1. Addressable Fire Detection & Alarm System

1.1 Scope

The scope of work covers supply, installation, testing and commissioning of a new intelligent reporting,
microprocessor controlled fire detection & alarm system in accordance with the specifications, drawings
and relevant tender documents, regardless of whether they are explicitly mentioned or not..

The scope of work shall cover:


 Fire Alarm Control Panels (FACP) with min 240 characters display screen. The Panel must be
configurable and programmable using TFT screen and/or with help of PC.
 Upon the occurrence of a type of event (alarm, supervisory, trouble, device activation, or fire
suppression agent discharge), a voice message for the type of event shall be played on Fire
alarm control panel (FACP)
 The main control unit shall display collective addresses statuses graphically on its colour LCD
screen. The main panel display shall have independent ICONS for all the connected devices in
the systems.
 The temperature/smoke level of all sensors connected to the panel shall be displayed graphically
on the touch screen. The graphical display shall have analogue information for a period of last 7
days.
 The Fire alarm panel shall be with minimum of four built in clean agent release circuits. No
separate panel shall be requiring for connecting and actuating clean agent systems.
 The Panel shall be expandable from one SLC Loop to 10 loops. Each loop shall be capable of
connecting a minimum of 250 address of detectors or input/output modules of any combination
preferred. The loop shall have capability to allocate all the 250 addresses to detectors or modules
or any combination of detectors/modules.
 Programming of the Fire Alarm panel/system shall be with open software, without the requirement
of Dongle and software licence.
 The fire alarm panel shall be UL Listed for a net-work of minimum 32 panels on a LAN/WAN.
Optical fibre network shall be supported by the panels.
 The main control unit shall have an action guidance message display feature.
 Repeater panels/ Static Display mimic panels
 Addressable Alarm initiating devices.
 Circuit interface modules
 Hooters/ Strobes/sounders
 Audio-visual annunciation devices.
 All wiring;
o From alarm initiating devices
o From circuit interface modules to various annunciation devices.
o All air-conditioning and ventilation system

Functional/operational requirement:

When a fire alarm condition is detected and reported by one of the system initiating devices or
appliances, the following functions shall immediately occur:

 The voice massage should come from Fire Alarm Panel.


 The system alarm LED shall flash.
 A local piezo-electric signal in the control panel shall sound and Voice massage should come
from panel.
 The panel should display all information associated with the first fire alarm condition, including the
type of alarm point and its location within the protected premises and the subsequent alarms.
 Printing and history storage equipment shall log the information associated each new fire alarm
control panel condition, along with time and date of occurrence.
 All system output programs assigned via control-by-event equations to be activated by the
particular point in alarm shall be executed, and the associated system outputs (alarm notification
appliances and/or relays) shall be activated.

The Implementation Contractor shall prepare a detailed cause and effect matrix for
Consultant/Company/PMC‟s approval.

1.2 Codes, Standards and Rules

The fire detection & alarm system shall comply with requirements of NBC, IS, NFPA and relevant local
regulations as applicable for protected premises signalling systems.

The fire alarm manufacturer shall be of the highest calibre and quality. All software shall comply with
OEM declared “ End of support date” after the end of warranty of system from vendor.

1.3 System Description

Analogue Addressable Fire Detection and Alarm System is proposed. The system shall be modular,
flexible and expandable in configuration. The fire alarm system shall be an intelligent system to minimise
false or nuisance alarms. Double knock system proposed whereby a single smoke detector shall not
cause an evacuation but shall trigger for staff investigation.

Failure to confirm a false alarm, confirmation of a fire, another fire detector activating shall cause the
system to go into alarm. However this will be based the recommendation from Fire Strategy report.
Activation of a call point by one of the occupants shall cause the system to go into alarm immediately.
Failure to confirm a false alarm within a predetermined time or activation of sprinkler flow switch,
evacuation message must be zoned to allow different announcement in different area.

The Fire detection and alarm system consists of;


 Fire Alarm Control panels
 Initiating devices
 Notification devices
 Interface devices with other systems
 All components forming the complete system shall be compatible and each device shall be
identified with a numbering system.

Battery calculations shall be submitted by the Implementation Contractor.

1.4 Special Requirements

The following systems shall be interfaced with Fire alarm system;

 Access control system - to automatically unlock Access controlled doors


 PA system – to automatically announce the pre-recorded messages
 Lifts - to return to the nearest floor lobby
 HVAC Equipment‟s - AHUs, motorised fire dampers, Smoke extract fans; Make up air Fans, Lift
pressurisation fans, Ventilation fans, staircase pressurization fans etc.
 Fire Fighting Equipment‟s - Sprinkler flow switches and alarm valves, fire and sprinkler pumps

1.5 Material Specifications

This section of the specifications includes the furnishing, installation, and connection of the
microprocessor controlled, intelligent reporting fire alarm equipment required to form a complete
coordinated system ready for operation. It shall include, but not be limited to, alarm initiating devices,
alarm notification appliances, control panels, auxiliary control devices, annunciators, power supplies, and
wiring as shown on the drawings and specified herein.

Equipment:

All equipment and components shall be new, and the manufacturer's current model. The materials,
appliances, equipment and devices shall be tested and listed by a nationally recognized approval agency
for use as part of a protected premises protective signalling (fire alarm) system. The authorized
representative of the manufacturer of the major equipment, such as control panels, shall be responsible
for the satisfactory installation of the complete system.

All equipment and components shall be installed in strict compliance with manufacturers'
recommendations. Consult the manufacturer's installation manuals for all wiring diagrams, schematics,
physical equipment sizes, etc., before beginning system installation. Refer to the Riser/Connection
diagram for all specific system installation/termination/wiring data.

All equipment shall be attached to walls and ceiling/floor assemblies and shall be held firmly in place (e.g.
detectors shall not be supported solely by suspended ceilings). Fasteners and supports shall be adequate
to support the required load.

1.5.1 Fire Alarm control Panel

All FACP central consoles shall contain a microprocessor based central processing unit (CPU). The CPU
shall communicate and control all types of equipment used to make up the system like Analogue
addressable detectors, addressable modules, local and remote operator terminals, printers, annunciators
and other system controlled devices. It should be capable of incorporating fire alarm loops as per the
interior designs

The Main FACP shall perform the following functions:

 Supervise and monitor all Analogue addressable detectors and monitor modules connected to the
system for normal, trouble and alarm conditions.

 Supervise all initiating signalling and notification circuits throughout the facility by way of
connection to monitor and control modules.

 Detect the activation of any initiating device and the location of the alarm condition. Operate all
notification appliances and auxiliary devices as programmed.

 Visually and audibly annunciate any trouble, supervisory or alarm condition on operator's
terminals, panel display, and annunciators.

 Cause operation of all notification appliances and auxiliary devices as programmed.

 The FACP installed at Fire Command Room shall be equipped with auto dialling communicator
having facility for fast communication with security/police/Fire services in case of emergency. In
built Voice message modules for recording at least 10 nos. customized messages.

All FACP shall provide:

The system/FACPs shall be designed for 25% future expansion of signal loop interface boards.

Sprinkler system valves, standpipe control valves, PIV and main gate valves shall be supervised for OFF
Normal position.

