1. Overall Scope of Work
Delivery of this contract is divided into 3 categories;
A. Provision of Virtual Training and Development Rate
B. Provision of Onsite Training and Development Rate
C. Provision of Overseas Training Rate

Deliveries of above trainings are meant for PetroChina’s local Iraqi employees.

Provider is required to provide training management, assessment, certification, training delivery,


materials development, TNA (training needs analysis) and consultancy services to PetroChina
during duration of the contract to ensure development targets are met.

Main program shall be competence based within areas of upstream and downstream of oil and
gas industry targeting a group of fresh graduates. The expected duration of the fresh graduate
development program is two years.

The second parallel project is to have on ongoing training needs analysis to upskill existing staff
project targeting existing local hire staff followed by development in areas of language, soft skills
and technical trainings to meet current and future requirement of existing local Iraqi staff
competencies. The expected duration of this project is 3 years.

2. Virtual Training Brief Scope

Provider is required to provide competent trainers to conduct minimum of below training


programs;
a) English Language Trainers coupled with a complete solution to up skill fresh graduate trainees
and existing staff via virtual training solutions
b) Soft skill Courses
c) Software Applications courses
d) Technical courses
e) Management courses

Provider is to submit a complete overall implementation strategy and demonstrate virtual


development capabilities in the technical proposal.

3. On-Site Training Brief Scope

Given the current COVID-19 situation, our current plan is to limit site based trainers for on job
training requirement only however the scope is flexible incase trainers other than OJT trainers are
required. If so, Provider is required to provide competent trainers to conduct minimum of below
training programs on-site at Halfaya Field;
a) Technical Trainings

Provider shall make necessary arrangement for trainer’s visa and logistics to site. Trainers PPE,
Computers, training materials, equipment as listed in the detailed scope are all the responsibility
of the provider.
PetroChina will provide charter flight from Basra or Baghdad airports to site, security,
accommodation and meals onsite.

Provider shall make arrangement to PetroChina local Iraqis for their out-of-country training upon
instruction from PetroChina. PetroChina shall determine course titles, venues and candidates for
this training.

5. Covid-19 Information and Obligation.

a) The program is scoped in this way to give flexibility in dealing with Covid-19 pandemic.
We are uncertain when the pandemic will end and when normal onsite training can go
back to normal.
b) Online and onsite trainings are tentative and not fixed and PetroChina may interchange
programs to suit the situation.
c) PetroChina is very strict in dealing with Covid-19. Close contact is prohibited and social
distancing is practiced companywide. Face mask is to be worn at all times.
d) All inbound personnel are required to have RT-PCR and IgM/IgM negative results prior to
mobilization to site.
e) All inbound personnel shall undergo 14 days mandatory quarantine.
f) The above are non-exhaustive as Covid-19 compliance requirement is changing all the
time. PetroChina will notify successful bidder on latest compliance requirement to Covid-
19.
g) Provider shall reimburse all mandatory PCR test cost conducted to out-of-country training
program participants. The cost to be included to the out-of-country training quotation.

6. New Intakes Program (PetroChina’s Batch 4 of fresh graduate trainees)

Suggested training programs for new batch of trainees are as per below;

a) English, MS applications, Emails and Communication Skills


b) Introduction to O&G and HSE
c) Discipline Specific Theoretical
d) Discipline Site Specific OJT

As of now, only OJT is expected to be done onsite and the rest preferably to be conducted
online.

a. Number of Trainees
New batch (4th batch) of fresh trainees will consist of projected 146 trainees (See Appendix
1).
Existing target local employees are approximately 650 persons. These numbers may change
depending on current and future PetroChina needs.

b. Areas of Training.
The areas of trainings are to be determined depending on trainee/program requirement. As
a minimum, the following areas of specialization are required.

a) English and Soft skills


b) O&G HSE
c) Production Operations
d) Mechanical Maintenance
e) Electrical Maintenance
f) Instrumentation and Control

The followings specializations may be added during the duration of the contract if the need
arises.
a) Laboratory
b) Production Engineering.
c) Drilling Fluid.
d) Geologist
e) Geophysics
Other areas of specialization may be included at a later time subject to the needs of
PetroChina. Provider may source trainers internally or outsource to suit these needs.

c. Trainers/Assessors Qualification
All trainers and assessors should be qualified in their area of specialization with minimum of
bachelor’s degree and experience in training and assessments. Assessors should also hold
assessor qualifications. Provider must provide CV’s of all trainers dedicated for the project.
All trainers and assessors must be approved by PetroChina prior to mobilization.

