CARE AND PROTECTION
1 GENERAL
1.1 Intent
This Care and Protection Procedure (hereinafter referred to as “PROCEDURE”)
is intended to define the Care and Protection of purchased materials and
equipment, from the time of arrival at the site, through startup.
In this PROCEDURE, it is assumed that the materials and equipment are
adequately protected for shipment and storage by the VENDOR, in accordance
with the purchase specification or the VENDOR standard practice.
This PROCEDURE specifies the common requirements for the Care and
Protection of various types of materials and equipment.
Special Care and Protection of any specific materials or equipment shall be in
accordance with the VENDOR instruction.
1.2 Responsibilities
(1) Care and protection before Issue to SITE
The responsibility for the Care and Protection for all material and equipment
stored in Contractor’s warehouse and open storage area (s) lies with the
Construction Manager until issued to the SITE. Project Engineer shall carry
out the periodical Care and Protection with the assistance from Material
Controller and Chief of Quality Control.
(2) Care and Protection after Issue to SITE
The responsibility for the Care and Protection for all materials and
equipment issued to the SITE lies with the respective Construction
Contractor, under the control of Project Engineer until Mechanical
Completion of the Plant.
The Project Engineer is responsible for establishing the manpower
requirements, the Care and protection Schedule, and to ensure that the
Care and Protection Schedule, and to ensure that they are maintained
correctly, after issue to the SITE.

1.3 Related procedures

This PROCEDURE shall be read in conjunction with the following procedure:
LL1-2C92-0060-G000: MATERIAL HANDLING AND STORAGE PROCEDURE.
2 GENERAL REQUIREMENTS
2.1 Vendor Recommendations
The VENDOR recommendations for the Care and Protection of materials and
equipment shall be reviewed and followed. This PROCEDURE shall be utilized
as a supplement to the VENDOR recommendations. If a Vendor has special
preservation requirements exceeding this standard. VENDOR shall be included
in the shipping instructions and installation, operating and maintenance
instruction manuals.
2.2 Storage
(1) The maximum use of indoor storage shall be made at all times.
(2) Maximum efforts shall be used to maintain the VENDOR packaging in
original unopened state, and stored under cover, until issue.
(3) All materials and equipment shall be stored free from ground contact.
(4) Palletized materials or skid modules which are to be stored outside during
times of inclement or adverse weather conditions shall be placed on
additional dunnage, and where required temporary protective covers shall
be erected.
(5) Temporary protective covers shall be designed to allow free air circulation.
This can be achieved by erecting a framework over the materials or
equipment, in order to support tarpaulins, Tarpaulins shall not be in contact
with the ground.

2.3 Corrosion Preventatives

(1) The term “desiccant” means silica gel or any other approved moisture
absorbing material.
(2) The following general applications for equipment protection shall be
followed, except where modified by specific applications. :
a. All carbon and low alloy steels shall be protected from moisture
ingress, in order to prevent corrosion.
b. Painted surfaces should not need any additional protection, but shall
be examined periodically for signs or corrosion. If any damage of
painted surfaces is found, a touch-up or re-painting shall be made in
accordance with the applicable painting procedure.
c. All internal surface will examined for moisture ingress. If any ingress
is discovered, it shall be thoroughly dried out and isolated from the
environment.
d. Unpainted surfaces, which cannot be isolated from the environment
shall be monitored periodically. When signs of excessive corrosion are
found, required actions shall be advised by Quality Control
Department.
e. Machined surfaces shall be coated with a suitable corrosion
preventative, regardless of the method of storage. All items with
machined surfaces shall be stored in such a manner as to enable easy
access for periodic examinations (minimum monthly), for any signs of
corrosion.
f. If any special measures for storage have been made by the VENDOR
prior to shipping, such items shall be clearly labeled. During storage,
the condition shall be checked periodically.
g. A corrosion preventative shall be applied to the threaded portions of
anchor bolts and nuts and to the contact surfaces of sliding steel
plates, upon receipt at the SITE.