The system shall provide the following facilities:

 To enable or disable or adjust sensitivity of any addressable device through the system keypad or
operator terminal and also to enable alarm verification of each device.
 To store up to 2500 system operations or events in a non-volatile memory.
 To generate system status reports and recall/print each operation at command of operator.
 To interrogate each detector and analyse detector response and to provide display and print
abnormal deviation without inhibiting the system performance.
 To provide „pre-signal alarm „signal when the detector is at 80 % of its alarm threshold.
 To cause the following operations upon activation of any detector, break glass unit or flow switch,
unless otherwise specified.
 Activate all programmed notification circuits until silenced.
 Activate all audio-visual annunciation devices until reset.
 Release all magnetic door holders to adjacent zones on the fire door.
 Return all elevators to specified home landing.
 Duct detectors shut down the associated fan system.
 Activation of any pressure switch or valve tamper switch shall cause supervisory alarm.

 Point Read: The system shall be able to display the following point status diagnostic functions
without the need for peripheral equipment. Each point will be annunciated for the parameters
listed:
 Device Status.
 Device Type.
 Custom Device Label.
 Software Zone Label.
 Analog Detector Sensitivity.
 All Program Parameters.
 System capacity and General operation

The control panel shall provide or be capable of expansion to minimum of 250 Analogue addressable
devices per loop.

The Fire Alarm Control Panel shall include a full featured operator interface control and annunciation
panel that shall include a backlit, 240 characters Screen display, individual, colour coded system status
LED‟s.

All programming or editing of the existing program in the system shall be achieved without special
equipment and without interrupting the alarm monitoring functions of the fire alarm control panel.

The panel shall be field programmable or from the operator Terminal with two level password protection
 Status level changes
 Actual change in program
 All changes shall be recorded with date & time stamp and authorization
 The panel should have an in-built card to facilitate networking

 Central Processing Unit


 The Central Processing Unit shall communicate with, monitor, and control all other
modules within the control panel. Removal, disconnection or failure of any control panel
module shall be detected and reported to the system display by the Central Processing
Unit.

 The Central Processing Unit shall contain and execute all control-by-event programs for
specific action to be taken if an alarm condition is detected by the system. The control by
event programs shall provide the following logical operations on the analogue
addressable devices: AND, OR, NOT, CROSS ZONE, Etc. Such control-by-event
programs shall be held in non-volatile programmable memory, and shall not be lost with
system primary and secondary power failure.

 The Central Processing Unit shall also provide a real-time clock for time annotation of all
system displays. The Time-of-Day and date shall not be lost if system primary and
secondary power supplies fail.

 The CPU shall be capable of being programmed on site without requiring the use of any
external programming equipment. Systems that require the use of external programmers
or change of EPROM‟s are not acceptable.

 The CPU and associated equipment are to be protected so that they will not be affected
by voltage surges or line transients consistent with UL standard 864.

 Each peripheral device connected to the CPU shall be continuously scanned for proper
operation. Data transmissions between the CPU and peripheral devices shall be reliable
and error free. The transmission scheme used shall employ dual transmission or other
equivalent error checking techniques.

 Display

 The system display shall provide all the controls and indicators used by the system
operator and may also be used to program all system operational parameters.

 The display assembly shall contain, and display as required, custom alphanumeric labels
for all Analogue addressable detectors, addressable modules, and software zones.

 The system display shall provide an 240-character backlit alphanumeric Liquid Crystal
Display (LCD). It shall also provide five Light-Emitting-Diodes (LEDs) that will indicate the
status of the following system parameters: AC POWER, SYSTEM ALARM, SYSTEM
TROUBLE, DISPLAY TROUBLE, and SIGNAL SILENCE.

 The system display shall provide a touch keypad with control capability to command all
system functions, entry of any alphabetic or numeric information, and field programming.
Two different password levels shall be accessible through the display interface assembly
to prevent unauthorized system control or programming.

 The system display shall include the following operator control switches: SIGNAL
SILENCE, LAMP TEST, RESET, SYSTEM TEST, and ACKNOWLEDGE.

 Signalling Line Circuit (SLC) Interface Board

 The SLC board shall monitor and control a minimum of 250 Analogue addressable
devices. This includes analogue addressable detectors (Ionization, Photoelectric, or
thermal) and monitor or control modules.

 The SLC interface board shall contain its own microprocessor, and shall be capable of
operating in a local mode (any SLC input activates all or specific SLC outputs) in the
unlikely event of a failure in the main CPU of the control panel.

 The SLC interface board shall not require any jumper cuts or address switch settings to
initialize SLC Loop operations.

 The SLC interface board shall provide power and communicate with all analogue
addressable detectors and modules connected to its SLC Loop on a single pair of wires.
This SLC Loop shall be capable of operation as NFPA Style 4 or Style 6.

 The SLC interface board shall be able to drive two Class B (NFPA Style 4) circuits each
up to 10,000 feet in length, for an effective loop distance of 20,000 feet.

 The SLC interface board shall receive analogue information from all analogue
addressable detectors and shall process this information to determine whether normal,
alarm, or trouble conditions exist for that particular detector. The SLC interface board
software shall include software to automatically maintain the detector's desired sensitivity
level by adjusting for the effects of environmental factors, including the accumulation of
dust in each detector. The analogue information may also be used for automatic detector
testing and for the automatic determination of detector maintenance requirements.

 Serial Interface Board


 The Serial Interface Board shall provide an EIA-232 interfaces between the fire alarm
control panel and the UL Listed Electronic Data Processing (EDP) peripherals.

 The Serial Interface Board shall allow the use of multiple printers, CRT monitors, and
other peripherals connected to the EIA-232 ports.

 The Serial Interface Board shall provide one EIA-485 port for the serial connection to
annunciation and control subsystem components.

 The Serial Interface Board shall have LEDs that will show that it is in regular
communication with the annunciators or other EIA 485 connected peripheral device.

 EIA-232 serial output circuits shall be optically isolated to assure protection from earth
ground.

 Enclosures
 The control panels shall be housed in a UL listed cabinet suitable for surface or semi
flush mounting. Cabinet and front shall be corrosion protected, given a rust resistant
prime coat, and manufacturer's standard finish.

 The back box and door shall be constructed of steel with provisions for electrical conduit
connections into the sides and top.

 The door shall provide a key lock and shall include a glass or other transparent opening
for viewing of all indicators. For convenience, the door may be hinged on either the right
or left side (field selectable)

 The control unit shall be modular in structure for ease of installation, maintenance, and
future expansion.

 Power Supply
 The Main Power Supply shall operate on 230 VAC, 50 Hz, and shall provide all
necessary power for the FACP.

 It shall provide 3.0 amps of usable notification appliance power, using a switching 24
VDC regulator.

 It shall provide a very low frequency sweep earth detect circuit, capable of detecting earth
faults on sensitive addressable modules.

 It shall be power limited using Positive Temperature Coefficient (PTC) resistors.

 It shall provide meters to indicate battery voltage and charging current.

 The power supply shall be capable of charging NICAD batteries up to 32 Amp Hours.

 Operators Terminal: Provide the following functions in addition to any other functions
required for the system.
 Acknowledge (ACK/STEP) Switch
 Signal Silence Switch
 System Reset Switch
 System Test Switch
 Lamp Test Switch

1.5.2 System Components

The system shall be electronically addresses each addressable device. Addressing of the each
addressable device by DIP switch is not acceptable.

Detectors shall be Analogue and Addressable, and shall connect with two wires to the fire alarm control
panel signalling Line Circuits.

