issues has been discussed, you collect the flipcharts and politely
end the session.
You collect all the flipcharts from the group for which you are responsible and
write it up into the relevant sheet in this tool.