(3) Preservatives shall protect parts of machinery and other items from
corrosion by weather, perspiration and/or atmospheric vapors.
a. Before application, check and consider the particular environmental
conditions prevailing during transport and at the place of installation.
b. Types of preservatives are described and examples of products given
list in Table 1 and their applications are examples. This shall not
relieve VENDOR from any responsibility for proper preservation for the
contractually agreed period
(4) Cleaning
a. Cleaning shall be made to remove visible corrosion, dust, grease,
other residue of foreign materials, fingerprints, sweat, acid, alkali and
others which remain on the metallic products and caused corrosion
during transportation or storage.
b. If it is impracticable to make cleaning after assembling, parts of
machines shall be cleaned sufficiently and coated with rust
preventives as intermediate rust prevention prior to assembling and
after assembling, exposed parts shall be cleaned to remove
intermediated rust preventives and subject to final rust preventive
treatment.
(5) Drying
a. Metallic products shall be dried immediately after cleaning to remove
the solvent or attached moisture.
b. VENDOR shall adopt the most suitable drying method as it depends
on cleaning method adopted.
c. If the metallic products are washed with water, it requires drying
immediately. However, if it is impracticable to do immediate drying,
rust prevention shall be made by using water-soluble inhibitor or water
replacing rust preventive.

(6) Nitrogen sealing

All exchangers, vessels and towers shall be shipped under inert gas
pressure. Stainless steel shall be protected to prevent chloride attack
during shipping by sea. Pressure gauge shall be installed in order to
confirm the internal pressure.
2.4 Pressurized Inert Gas Inhibitors
(1) All items pressurized with an inert gas inhibitor, by the VENDOR prior to
shipping, shall be clearly labeled.
(2) Where a pressurized inert gas is used as an inhibitor, the seals and the
pressure gauge (s) shall be checked upon receipt at the SITE. Any
damaged seals shall be replaced. At any loss of pressure, the item shall be
depressurized with the same inert gas, in accordance with the VENDOR
recommendations.
(3) The Inert gas pressure shall be checked periodically, and, as required, shall
be depressurized with the same inert gas, in accordance with the VENDOR
recommendations.
(4) Because the item is pressurized, a safe storage area is required. It shall
have restricted access to all SITE personnel, except for those involved in
the Care and Protection of the item.
(5) Temporary cover shall be provided, as required, in accordance with the
VENDOR recommendations.
2.5 Austenitic Stainless Steels
During storage and after issued to the SITE, all austenitic stainless steel
components, equipment and materials shall be protected as follows:
(1) Exposure to salt water or spray shall not be permitted.
(2) Contact with the ground shall not be permitted.
(3) Contact with galvanized materials, zinc-rich compounds or paints shall not
be permitted.
(4) Contact with carbon steel materials shall not be permitted.

(5) All opening shall be blanked off.

3 CARE AND PROTECTION OF INDIVIDUAL ITEMS
3.1 Care and Protection before Issue to Site
3.1.1 Vessels and Exchangers
(1) On arrival at the SITE, all vessels and exchangers shall be examined
visually. When there is any possible sign of moisture ingress, the
vessel or exchanger shall be examined internally. If moisture ingress
is found, moisture shall be removed by purging, use of heaters,
manually or any combination.
(2) If disturbed or any relative damage to the protective packaging, it
shall be repaired.
(3) After drying out the vessel or exchanger, all openings shall be sealed
as follows, in order to prevent moisture ingress:
a. Nozzles shall be completely sealed by means of a waterproof
plastic sheet and tape. Before sealing, the following treatment
shall be made:
- Flanged openings shall be protected by a full-face plywood
cover held in position by a minimum of four (4) bolts. All
flange faces shall be treated with a corrosion inhibitor prior
to installing the plywood cover.
- Butt weld prepared nozzles shall be protected and sealed by
a suitable tight fitting plastic cap, or the weld preparation
shall be protected by a plywood cover.
- Socket weld nozzles shall be protected and sealed by a
suitable tight fitting plastic cap or plug, or shall be protected
by a plywood cover.
b. Machined faces of man ways and handholds shall be coated
with the appropriate gasket paste; the threaded portion of the
bolts or studs shall be coated with the specified corrosion
preventative compound