The sensors should have ability to reason and make decisions on their own, based upon real-time
analogue sensing, on board historical data and decision algorithms which apply to known fire
characteristics. This allows the sensors to accurately identify true fire whilst filtering out false alarms,
before transmitting an alarm.

Detector sensitivity should be adjustable, and a separate sensitivity can be selected for day and night
operation. Pre-alarm levels can also be established to provide early warning of potentially dangerous
conditions, allowing time to investigate before an actual threat to life safety occurs. The sensors maintain
the specified sensitivity threshold despite aging, dirt build-up, and temperature or humidity changes.
Frequent, automatic sensitivity adjustments are based upon environmental changes occurring over the
last four to twenty-four hours.

As each sensor can transmit its identity and location on request, accurate documentation of the alarm
circuitry is readily available. „As-built‟ wiring diagrams can be displayed and printed out at any time. The
display will highlight any wiring faults, sensor placement errors or software programming deviations.

The detectors shall be listed by UL as meeting the calibrated sensitivity test requirements of NFPA
Standard 72, Chapter 7.

Addressable Multi-sensor Smoke Detector

Detectors should monitor more than one physical and/or chemical phenomenon associated with fire.
Typical combination of a heat and smoke detectors. The detectors microprocessor analyses these
signals separately with respect to a fourth element- time. It compares the information with historical data,
time patterns and known fire characteristics before making a decision and generating an alarm.

To be installed in the critical areas like Electrical Rooms, Hubs, Server Rooms, AHU Rooms, plant
rooms,OSP Rooms etc.

Addressable Photoelectric Detector

The principle of using a light source and a photosensitive sensor onto which the principal portion of the
source emissions is focused. When smoke particles enter the light path, some of the light is scattered and
some is absorbed, thereby reducing the light reaching the receiving sensor. The light reduction signal is
processed and used to convey an alarm condition when it meets pre-set criteria.

To be installed in common areas, lobbies, corridors, offices, shops. etc.

Addressable Heat Detector

An intelligent fixed-temperature thermal sensor should generate an alarm at 135°F (57°C) ambient
temperature. The fixed temperature shall be variable from 57 to 85 deg C.

To be installed in the Pantry, Kitchen, Janitors, Parking etc.

Addressable Rate of Rise Heat Detector

An intelligent thermal sensor combining fixed temperature and rate-of-rise detection. It should generates
an alarm at 135°F (57°C) ambient temperature and also sensitive to temperature increases of more than
15°F (9°C) per minute.

Addressable Manual Call Point (MCP) ( with safety cover)

Addressable Manual Call Point, on command from the control panel, sends data to the panel representing
the state of the manual switch. They shall use a key operated test-reset lock, and shall be designed so
that after actual emergency operation, they cannot be restored to normal use except by the use of a
key.

All operated stations shall have a positive, visual indication of operation and utilize a key type reset.

Manual Stations shall be constructed of Lexan with clearly visible operating instructions provided on the
cover. The word FIRE shall appear on the front of the stations in raised letters, 1.75 inches or larger.

Stations shall be suitable for surface mounting or semi flush mounting as shown on the plans, and shall
be installed not less than 42 inches, not more than 48 inches above the finished floor.

Sounders

Sounders shall operate on 24 VDC nominal. Sounders shall be field programmable without the use of
special tools, to provide slow whoop, continuous, or interrupted tones with an output sound level of at
least 90 dBA ± 2dBA @ 1 metre from the device, with a frequency response of 2000-8000 Hz with a lower
power rating and shall also incorporate a suitable microphone for talk back to the control panel. Listed for
fire services and protected against temperature effects. Failure of audio amplifiers shall result in a trouble
signal. Shall be flush or surface mounted as shown on plans.

Strobe cum Sounders

Strobe cum Sounder shall operate on 24 VDC nominal. A combined electronic sounder and flasher shall
be capable of providing a minimum sound level of 90dBA ± 2dBA @ 1 metre. The sounder shall be
capable of providing 4 different sound signals which are selected/configured from the device. The unit
shall have its own microprocessor to handle loop communications and monitoring of the internal flasher
element for faults in both the quiescent and alarm conditions. The microprocessor shall also monitor the
sound producing element during an alarm condition to ensure that faulty devices can be automatically
identified during the weekly test procedure.

Addressable Dry Contact Monitor Module

Addressable Monitor Modules shall be provided to connect one supervised zone of conventional Alarm
Initiating Devices (any N.O. Dry contact device) to one of the Fire Alarm Control Panel Signalling Line
Circuit (SLC) Loops.

The Monitor Module shall mount on a 4-inch square, 2-1/8” deep electrical box.

Addressable Control Module

Addressable Control Modules shall be provided to supervise and control the operation of one
conventional Notification Appliance Circuit (NAC) of compatible, 24 VDC powered, polarized
Audio/Visual Notification Appliances. For fan shutdown and other auxiliary control functions, the
control module may be set to operate as a dry contract relay. The Control Module shall mount in a
standard 4-inch square, 2-1/8" deep electrical box, or to a surface mounted back box.

The relay coil shall be magnetically latched to reduce wiring connection requirements, and to insure that
100% of all auxiliary relay or NACs may be energized at the same time on the same pair of wires.

Audio/visual power shall be provided by a separate supervised power loop from the main Fire Alarm
Control Panel or from a supervised, UL listed remote power supply.

The Control Module shall provide address-setting means using decimal switches and shall also store an
internal identifying code that the control panel shall use to identify the type of device. An LED shall be
provided that shall flash under normal conditions, indicating that the control module is operational and
is in regular communication with the control panel. A magnetic test switch shall be provided to test the
module without opening or shorting its NAC wiring.

Fault Isolator Module

Fault Isolator Modules shall be provided after every 20 detector/devices to automatically isolate wire-to-
wire short circuits on an SLC loop. The Fault Isolator Module shall limit the number of modules or
detectors that may be rendered inoperative by a short circuit fault on the SLC Loop. If a wire-to-wire
short occurs, the Fault Isolator Module shall automatically open-circuit (disconnect) the SLC loop.
When the short circuit condition is corrected, the Fault Isolator Module shall automatically reconnect
the isolated section.

The Fault Isolator Module shall not require any address setting, and its operations shall be totally
automatic. It shall not be necessary to replace or reset the Fault Isolator Module after its normal
operation.

The Fault Isolator Module shall be mounted on a standard 4-inch deep electrical box or in a surface
mounted back box. It shall provide a single LED that shall flash to indicate that the Isolator is
operational and shall illuminate steadily to indicate that a short circuit condition has been detected and
isolated.

Graphical Display Unit:

Display Unit shall be provided having following features as minimum:

The graphical workstation shall run the Open Protocol Graphic software package.

The monitoring and control graphical workstation shall communicate with the fire alarm network(s) via
supervised Ethernet port using IP communications protocol with full command and control capability.

Power Supply

Main Input:

The control panel power supply shall be operable at 120VAC 60Hz 220VAC 50Hz 3-wire (hot, neutral,
ground). The power supply shall have over-current protection. The quality of the AC power shall be
monitored by the control panel. There shall be an automatic transfer of power to the back-up power
source when AC voltage falls under a level where panel performance is compromised.

Supply Outputs:

The system shall provide one 24 VDC @ 1.7A special applications output for auxiliary equipment.
The auxiliary equipment output shall be power limited and equipped with an auto-resettable over-current
protection. The system shall provide a 24VDC, 400mA output for devices and equipment such as four
wires detectors. This output shall be shut down when the reset button shall be activated.