Trainer minimum requirements are as below;

 English Language Trainers


a) Honours degree from a recognized university
b) Recognized qualification in teaching English to adults (Cambridge CELTA or
DELTA, Trinity Certificate or Diploma in TESOL, MA in TEFL or TESOL etc.)
c) Minimum 3 years’ English teaching experience after qualifying
d) Minimum of 2 years’ experience teaching ESP (English for Specific Purposes)
e) Native Speaker English Trainer is recommended.

 Specialized Technical Discipline Trainer/Assessor


a) Appropriate degree from a recognized university
b) Minimum 5 years discipline specific practical experience and;
c) At least 5 years of discipline specific teaching experience
d) Assessor must be familiar with assessment method of either City & Guilds, BTEC,
Opito, Edexel, SQA or SVQ and should hold an assessor qualification.
e) Bilingual Trainer Preferred.

PetroChina will determine the correct trainer/trainees ratio. The rule is try to maintain 1:10
ratio and may decide otherwise based on condition at the time.

d. Materials For Training Delivery


Provider is required to prepare and make the materials ready prior to delivery. Softcopy of
materials to be delivered to PetroChina for review and approval.
Provider must provide details of material development quality assurance cycle as part of the
technical proposal and provide sample materials for all required disciplines for Item 6.b)
(Areas of Training).

Printing of training materials are the responsibility of provider. Training materials to be
printed offsite and brought in for distribution to trainees. For daily onsite printing
requirement, provider is required to allocate one heavy-duty printer to be located at Halfaya
Training Center and managed by provider administrator. Printer maintenance and
consumables including paper supply are under Provider responsibility.

e. Mobilization to Site

Flight tickets and visa arrangement for all Provider personnel are to be managed by Provider
and not reimbursable. Provider is required to ensure short comfortable flights and transit
hours for trainers being mobilized. Visa applications to be done (3) months in advance prior
to mobilization.

7. Existing Employees Trainings

Existing employees training is subject to requirement by department and training needs analysis
exercise.

PCH may instruct Provider to conduct TNA to determine the gap and conduct training to close out
this gap. Trainings for this group can be either online, onsite or overseas which PCH will decide.

8. Program Scheduling

Upon notice from PetroChina for start of any Program, training schedule is to be prepared and
approved by PetroChina. PetroChina will advise on appropriate manpower and duration for each
course.

9. Project Management

Provider is required to have a management plan for submission to PetroChina. Among the things
required for submission are;

a) Project Organization Chart.


b) Overall implementation strategy
c) Focal Point for Communication with PetroChina.
d) Required trainers/assessors
e) New Intakes tentative schedule deducing from the information obtained from this ITB
document.

10. Training Needs Analysis


Assessments will be an integral part for the 4th batch of trainees.
Assessment and training needs analysis will also be required for existing staff prior to their
promotions to the next level.
Provider is required to submit their TNA methodology in the technical submittal.

11. Reporting Requirement from Provider

Provider is required to produce the following for new intakes training;

a) Attendance Records
b) Assessment Results
c) Logbook / Portfolio of Evidence
d) Competency tasklist tracking sheets
e) Individual evaluation report with ranking
f) Behavioural Reports
g) Recommendation for future development
h) Certificates and transcripts of the programs.

