1. GENERAL
1.1 Summary
A. Scope of Specification
This specification prescribes the minimum requirements for the labour, material, equipment and
services for the design, the manufacture, testing, supply and assistance for field installation and
commissioning of Cooling Towers and associated equipment.

20. As part of the final design, Zincobre shall re-issue drawings related to the support design
of the slurry and solution cooling towers.
21. Foundation load drawings will not be updated.
22. The final design shall be submitted within four (4) weeks after receipt the change order
duly signed and stamped.
C. Related Specifications
A. Referenced publications within this specification shall be the latest revision, unless otherwise
specified; and applicable parts of the referenced publications shall become a part of this
specification as if fully included.
Design, manufacture and testing shall conform to requirements stated in this Specification and
under item 1.1.C Related Specifications, as applicable. Equivalent codes and standards will be
considered upon agree with the buyer.
The design, material supply, fabrication, quality and inspection shall be in compliance with the
latest editions of following codes, when apply:

Ducts and Hoods
A. The Cooling Towers shall be complete operable equipment and shall meet the duty
requirements shown on the Technical Data Sheets.

7. The effective removal of base metals, insoluble salts is achieved by co-precipitation with
iron on the surfaces of the sludge particles being added to the solution cooling tower feed
stock. This neutralized solution contains saturated volumes of calcium sulphate
(gypsum) which would nucleate and grow of the inner surfaces of the Solution Cooling
Towers (SCT) units. By introducing an 'active growth site' by way of the HDS sludge the
gypsum is being given a preferential site for precipitation.
1.4 Submittals
A. All documentation submitted by Supplier shall be in accordance with the attached Supplier
Drawing and Data Commitment form.
B. Supplier shall include an outline of experience on similar cooling towers applications with the
bid submittal.
A. General
1. Refer to Section 1.1.C Related Specifications and Section 2.3 Inspection and Testing.
2. Supplier shall not substitute or change components or component sub-suppliers after
award of a Purchase Order without Buyer approval.
3. Buyer reserves the right to witness any tests or inspections which he considers
necessary to ensure that components conform to Quality Assurance requirements.
Supplier shall notify Buyer in advance of all tests and grant free access to manufacturing
facilities, including those of his sub-suppliers, for such inspections.
4. Supplier shall supply Buyer with the complete list of documentation that Supplier intends
to produce for review. Such documents shall cover manufacturing, quality control,
inspection procedures, deficiency evaluation and correction.
5. Inspection reports shall be made available for inspection by the Buyer.
6. All defects in excess of agreed acceptance criteria shall be reported immediately to the
Buyer by Supplier and evaluated by Supplier’s engineering department for possible
corrective action. All corrections proposed shall be subject to Buyer’s approval.
B. Qualifications
1. Supplier shall provide an experienced project team of competent personnel who are
working under direct supervision of a full time project manager, supported by a full time
engineering manager, who carries total responsibility for all aspects of the work. All key
people shall be subject to approval of the Buyer.
2. Supplier shall supply, on request, the current qualifications and experience of the
following personnel on staff or with sub-suppliers; project manager, design engineers,
stress analysts, quality control engineers, NDE technologists, welders, and field erection
representatives.
3. The performing and reporting of all non-destructive testing shall be carried out by
personnel holding current qualifications to The American Society for Non-destructive
Testing (ASNT-TC-1A level 2 minimum).

2. PRODUCTS
2.1 General
A. Components and equipment shall be designed, manufactured and tested in accordance with
this Specification, Section 1.1.C Related Specifications, and attachments.
B. The equipment shall be new and shall be Supplier’s standard heavy-duty design.
C. Fabrications shall be shop welded and field bolted as required for assembly and erection.
Items shall be shop fabricated as much as possible to minimize site installation costs, while
considering shipping restrictions. Supplier shall describe in bid all field fabrication and welding
work for review. Exceptions shall be clearly identified.
B. Materials
1. Wetted surfaces shall have adequate corrosion resistance and allowance to suit slurry
feed characteristics as specified in the Technical Datasheets.
2. Un-wetted steel components that are difficult or impractical to paint (using specified paint
material) and are installed in the cooling tower service that is corrosive shall be stainless
steel or alternative corrosion resistant material.
3. Platform grating for the cooling tower service that is corrosive shall be fibreglass that is
suitable for the design temperature.

2. The mist eliminators shall be constructed of a material, resistant to rot, decay, and
biological attack, with a maximum flame-spread rating of 5 per ASTM E 84. Maximum
drift rate shall be less than 0.005% of the circulating fluid rate.
D. Conical Bottoms
The conical bottoms shall be constructed for 26 year mine life. The conical bottom shall include
all components from the base of the unit to the top. Standard basin accessories shall include:
1. Overflow connection.
2. Use oversized drain connection or/and side drain connection or bottom drain connection.
3. Conical basin design shall need to be agreed with Buyer before manufacturing.
4. Conical bottom for slurry cooling towers shall be designed for bottom discharge using
centrifugal pump. Design shall be for carbon steel rubber lined material.
5. Conical bottom for solution cooling towers shall be designed for over flow gravitational
discharge. Design shall be for FRP material.
E. Casing
The casing shall be constructed for long life and durability. The casing panels shall totally
encase the sides of the fill section to protect the surface from direct atmospheric contact. The
tower shall be capable of withstanding fluid having a pH and temperature as indicated in the
Datasheet. FRP panel materials shall include a fire retardation layer. To achieve a Class 1
flame spread rating, fire retardant shall be added up to a maximum of 5% wt to all resin in the
structural layer to improve fire resistance and reduce the flame spread rating to a maximum of
15 when tested in accordance with ASTM E-84 "Standard Method of Test for Surface Burning
Characteristics of Building Materials". A Modified Acrylic Resin (MODAR) alternative, that
meets ASTM E-84, can be used to improve the flame retardancy.
UV inhibitors shall be added to the exterior surface coat to prevent damage to the resin by UV
light.
The spray header and branches shall be constructed with pipe material suitable for the working
temperature and corrosion resistance. The connection to attach the external piping shall be
corrosion resistant. The spray header and branches shall be removable for cleaning purposes.
G. Mechanical Equipment
1. Fan Motor
a. Motor(s) shall be Totally Enclosed, with 1.15 service factor. Motor(s) shall be
accessible from the outside of the unit for service. Horsepower shall not exceed
design HP per cell as indicated on the equipment schedule or data sheets.
b. Where applicable, two-speed motors and controls should be installed on cooling
tower fans to stage the motors in response to the required cooling load.
2. Axial Propeller Fans
The fan and fan drive assembly for each cooling tower shall be supported by a rigid,
welded, steel with coating structural support that resists misalignment. Fans shall be