c. Threaded bolt holes, including the weep holes in rein-forcing
pads, shall be plugged by VENDOR before shipping. If any
missing is found, these shall be plugged with the specified
corrosion preventative compound.
(4) All machined surfaces shall be coated with a suitable corrosion
preventative compound.
3.1.2 Machinery
(1) All units shall be examined upon delivery to the SITE, for compliance
with the shipping preparation requirements.
(2) Long term storage procedures for compressor, drive and lube oil
system shall be as outlined by each VENDOR,
(3) For diesel engines, the following check and treatment shall be
made :
a) Cover all inlets and outlets to prevent ingress of moisture or
foreign materials.
b) Disconnect the battery and follow the VENDOR recommended
storage procedure.
c) Provide adequate cover for units stored outside.
3.1.3 Pumps
(1) Pumps will be supplied with a coating of the specified corrosion
inhibitor applied to all machined surfaces. The coating shall be
checked periodically, and reapplied where required.
(2) All bare metal shafts, couplings, machined parts, etc. shall be
applied with a corrosion inhibitor.
3.1.4 Package Equipment
(1) Package equipment shall be stored in the original unopened
condition, as far as possible.

(2) If any package equipment is pressurized with inert gas inhibitor,

protection measures shall be made in accordance with Clause 2.4 of
this PROCEDURE.
3.1.5 Electrical Equipment and Materials
(1) Motor and Generators
a) All bare metal shafts, couplings, machined parts, etc. shall be
applied with a corrosion inhibitor, and it shall be periodically
inspected.
(2) Transformer
a) On arrival at the SITE, transformer units shall be inspected for
dents, oil leaks, protective covers, etc. and if any damage is
found, repair as required.
b) If a transformer is shipped with its main tank filled with
insulation liquid, the level of the liquid and the ambient
temperature shall be measured and recorded, at the arrival to
the SITE and monthly thereafter. If the level becomes lower,
check for leaks and replenish to the specified level.
c) If a transformer is shipped with its main tank pressurized with
gas, the gas pressure and the ambient temperature shall be
measured and recorded, at the arrival to the SITE and monthly
thereafter. If the pressure becomes lower, check for leaks and
re-pressurized with the specified gas in accordance with the
VENDOR recommendation.
(3) Switchgear, Starter and Control Equipment
a) Insulation resistance values of such parts as operation coils
shall be measured, on spot check, every two (2) month. If the
value becomes low, the parts shall be dried out.

3.2 Care and protection after Issue to Site.

3.2.1 Vessels and Exchangers.
All exchangers, vessels and towers shall be shipped under inert gas
pressure with pressure gauge, block valve and pressurized port and
desiccant. Stainless steel shall be protected to prevent chloride attack
during shipping by sea.
(1) Examinations shall be carried out in order to ascertain that all
protective measures are intact.
(2) Open-type vessels and exchangers shall be visually examined
monthly.
(3) Closed-type vessels and exchangers shall be visually examined after
erection, except items pressurized with and inert gas inhibitor.
(4) During installation, all efforts shall be made to minimize the
circulation of outside air within the vessel or exchanger, keeping all
openings closed as much as possible.
3.2.2 Machinery
(1) For diesel engines, the following check and treatment shall be made:
a) Check the oil levels, and replenish as required.
b) Check the coolant on liquid cooled units, and replenish as
required.
c) Manually crank the engine every two (2) weeks, to ensure
freedom of movement, or in accordance with the VENDOR
recommendations.
d) Cover all inlets and outlets to prevent ingress of moisture or
foreign materials.
e) Disconnect the battery and follow the VENDOR recommended
storage procedure.