12. PetroChina Assistance


In order to assist Provider in carrying out their contract at site, PetroChina will be responsible for;
a) Provide single point of contact for the project.
b) Provide training rooms and admin support where required.
c) Provide access to Process and Field Service Facilities where necessary.
d) Provide access to Production Workshops and Laboratories
e) Provide access to CPFs and other Field Surface Facilities
f) Provide accommodation, meals and internet for trainers/assessors
g) Provide onsite transportation and logistics support
h) Charter flight from/to BSR-HFY-BSR or BGW-HFY-BGW for Provider personnel, if available.
Exception: All provider Iraqi personnel who stay in Baghdad and southwards shall come to
Halfaya site by land transport.
i) Provide onsite security at all times, however this shall subject to the indemnities under this
Agreement.

13. Provider Responsibility at Site.


Listed below are non-exhaustive list of Provider responsibility at Site:
a) Provide required PPEs to trainers including raincoats during rainy season.
b) Provide insurance coverage as per PCH terms and conditions.
c) Provide laptop and laser pointers to trainers where required.
d) Provide printer/copier as explained in Item 6.d above.
e) Provide consumables to trainers and trainees such as papers, notebooks, pens, pencils,
whiteboard markers, file folders etc.
f) Provide safety consumables to trainees and trainers such as gloves, masks, safety glasses etc.

g) Provide WiFi Router to trainers for wireless communication in accommodation. Provide Iraq
SIM cards for general communication.
h) Recording of class activities videos from beginning of program until the end in HD quality
(minimum). This recording will be compiled and edited for documentary at end of program
graduation.
i) Provide Competence and L&D management system to manage this project and handover to
PCH upon completion of the project.

All the above cost to be spread and included as trainer’s unit rate.

14. Submittal – Proof of L&D Experience

Provider is required to submit samples of their proof of Learning & Development experience
documentations listed below;

a) Job Descriptions for disciplines in Item 6.b above.


b) Competency Matrix with Profiles for Core, HSE and General Competencies with competency
Level of Awareness, Knowledge, Skill and Mastery. This should include all upstream and
downstream required disciplines as explained in Section 6.b above.
c) Training Plan
d) Course Content
e) Test Paper
f) On the Job Tasks and Tracking Sheet.
g) Trainee Evidence Portfolio.

Other required documents for submittal are;

a) Minimum of 2 CV’s for each area of training per Item 6.b above.
b) List of previous training experiences and references.

15. Out-of-Country Training Detailed Scope

Provider is required to manage out-of-country training for selected individuals as determined by


PetroChina. Provider is to manage all necessary arrangement prior to departure and safe return,
regional airlines round trip economy tickets, 4 star hotel booking, training delivery and/or
management taking into consideration Covid-19 safety measures. All cost related to Covid-19
prior to departure and safe return to be included in the cost out-of-country training.

a. Determination of Candidates
PetroChina shall inform Provider of potential candidates that have been nominated for out-of-
country training. These candidates may come from respective department requirement or from
training need analysis conducted.
b. Country of Training
PetroChina will determine suitable country for training depending on availability of required

training, ease of visa arrangement and cost. MENA area is always preferred.
c. Third Party Provider
PetroChina may instruct Provider to engage third party training provider in conducting out-of-
country training as proposed by respective department.
d. Logistics Arrangement
Provider has to make necessary arrangement in providing safe departure and return of nominated
candidates. Among the arrangement are;
a) Visa arrangement to the country of training.
b) Return flight ticket economy class. For transit of more than 8-hours, airport accommodation
to be provided.
c) Hotel/Accommodation arrangement.
d) Transportation from airport to hotel. Transportation from Hotel to training venue.
e) Course joining instructions
f) Reimburse all Covid-19 related cost to participants if it is mandatory by airlines and training
country.
g) Any other necessary arrangement related to successful implementation of the training.

e. Expected Deliverables
Among expected deliverables from out-of-country trainings are;
a) Daily attendance sheet (signed by participants)
b) Attendance certificate
c) Awarding body certification (if required)
d) Training materials
e) Feedback forms
f) Assessment reports
g) Post training report and recommendations
h) Photos