Standby Power:

Sealed lead-acid batteries shall be used to provide 24VDC standby power. The batteries shall be sized
according to system requirements calculated in the installation manual of the control panel. The batteries
shall be able to power the system during a period of 24 hours in standby condition followed by 30
minutes of alarm condition (all system NACs and speakers actuated).The battery charger shall provide full
recharge of the selected batteries as per UL864 Rev 9 and UL-C527 requirements.

The battery charger shall be monitored for integrity and a trouble shall be indicated if battery charging is
no more possible or if the battery is disconnected.

Facility 3D Event Management Interface:

The 3D event management interface shall display facilities organized by building, floor, and device. Upon
event activation it shall:

Provide the opportunity to display the device custom take action message with a minimum of 500
characters. The custom message shall provide instructions to the operator on what to do, information on
the event/device and possible hazards.

Networking of Control Panels

It shall be possible to network connect multiple control panels as a secure network connection. All
messages from a panel should be transmitted in both directions on the ring structure. Any wire-break or
short-circuit on the ring shall not effect data transmission. The network shall be configurable so that single
panel, groups of panels or all panel on the network operate the same site configured cause and effect fire
plan.

The network shall also be configured to allow master control from any one of the control panels on the
network. To cover longer distance repeaters or fibre optical cable and converters can be used between
two panels.

Beam Detectors

The End-to-End type beam detector should have separate transmitter and receiver units, mounted at
either end of the area to be protected. A beam of infrared light is projected from the transmitter towards
the receiver, and the signal strength received is monitored. End-to End type detectors require power to be
supplied both to the transmitter and the receiver, leading to longer wiring runs, and thus greater
installation costs than the reflective type device. The projected beam type smoke detector shall be a 4
wire, 24 VDC devices to be used with U.L. listed separately supplied 4 wire control panels only. Unit shall
consist of a separate transmitter and receiver capable of being powered separately or together.

The detector shall operate up to 100 meter range.

The temperature range of the beam shall be –22°F to 131°F.

The Humidity range of the beam shall be 10-93% RH non-condensing

The detector shall feature a bank of four alignment LEDs on both the receiver and transmitter that are
used to ensure proper alignment of the unit without special tools. The beam detector shall feature
automatic gain control which will compensate for gradual signal deterioration from dirt accumulation on
lenses. The unit shall include both ceiling and wall mounting brackets. Testing shall be carried out using
calibrated test filters or a magnet activated remote test station.

2. Public Address System

2.1 Scope

The scope of work shall include supply, installation, testing and commissioning of fully functional Public
Address system which includes but not limited to Speakers, Amplifiers, other related hard wares, Control
panels etc. in accordance with the specifications, drawings and relevant tender documents, regardless of
whether they are explicitly mentioned or not.

2.2 Codes, Standards and Rules

The system shall be designed and installed in accordance NBC, IS and NFPA standards and relevant
local regulations also shall be referred as applicable

All speakers should be designed to withstand operating at their rated power in accordance with Power
Handling Capacity (PHC) standards.

All samples shall be produced for approval before placement of order.

2.3 System Description

The Public address system shall provide digital audio signal processing & transmission of audio signals
via a simple network. The Public Address Master Call station would be housed in the BMS Room along
with PA rack which consist of Amplifier, Controller, AMG, Local call station etc.

The PA system shall consist of;


 PA Rack/Cabinets consists of Network Controller, Amplifier, Audio expander etc.
 Speakers.
 Local & remote Zone Call stations

The Public Address System shall serve to;


 Make general or emergency announcement
 Transmit fire tone under fire condition.

Different levels of priorities as per following shall be allotted to different signals for transmission through
the same speaker.
 Emergency announcements - highest priority.
 Fire tone/Paging – Next

A signal from Fire Alarm System shall initiate announcements of pre-recorded message in all the
groups/zones in case of fire. This emergency announcement shall have highest priority.

The system shall be capable of broadcasting different pre-recorded messages to different zones or group
of zone simultaneously. The system should be designed & programmed for systematic evacuation. The

system shall be capable of sending messages automatically to any zone at any time interval, without
affecting the other areas.

The speakers shall be distributed in the entire building and configured in different zones. The
announcement shall be made in Individual mode i.e. one zone at a time or to all zones simultaneously in
ALL CALL mode.

All system components shall be digitally monitored including and not limited to, Messages, Amplifiers, and
back up amplifiers, Speaker Circuits, Control Unit, Paging Microphone, Battery Charger and the 230VAC
line. Each amplifier / line circuit shall be monitored individually and shall report any faults back to the
Network Control Unit as well as the Paging Microphone.

Each Zone shall have separate amplifier, system sharing of amplifiers to multiple zones are not
acceptable. All amplifier gain shall be monitored and measured for open, short or earth faults. The
systems shall be capable of broadcasting different pre-recorded messages to different zones or group of
zones simultaneously. In addition a FIRE DRILL, BOMB ALERT, EARTHQUAKE ALERT and an ALL
CLEAR message shall be incorporated into the operation. The System can provide any Cause & Effect
programs after integrating with the Fire Alarm System, thus Alert/Evacuate messages can be
programmed and delayed as well as played on any groups/ zone as per the Cause & Effect approved by
the Consultant/Company/PMC.

The Battery Backup shall provide 48 hours of back up in standalone and 30 minutes of alarm operation.
NICD type Battery shall be provided for complete PA system operation. Battery calculations shall be
submitted by the Implementation Contractor.

2.4 Special Requirements

The following systems shall be interfaced with PA system;

 Fire Alarm System - The PA system shall be fully integrated with fire alarm system for
Announcement of evacuation messages with automatic override.

 Building EPABX – For any announcement through PA system if required.

2.5 Material Specifications

2.5.1 Speakers

Speakers shall be in metal enclosures with their line matching transformers. They shall be interconnected
in the zone configurations.

Ceiling Mounted Speakers

The speaker shall be suitable for flush mounting to a false ceiling of any configuration. It shall be

2.5.2 Amplifiers

The main function of the amplifier is the amplification of audio signals for the loudspeakers. Each amplifier
module is fitted with its own 220VAC/24VDC power supply for increase of system reliability. No fan /
forced cooling are required.

The unit shall operate on minimum 85% efficiency; analogue amplifiers shall not be accepted. These
amplifiers shall be designed to accept the input sources i.e., Microphone/CD player/Fire tone

2.5.3 Call station & keypad

The call station shall be used for making a manual or pre-recorded call to any pre-assigned zones or
executing a predefined action. The call station keypad should be used in combination with the call
station basic unit for making a manual or pre-recorded call to any pre-assigned additional zones.

The call station shall have a fixed microphone to transmit speech over the network and a press-to-talk
key. The call station shall also have a headset socket. Once the headset is connected the microphone
will be muted.

3. IP CCTV Monitoring System

3.1 Scope

The scope of work shall include supply, installation, testing and commissioning of IP CCTV system which
includes all indoor and outdoor cameras, Racks, Displays, External IR illuminator and control panels in
accordance with the specifications, drawings and relevant tender documents, regardless of whether they
are explicitly mentioned or not.

3.2 Codes, Standards and Rules

BSEN 50132-7 and any local regulations as applicable.