heavy duty axial propeller type, and statically balanced. Blades shall be attached to hubs
with stainless steel hardware, and shall be individually adjustable. Fan cowl shall be
covered with a suitable corrosion resistant fan guard.
3. Low Sound Fan
Units shall be provided with Low Sound Fan in order to assure a maximum sound
pressure level of 80 dBA measured at 1.5 m above the fan discharge cylinder during full
speed operation.
4. Fan Shaft Bearings
Fan shaft bearings shall be heavy duty self-aligning ball type with grease fittings.
Bearings shall be designed for a minimum L-10 life of 60,000 hours.
5. Drive
The fan drive shall be speed reducer driven. The fans and fan sheaves shall be mounted
on the shaft with a specially plated bushing to provide maximum corrosion protection.
Speed reducer maintenance shall be accomplished from the exterior of the unit. Bearing
lube lines shall be extended to the exterior of the unit for easy maintenance. Provide an
internal working platform and ladder to access the drive system if necessary.
H. Piping
I. Structural
1. Refer to Section 1.1.C Related Specifications.
2. Structures shall be designed for all load conditions expected during shipment, erection
and operation.
3. Seismic and wind loads must be in accordance with the codes as specified in DC-0000-
13-0001 General Site Conditions, under all conditions.
4. Structural member connections shall be designed to withstand, within allowable stresses
and deflections, all loads imposed on them.
5. The structure shall be capable of supporting auxiliary equipment, piping and platforms.
6. The maximum design material temperature of structures shall be the calculated
temperature based on the maximum ambient and fluid temperatures.
7. Equipment, piping and other components requiring access for operation and
maintenance shall be located in the most convenient manner and in consideration of the
surrounding steelwork.
8. Provision for escape of personnel shall be provided in the event of malfunction,
maloperation, accidents and process plant failure.
9. Supplier shall provide a conceptual design of the structural frame support of the full
system for each set of cooling tower, i.e. solution and slurry cooling towers.
J. Electrical

K. Instrumentation
1. Refer to Section 1.1.C Related Specifications.
2. Each fan motor shall be wired through an emergency stop push-pull switch and a jog
push bottom switch.
3. Each fan shall be wired to automatically shut down when the vibration limit switch senses
excessive fan vibration levels.
4. Fan speeds and on – off operation shall be controlled by means of an electronic
temperature control system set to maintain tower discharge fluid temperature at a
specified set-point. Fan control system shall automatically stage fans to equalize run
time and to minimize total fan energy consumption.
5. Tower cooling will be normally operated from a remote control room location. Fan control
system shall be controlled through Buyer’s distributed control system for monitoring
temperature, fan speeds and fault alarms.
6. Supplier shall list instrumentation equipment included in their scope of supply and those
to be supplied by Buyer.
7. Supplier shall supply detailed instrument specification, control philosophy, process and
instrument diagrams, and instrument loop diagrams.
8. Vendor shall provide surge protection devices pre-installed in each sensor, as specified
in ES-0000-70-0003 Electrical Surge Protection Equipment Requirements.
B. All pressure parts including on-skid piping shall be hydrostatically tested. The test fluid shall be
removed upon completion of hydrostatic testing. The components shall be dried with
compressed ambient air.
C. Performance guarantee shall be verified via a field acceptance test as soon as practical after
the initial start-up.

B. Paint for high temperature surfaces and submerged components shall be per Supplier’s
standard. Supplier shall submit paint procedures for review and approval.

1. For instructions on using this form see specification No. ES-0000-16-0002 “Instructions for Use: Supplier Drawing and Data Commitment Form”.
2. Applicable only to specific replacement components such as mill liners.
3. Schedule to include engineering, procurement, manufacture, inspection and testing, painting, preparation for shipment and transportation.
4. Certificates and inspection reports to be issued five days from completion of testing.
5. Manuals shall include complete parts lists, lubrication schedules and special tool requirements. See “Instructions for Use: Supplier Drawing and Data Commitment Form” for manual approval
process. Manuals must also be sent electronically to Fluor PDDM as one pdf file, for review and approval. Once approved, supplier will send one final English paper copy manual to Fluor
Vancouver and ship 3 English and 5 Spanish paper copies directly to site. Electronic PDF copies of final English and Spanish manuals shall also be submitted to Fluor PDDM. No Spanish paper
copies are required at Fluor Vancouver.
6. To be issued at time of shipment. Hazardous materials which may be included as part of the shipment are to be identified and details such as UN (United Nations) Numbers and MSDS (Material
Safety Data Sheets) must be made available.
7. Supplier shall indicate whether shipment components are supplied by a sub-supplier of seller and shall name any potential sub-supplier and indicate shop location.
8. Estimated shipping weights and dimensions are to be provided for each package. Specify any special handling requirements and provide shipping drawings on any out of gauge or heavy pieces.