3.2.3 Pumps
(1) All bearing housing reservoirs and oil pumps shall be filled with the
applicable lubrication oil.
(2) The pump nozzle flange covers shall be removed and the corrosion
inhibitor checked. The flanges shall be resealed, using temporary
gaskets or new gaskets if required, in lieu of this, Sub-clause (4)
below may be applied where practical.
(3) All turbines and engine driver units shall be completely enclosed and
sealed in a waterproof envelope, with desiccant inside. All
envelopes must be checked for rips and effective sealing, every
three (3) weeks.
(4) All pumps and driver shafts shall be hand rotated two (2) complete
turns, and then a further thirty-degree (30°) turn. This shall be
carried out every two (2) weeks using the correct tool, such as a
strap wrench, for this purpose, sealed openings shall be inspected at
the time of hand rotating, to ascertain tightness.
(5) All bare metal shafts, couplings, machined parts, etc. shall be
applied with a corrosion inhibitor.
(6) All bearing wells shall be applied with a corrosion inhibitor. For the
it’s fitter with bearing oil reservoirs, the specified oil shall be
replenished, as required.
(7) During installation, all efforts shall be made to minimize the
circulation of outside air within the unit, keeping all openings closed
as much as possible.
3.2.4 Package Equipment
(1) If any package equipment is pressurized with inert gas inhibitor,
protection.
(2) Measure shall be made in accordance with Clause 2.4 of this
PROCEDURE.

3.2.5 Electrical Equipment and Materials

(1) Motor and Generators.
a. If space heaters are equipped within the units, they shall be
connected to a continuous power supply of the proper rating.
b. All bare metal shafts, couplings, machined parts, etc. shall be
applied with a corrosion inhibitor, and it shall be periodically
inspected.
c. For oil lubricated motors, the bearings shall be filled with the
applicable lubricating oil up to the bottom of the shaft. Greased
bearings may be left as it is.
d. Shafts of all motors bigger than 50 Hp shall be hand rotated.
This shall be carried out every month, using the correct tool,
such as a strap wrench, for this purpose.
e. Six (6) weeks prior to start-up, insulation resistance values of
each winding of all units shall be measured and recorded. If the
resistance value is lower than the specified value, leads in the
terminal box shall be dried out until acceptable values are
obtained.
f. If grease lubricated units are on the SITE without operation
more than one (1) year from the delivery from the
manufacturer’s shop, the bearing grease shall be checked and
refilled in accordance with the Vendor’s recommendation.
(2) Transformer
a. The level of insulation liquid in main tank and the ambient
temperature shall be measured and recorded monthly. If the
level becomes lower, check for leaks and replenish to the
specified level.

b. The gas pressure in main tank and the ambient temperature

shall be measured and recorded monthly. If the pressure
becomes lower, check for leaks and re-pressurized with the
specified gas in accordance with the VENDOR
recommendation.
(3) Switchgear, Starter and Control Equipment
a. If space heaters are equipped with the equipment, they shall be
connected to a continuous power supply of the proper rating.
b. Insulation resistance values of such parts as operating coils
shall be measured, on spot check, every two (2) month. If the
value becomes low, the parts shall be dried out.
3.2.6 Instrumentation Equipment
(1) When instruments are installed at outdoor locations, they shall be
protected from weather damage covering with waterproof plastic
sheets, and from mechanical damage covering with wooden plate for
glasses.
(2) During painting, the following parts of instruments shall be protected
from paint:
a. Vents breathers and drain.
b. Nameplates and glasses.
c. Moving parts, such as value stems and shafts.
(3) Control panels and DCS shall be stored on timbers or pallets without
unpacking in a well-ventilated or air-conditioned area in accordance
with the VENDOR’s instruction.
(4) Transmitter, Meters, switches, and relays shall be stored on shelves
in a dry, well-ventilated area to avoid damage by heat or humidity,
and must be handled carefully to avoid damage.

(5) Analyzers shall be stored on pallets in a well-ventilated area. If

special conditions of storage are required, the Vendor’s instructions
shall be followed.
(6) Safety Valve shall be keep in a dry environment and protect them
from the weather. Do not remove the valve from the skids or crates
until immediately before installation. Do not remove flange protectors
and seating plugs until the valve is ready to be bolted into place
during the installation.