3.3 System Description

It is proposed to have POE IP enabled CCTV Surveillance system for the building. Only a Data point from
NW Rack port shall be provided at the location of each encoder. The CCTV system installed will be
integrated to the overall security management system & will provide a thorough level of coverage in and
around the site while being seamlessly monitored from the security management system GUI.

The CCTV system will have the functionality be able to be utilized for described in BS-EN 50132-7
clauses 7.6
 Identification (120% screen height)
 Recognition (50% screen height)
 Detection (10% screen height)
 Crowd Surveillance (5% screen height)
 Verification of Intruder Alarms and door contacts.

The CCTV system will be highly resilient with all the cameras providing high resolution images back to the
BMS Rooms for live viewing or digital recording on any of the high resolution screens/ monitoring walls
that will be installed. The lenses that have been specified within the specification will ensure optimum
performance. Power over Ethernet has been considered for each camera with-in the building.

3.4 Special Requirements

A Fully networkable IP CCTV Surveillance system shall be installed throughout the facility as per Mall‟s
requirement on IT Network. The Implementation Contractor shall provide a compact surge protection
device for Ethernet lines. It should be designed to protect Ethernet interfaces from damage caused by
surges onto the line for outdoor cameras.

Design, Supply, installation of MS poles with proper red oxidised & steel grey colour/Guy Wire Supported
and Self Support tower of adequate height as required at site. All accessories and fitting hardware such
as brackets / poles together with associated masonry work are included in the scope of work.

The CCTV Rack will be placed at the Server room. Video wall should be created for CCTV monitoring
using 09 nos. 42” narrow bezel professional displays/ LCD screens with 24 hour working period in 3 rows
x 3 column matrix as per the requirement with joystick for P/T/Z camera control.

3.5 Material Specifications

System Functionality

 The proposed CCTV System shall have IP Indoor / Outdoor, Dome / IR colour cameras
connected to NVR & Server on IP Network.

 The External cameras shall have Day/Night operation facility and automatic switching from Colour
to black and white mode in the night.

 All equipment and materials used shall be standard components that are regularly manufactured
and used in the manufacturer‟s system.

 All systems and components shall have been thoroughly tested and proven in actual use.

 All systems and components shall be provided with a one-day turnaround repair express and 24-
hour parts replacement. The repair and parts express shall be guaranteed by the manufacturer
on warranty and no warranty items.

 The Implementation Contractor shall ensure to upgrade the firmware and software of the latest
version without commercial implications during Warranty period.

3.5.6 Network Video Recorder

The NVR shall support recording of Supports the Recording of MPEG-4, and H.264 H.265 Streams from

The NVR shall support triplex applications, recording, and replay and backup simultaneously. It shall be
compatible with Windows OS for highest performance and reliability. The NVR shall operate on open
architecture and require no proprietary hardware.

Recorders must be able to store video on Commercial Off-The-Shelf (COTS) equipment using hard drives
as storage medium. They must capture video from cameras through edge devices, and then store it on
their internal hard drives.

The NVR shall provide network time server function to ensure the synchronization of the video servers
and the recordings. The only signal connection to NVR shall be the network connection so that the NVR
can be place at any location which has network access.

The NVR shall provide a status of available recording capacity as well as indication of the remaining
possible recording time.

The NVR has to store the recording up to 30/31 days.

Recorders must also have inherent logic that if one fails, all assigned cameras are automatically
transferred to another Recorder or group of designated Recorders.

The distributed architecture must also allow for Recorder to operate in a standalone mode without
interrupting the Recorder function when the master server is not available.

It shall be possible to search for recordings in the NVR by camera, date and time. If date and time is
specified, playback shall commence from that date and time. It shall be possible to playback more

4. Access Control System

4.1 Scope

The Scope of work shall cover the design, supply, installation, testing and commissioning of support
services of a Access Control System in accordance with the specifications, drawings and relevant tender
documents, regardless of whether they are explicitly mentioned or not.

The system shall be designed for ultimate reliability and maximum operating efficiency using only the
highest quality, fully field proven products.

4.2 Codes, Standards and Rules

Design and operation of the system shall conform to the following referenced codes, regulations, and
standards as applicable:
1. National Electrical Code (NEC)
2. UL 294 and UL 1076 as required where applicable
3. FCC Rules and Regulations
Part 15 Class A or B as applicable

4.3 System Description

A Smart Card based networkable access control system is proposed to provide a control through
centralized management software. The movements of the cardholder into & across access controlled
location can be tracked by generating an appropriate report. The Access Control system will remain in
operation, even in the event of Network failure as the Door Control Units shall continue to operate.

The Central station for Access control system with workstation and monitor shall be located at the BMS
Room.

The system shall be configured to produce Photo ID passes and thereby operate using a central
database. This database shall be able to be configured to segregate staff, contractors and visitors to
simplify system searches. Full audit trails for access movements into and within the site will be provided.

The Access control system shall consists of;

4.4 Special Requirements

4.5 Material Specifications

The monitoring, control and reporting facilities of the system shall be powerful enough to enable security
managers to manage their site's overall security.

The Access Control System shall be capable of integrating multiple building functions including access
control, alarm management, video imaging and badging, database partitioning, and external system
database sharing of employee personal information (MIS interface).

The system shall be modular in nature, and shall permit expansion of both capacity and functionality
through the addition of control panels, card readers, and sensors.

The system shall incorporate the necessary hardware, software, and firmware to collect, transmit, and
process alarm, tamper and trouble conditions, access requests, and advisories in accordance with the
security procedures of the facility. The system shall control the flow of authorized personnel traffic
through the secured areas of the facility.

The user interface at the host computer (server) and at the OWT (operator workstation terminal
computers) shall be a mouse driven graphical user interface (GUI) allowing the user to open and work on
multiple windows simultaneously.

Operational Requirement

The ACS shall be the custom software including “ladder logic programming” and other custom application
programming intended to provide the following sequences of operation are unacceptable.

Access decisions shall be made at each card reader, based on access criteria downloaded from the site
controller. Access criteria changes shall be downloaded from the controller automatically, according to a
pre-programmed schedule.

All card readers shall unlock the controlled door within 0.2 seconds of the completion of the access
attempt. The completion of the access attempt is defined as the end of the card shown for card only
entry. This time delay shall never be exceeded, regardless of system loading. Each access attempt shall
be converted into a message and transmitted to the site controller and central management system. The
following fields shall be transmitted:
 Time of entry or exit
 Point of entry or exit
 Access granted or denied
 Card number
 Cardholder's name

Each card reader shall be capable of automatically switching the current access criteria at a door at
different times of the day, based on access control data received from the site controller.

The following access criteria modes are required:


 Free access - door is unlocked, no card entry is required
 Secure access - door is locked (secure). A successful card attempt is required for valid entry.
Door rescuers after access attempt.
 Pending access - door is locked (secure). Door switches automatically to unlock (free) upon
first successful access attempt during pending mode period, or vice versa (see next clause).

Database management:

The system shall create and maintain a master database of all cardholder records and all system activity
for all connected points.
All the records, smart card inventory, penalty for loss of cards and other operation details shall be taken
care of by Operation/Facility team.

Audit Trail

The ACS shall maintain an audit trail file of operator activity, and provide the ability to generate a report
by operator, time and date, and type of activity (audit code). The system shall allow the operator to direct
the audit trail report to screen, printer, or file.

The audit trail feature shall record the following system events at a minimum:

 Site parameters modified.


