BARANGAY EXECUTIVE ORDER NO. 10

“REORGANIZATION OF THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN (BCPC)”

WHEREAS, Republic Act. No. 7160 (Special Protection of Children against Child Abuse,
Exploitation and Discrimination Act) provides for strong deterrence and protection against child
abuse, exploitation and discrimination and its corresponding penalties;

WHEREAS, further, Article 360 of the Civil Code of the Philippines provides that “the
government shall establish councils for the protection of children”;

WHEREAS, pursuant to the Department of the Interior and Local Government

Memorandum Circular No. 2002-121 that enjoins all Local Chief Executives to organize a local
council for the protection of children;

NOW THEREFOR, I, , Punong Barangay of Barangay ,

, , by virtue of the powers vested in me by law, do
hereby order the reorganization of the Barangay Development Council with the following
provisions:

Section 1. Composition. The Barangay Development Council shall be composed of the

Section 2. Powers and Functions. The Barangay Peace and Order Council shall:
Formulate plans, programs and policies for children that are gender-fair,
culturally relevant and responsive to the needs of diverse groups of children
below 18 years of age;
 Provide coordinate linkages with other agencies and institutions in planning,
monitoring and evaluation of plan for children;
Establish and maintain database of statistics and programs on children in this
barangay; and
Perform such other functions as may be required by law.

Section 3. Secretariat.

The chairman of the council shall designate the secretariat from any of the member
which shall provide administrative and technical support service to the council.

Section 4. Meeting.

The Barangay Council for the Protection of Children shall conduct quarterly meetings
and special meetings; the agenda of which shall include policies/ programs/ activities relative to
the promotion of the rights and welfare of the children. Minutes of the meetings shall be
prepared by the secretariat duly signed by the secretariat head and the attendees with the
corresponding attendance sheet attached to the minutes.

Section 5. Effectivity. This Executive Order shall take effect immediately upon its signing.