 System login or logout.
 System restart.
 Cardholder added, deleted, or changed.
 Event added, deleted, changed, or executed.
 Alarm message added, deleted, or changed.
 Communications initiated or terminated.
 Field device/points added, deleted, or changed.

Collect and process status information from all monitored points.

Alarm annunciation

Audibly and visually annunciate all alarm, tamper and trouble conditions, and advisories.

Input point supervision

The system shall electrically supervise all 2-state and 4-state input point circuits as specified or shown on
the drawings.

 On-line help system: The ACS shall provide online help, which shall be available at
any time and from any active screen

 Operator Menu Access: The operator password shall control which menu items that
the individual operator may access. It shall also be possible to restrict operators such

that certain specified menu commands do not appear on the screen, or are greyed-out
(disabled) for a given operator. All user passwords are fully encrypted, even while
being stored and transmitted across the network.

 Alarm Input Point Reporting Delay: The ACS shall allow the operator to apply an input
point reporting delay period from 0-60 seconds for each input point terminal. The
default setting for each input point reporting delay shall be 0 seconds.

 Alarm Input Point Suppression: The ACS shall provide an alarm input point
suppression facility such that the operator may define a time zone suppression period
for each individual input point. Alarm conditions for suppressed input points shall not
be recorded or archived by the system; however, trouble conditions will be recorded.

 Graphics (maps): The alarm-graphics portion of the system shall provide dynamic colour alarm
graphic maps with the following functions:

 User definable graphic maps to depict input and output point conditions, reader status,
and sub-map attachments in the ACS.

 The ACS shall support the importing of most bitmap file format graphics produced with
any graphic drawing program such as TIF, BMP or JPG file format. Vector file formats
are not acceptable.

 The ACS map program shall support the importing of most bitmap file format graphics
to produce custom icons for all map attachments (input, output, reader, etc.)

 The map display window shall have Home, Previous and Up level buttons for rapid
movement among map levels. It shall also provide map selection and size adjustment
lists.

 The ACS software shall be capable of storing a number of graphic maps. The quantity
shall be limited by available hard disk storage space only.

 The ACS shall provide a palette that includes six categories of pre-defined alarm map icons:

 Input: representing a user-defined alarm input point located anywhere in the system.
The input point icon shall flash, change colour, and the computer‟s internal sounder
shall beep when an alarm condition exits. It shall be possible to click on the icon to
respond to the alarm condition or move directly to the alarm queue window to respond
to the alarm. Each alarm-input icon shall have a pop-up box that indicates the point‟s
current state (open, short, alarm/active, secure)

 Output: representing a user defined output point located anywhere in the ACS. It shall
be possible to click on the icon to set or reset the output point. In addition, it can

map layer (up and down) icons.

 Reader Terminals: reader icons shall have the capability of displaying: held open,
forced open, locked, unlocked, unknown, override, up and down.

 Panels: representing a system panel controlled by the ACS. Panel icons shall have
the capability of displaying the up or down status of the panel.

 I/O Terminals: I/O terminal icons shall have the capability of displaying the up or
down status.

 Alarm handling: The alarm handling portion of the system, which consists of the point
contacts, and the Alarm monitoring Window shall provide the following functions:

 The alarm monitoring Window shall be capable of being sorted by any column. It shall also have
displayed the total number of alarms in the queue and the number that are pending.

 The alarm Monitoring Window shall have the capability to bring up the map to the input, which is
highlighted in the window

 User definable alarm message/instructions – the system shall provide the ability to assign alarm
message/instructions to each state of an inputs point ( Open +Short +Alarm/Active and Secure)

 Alarm message “pick list”: all alarm message names and associated descriptions shall appear in
the form of a pick list from which the operator may select an appropriate alarm name and
message from all alarm messages defined in the database by the operator.

Event Processing

Panel card events: the ACS shall provide the capability for the user to define a panel card event, which
may be executed by a cardholder at a reader equipped with a keypad. For each „card event‟ the following
data may be defined by the User:

Time zones –The ACS shall provide the capability for the user to define time zones with the following
identification and configuration parameters.

 Allowance for up to eight periods, four active and four inactive, during each day of the
week and each of three different holiday types.
 Any day of the year may be designated as a holiday; each defined as one of three
holiday types.

Communication

Pertaining to network-based communications between the main Sever and the door controllers:
 Communications between the server (Host) and the door controller panels should be on TCP/IP
network.
 In case controller(s) lose communications with the Host, the controllers shall continue to control
access and monitor inputs for all connected points. Local history of all transactions shall be
buffered at the sub-controller and automatically uploaded to the Host for alarm reporting and
long-term historical storage once communications is re-established.
 The Implementation Contractor shall be responsible for the design of a system that will
compensate for all signal level losses in the trunk wiring. This shall include any power supplies
for the field devices and any signal level converters or repeaters for the proper amplification of
electrical signals.

Future database Fields

The system shall support up to an unlimited number of user defined data fields, which may be used to
store information for each cardholder. Each field may be of a type: alphanumeric text, numeric, date,
toggle (Yes/No). The ACS shall provide standard menu items, which shall allow the operator to define
these cardholder database fields at any time. The system shall remain on-line while user defined
cardholder database fields are added or edited

Event and Transaction History: The ACS shall maintain a record of all alarm, card transaction, and
system exceptions which take place, and provide a means for a user to access this information. It shall
be possible to print information in the log in real-time or by a report.

Anti-Pass back Control: The ACS shall provide the capability to prevent more than one person from
gaining access to a controlled area by recognizing when a cardholder who is granted access is passing
back the card to another person to use the same card to gain access.

If so programmed, an alarm may be generated if the anti-pass back rules are violated by the cardholder.
It shall be possible to define on a reader by reader basis, which readers are subject to anti-pass back
rules.

Anti-Tailgate Control: The ACS shall provide the capability to prevent more than one person accessing
a controlled area as a result of a single card transaction.

In-X-It (Entry/Exit) Control: The ACS shall support the capability to control a card‟s entry into or exit
from an area based on the previous transaction status of the card. An alarm may be generated if the In-
X-It conditions are violated by the cardholder.

Duress Processing: The ACS shall permit cardholders to indicate that they are requesting access to an
area under some forced or duress situation. An alarm may be generated if a duress condition occurs,
and the cardholder will be granted access.

Cardholder Definition: The ACS shall provide the capability for the user to define Cardholders with the
following identification and operating parameters.

 Cardholder name (first, middle, last)


 Cardholder address
 Cardholder phone number and extension number
 Validation period using start and void dates
 Department and Company fields from selection list of user defined departments and
companies
 Unlimited number of user defined cardholder fields. The ACS shall provide the capability to

4.5.3 Cards and Card Reader

Card Readers

 All readers shall be configured with the reader electronics mounted separately, on the “secure” side
of the door such that only the reader head and pilot lights are mounted in the reader housing on the
“entry” side of the door.

 The reader shall be integrated and contain all reader electronics inside a single polycarbonate
enclosure.
 The reader shall operate when mounted on a variety of surfaces including metal. Maximum read
range degradation when mounted on a metal surface shall be 50-percent.
 The reader shall contain an integral colour LED and audio tone to indicate if the card has been
successfully read.
 The reader shall be rated for normal operation from -5 to 150 degree F.
 Readers must be tested to IP54 standard as a minimum.

 Each card reader shall incorporate the following subsystems:

 Each card reader shall be identified at the site controller and central management systems by means
of a unique plain English description. The description shall be at least 20 characters in length.
 Card reader assemblies shall be tamper protected, such that a local audible alarm is sounded when
the unit is tampered. The unit shall transmit a "tamper alarm" to the central equipment each time the
card reader assembly is tampered.
 The card reader shall contain an anti-pass back feature. The anti-pass back status of a cardholder
shall be SET when the cardholder gains access, and reset upon card presentation on departure.

Card Reader Communications Failure

 Card readers must continue to operate without performance degradation should the communications
link to the central controller fail.
 Should any card reader fail or stop operation for any reason, access through one only door shall be
affected. Systems offering multiple door control from one controller using multiple reader heads
cannot meet this requirement.
 During periods of communications failure, the card reader shall continue making full and complete
access decisions. Systems which degrade to simply checking the facility code or some other subset
of the complete access criteria are not satisfactory.
 All access attempts, valid or otherwise, and all alarm activation‟s that occur while the card reader is
off-line, shall be buffered internally. An activity buffer of at least 100 events is required, internal to the
card reader.
 The card reader shall transfer the buffered activity events to the central management system when
the communications link is re-established.
 The card reader shall preferably operate from 12 V DC supply.

Cards
 The card shall be encased in sealed plastic with a surface suitable to receive an adhesive backed
photo ID or shall be capable of direct printing.
 The system shall use passive cards that conform to the ISO standard thickness and credit card size.
 The card shall incorporate the following access control information:
o Facility code
o Unique card number
 The access control information shall uniquely identify the cardholder to the system.
 The system must allow for at least 15 issue levels per cardholder number and must raise an alarm
when the wrong issue number is presented to the reader.

5. FIRE FIGHTING TELEPHONE SYSTEM.

5.1 Scope of Work

The scope of work shall include supply, installation, testing and commissioning of Fire Fighting Telephone
System & other related hardware as specified in the tender.

5.2 System Specification

5.2.1 Fire fighting Command Centre

 Provide a fire-fighter‟s one-way communication control located where indicated. The command
centre shall be available in two configurations, single channel or dual channel, and shall provide
manual control, signal transmission and supervision as herein specified. The system shall be
capable of supporting up to five remotely located command centres. The command centre shall
include:
 An „All Call‟ switch which activates all system speaker circuits for system-wide broadcast of any
automatically or manually selected alarm tone, alert tone, pre-recorded message, voice
instructions or phone patch.
 A „Manual Select‟ switch which deactivates currently active speaker circuits that were
automatically activated. This shall allow the operator to activate or reactivate circuits to carry
desired messages, tones or instructions.
 An „Alarm Tone‟ switch that can toggle the primary alarm tone off and on.
 An „Alert Tone‟ switch that can toggle the secondary alarm tone off and on. The secondary alert
tone may provide non-fire signalling (i.e. all-clear, tornado alert, bomb evacuation etc.) „Lamp
Test‟ switches that shall light all LEDs on switch input modules and status indicator boards.

5.2.2 Fire fighting Two-way Telephone System


The system shall provide a Telephone Control Unit (TCU) that shall provide manual control of
simultaneous communication to multiple zones from a master telephone handset. Wiring shall be
monitored and communications between the command center and the telephone jacks/warden
stations shall be controlled by means of addressable Telephone Monitor Modules, (AOM-TEL).
Remote Telephone Control Units (TCU-R) may be installed in the remote command centers.
Operation shall be as follows:
Removing an installed phone from its cradle or insertion of a portable handset into a jack shall
sound a call signal and light an individual line call-in LED within the fire command center. A
“busy” tone shall be heard at the remote phone.
Acknowledging the call-in at the main display shall silence the audible call signal.
Placing the corresponding phone circuit switch in the “ON” position shall light the individual phone
connection LED and put the remote phone in direct private contact with the master phone.
Additional remote phones may be switched in by the operator for common “party line” operation.
Any remote telephone shall have the capability of operating in a remote command or paging
mode at the operator‟s discretion by activating the “Phone Patch” switch.

5.2.3 Fire fighting Auxiliary Control System

The auxiliary control system shall consist of Switch Input Modules, Auxiliary (SIM-A), each containing five
(5 software addressable/programmable switches which shall provide activation/deactivation of automatic
control functions (i.e. fans, dampers, door holders etc.). Each auxiliary function shall have:

 “ON/AUTO/OFF” switches to provide automatic programming from the fire alarm panel with
manual override capability by the system operator.

 A green “ON” LED and yellow “OFF” LED shall be provided for each switch to give a positive
indication of actual auxiliary circuit operation. The green LED shall not light until the remote
modules(s) controlling the auxiliary circuit has successfully executed the activation command.

7. Construction Specification

7.1 General.
 The implementation Contractor shall be responsible for equipment quantity from the latest revisions
of the drawings for ordering purpose

 The make and model number of the equipment‟s shall be as specified on the specification, bill of
quantities and other tender documents

 Whenever any equipment‟s is required apart from the specified in the tender, the implementation
contractor shall get the approval for the make and model number from the Company, Consultant and
PMC prior to purchase.

 The Implementation Contractor shall use approved drawings set apart from the installation drawing
set & shall be responsible for correctness of the same for as-built drawings must be handed over at
the completion of the installation.

 All the corrected drawings shall be kept up to date with all deviations from approved drawings with
addition & deletion of the equipment‟s & cable route.

 Field equipment‟s shall be installed such that it is easily accessible and protected from accidental
impacts.

 The cable routes indicated on the drawings are indicative only and actual routes shall be determined
on the site by the implementation contractor.

 All the installation shall be carried out under the supervision of the implementation contractor site
manager, who shall appropriately experience and qualified in the erection and supervision of the
work to be executed.

 All outdoor panels should have IP 67 protection & Canopy if expose to outdoor condition

Shop inspection

The Consultant/Company/PMC representative shall have free access to the implementation Contractor‟s
shop or shops during the construction/manufacturing of the equipment for the purpose of inspections to
see that plans specifications and detailed drawings are being adhered to carefully.

Submission of samples

The Implementation Contractor is required to submit samples of materials and manufacturer‟s brochures
on the materials they propose to use to the Consultant/Company/PMC for approval. The
Consultant/Company/PMC shall, at his discretion, require some various samples to be retained in the site
office as approved samples of materials and equipment.

The Consultant/Company/PMC reserves the right to reject the samples and /or the finished installation
one site, if, in his opinion, the material does not conform to the requirements of the specification, the
methods used are incorrect or the material and installation on site do not conform to the
approved/submitted samples, brochures and required methods.

Ordering of materials

The implementation Contractor shall be responsible for placing his orders for all the materials required to
be supplied by him for the completion of this Contract as soon as instructions or approvals have been
given to proceed. Copies of orders or invoices shall be submitted to the Consultant/Company/PMC when
requested. Delays due to late placement of order shall not be accepted as a valid reason for extension of
time.

Supervision

The implementation Contractor shall provide, a competent full time supervisor fully experienced in the
type of work being carried out. The supervisor shall be authorized to receive and implement instructions
and he shall be assisted by such qualified and competent supervisory staff as deemed necessary to
secure satisfactory execution of the Contract Work. Should at any time the Consultant/Company/PMC
consider the supervisory staff to be unsatisfactory such staff shall be removed from site and replaced with
other personnel approved by the Consultant/Company/PMC.

Protection of works

The implementation Contractor shall, at his own expense, case up and protect all work liable to damage
either by weather or by the method adopted for the execution of the works as per specifications. Special
care is to be taken for dust protection and any equipment observed to not be correctly protected will be
completely rejected.

Erection and checking at site

Full facilities and assistance are to be afforded by the implementation Contractor for the
Consultant/Company/PMC to check the works.

The implementation Contractor, if requested by the Consultant/Company /PMC, is to open up for


inspection before re-erection any equipment which has been delivered to site partly assembled. The
implementation Contractor is to be responsible for satisfying himself as to the correctness of all
connections, including electrical and mechanical connections, to all components.

Maintenance equipment & spare parts

On completion of the installation, the implementation Contractor shall supply for (4) copies each of
detailed and itemised list of maintenance equipment and spare parts, which, in his opinion, the Employer
should hold in stock. The list shall be compiled on the basis of an estimated yearly requirement and
consideration shall be given to the remoteness of the site from the nearest available stockist of such
spares.

7.2 Submittals.

Three copies of all submittals shall be submitted to the Consultant/Company/PMC for review.

General:
 System manufacturer and experience:

o All references to manufacturer‟s model numbers and other pertinent information herein
are intended to establish minimum standards of performance, function and quality.
Equivalent equipment (compatible UL Listed) from other manufacturers may be
substituted for the specified equipment as long as the minimum standards are met.

 System configuration and capability vis-à-vis specifications:

o All substitute equipment proposed as equal to the equipment specified herein, shall meet
or exceed the following standards. For equipment other than that specified, the
Implementation Contractor shall supply proof that such substitute equipment equals or
exceeds the features, functions, performance, and quality of the specified equipment.

Shop Drawings:

Sufficient information, clearly presented, shall be included to determine compliance with drawings and
specifications.

Include manufacturer's name(s), model numbers, ratings, power requirements, equipment layout, device
arrangement, complete wiring point-to-point diagrams, and conduit layouts.

All the shop drawings should be in latest Auto-CAD format including floor plans, riser diagrams, and
component connection diagrams. The drawing should also reflect device specification, identification and
physical dimensions. Drawings should be incorporate exact location of enclosure and depict rack in
elevation and section

Submittal consist of following details shall be submitted to the Consultant/Company/PMC in the form of
Soft format containing in CD & Hard copy for review & acceptance.
 Submit shop drawings and product data together in one package within Three days after award of
the Contract and prior to all ordering of equipment.
 Submit catalogue data sheets, neatly bound with title page, space for submittal stamps, and
tabbed dividers between Sections. List all proposed equipment with reference to corresponding
specification paragraph numbers or equipment title. Denote after Owner approval all accepted
substitutions.
 Submit point-to-point wiring diagrams and typed wire lists identifying every connection. Include
electronic devices such as switches, transformers and terminal blocks. Indicate locations of all
components. Identify cables by types, colours and wire numbers. Labelling of individual cables
and the standards used for each instance will vary by location of work and room/building number.
 Guidelines on making up the labels and ensure the proposed labelling of the cables conform to
these standards. Coordinate with the IT Project Manager to ensure the proposed methods and
labelling methodology is acceptable. Unlabelled/ undocumented cables in any system are
unacceptable.

 Submit system plans showing all device locations and ceiling distributed and wall loudspeaker
layouts with wattage tap settings.
 Submit conduit riser diagrams showing connection of all devices, required conduit sizes along
with types and quantities of cables to be used and cable identification tags.
 Submit rack/equipment cabinet layouts showing the proposed arrangement of mounted
equipment including junction boxes and locations of conduit penetrations.
 Submit fully dimensioned construction details of all panels, plates and other custom fabricated
items or modifications (e.g. installation of control panel in podium). Include complete parts list
and, as required, schematic diagrams.
 Submit a schedule of finishes indicating proposed materials and color selections for all exposed
items subject to Architect‟s approval.
 Submit mounting and support details for loudspeaker enclosures, distributed ceiling
loudspeakers, video projectors and all other items mounted overhead complete with parts lists
and dimensions. Include a full plan view, front elevation and side elevation of each item with
corresponding support structure and mounting hardware. Verify load ratings of all hanging
components including attachment hardware. If required by State Codes, a Structural Engineer
registered in the State shall stamp details.
 Submit control system programming showing all remotely controlled functions and method of
control for each piece of equipment. Include flow charts with proposed control menus and
graphic layouts of control panels. Contractor is required to follow Owner-provided AV Controller
System remote screen layouts where available. These may be requested through Corporate
Conferencing via the IT Project Manager

Manuals:

Furnish initial three sets of product brochures to the Consultant/Company/PMC for approval once
contract is awarded to the implementation contractor. At the time of contract closeout, submit four
copies of the Operation Manual and the Maintenance Data Manual. Neatly bind each with tabbed
dividers between sections and include a title page with place for submittal stamps.

Submit simultaneously with the shop drawings, complete operating and maintenance manuals listing
the manufacturer's name(s) including technical data sheets.

Table of Contents
 Typed description of each system including key features and operational concepts (e.g. switching
or routing functions, patch points, mixing and linking capabilities).
 Setup Schematic diagrams and typed instructions for use in typical situations as directed by the
Consultant/Company/PMC.
 Small scale plans showing locations and circuit numbers for all system outlets and receptacles.
 Manufacturer‟s operation manuals for equipment intended for operation by system users (e.g.

Work Schedule

The Contractor shall prepare a work schedule or program of work based on Project Management Team of
the Employer‟s building construction schedule. The schedule shall indicate the various phases of work for
all items of the Contract from the commencement of the Contract to its final completion e.g. Design,
ordering of materials, manufacture, delivery, installation and tests.

The Schedule shall be provided to the Consultant/Company/PMC within Two week from signing of the
contract.

If at any time during the execution of the Contract, it is found necessary to modify the approved schedule,
the Contractor shall inform the Architect and submit a modified schedule for approval.

The implementation Contractor shall coordinate with the Project Management Team of the Employer to
ensure that possession of the relevant sections of the building will be made available in time. Claims for
overtime to meet the stipulated Contract dates will not be allowed.

Software modifications:

Provide the services of a factory trained and authorized technician to perform all system software
modifications, upgrades or changes. Response time of the technician to the site shall not exceed 4/8/24
hours.

Provide all hardware, software, programming tools and documentation necessary to modify the building
management system on site.

Certifications:

Together with the shop drawing submittal, submit a certification from the major equipment manufacturer
indicating that the proposed supervisor of installation and the proposed performer of contract
maintenance is an authorized representative of the major equipment manufacturer. Include names and
addresses in the certification. Following documents describe and govern the installation and
commissioning of products as provided by the Implementation Contractor. The Implementation Contractor
will be responsible to update these documents or to provide additional documents as may be necessary
to reflect changes in equipment installation, testing procedures and/or practices.

7.3 Earthing.

Earthing facility shall be provided for each ELV panel. The control panel earth terminal shall consist of a
threaded brass stud. The earth stud shall be secured using brass nuts and washers and arranged to be in
direct contact with the panel metalwork.

A safety notice shall be fixed adjacent to the main earth terminal internally and externally. This shall be
“SAFETY ELECTRICAL CONNECTION – DO NOT REMOVE” in characters 10 mm high coloured red on
white Traffolyte

In order to minimize problems resulting from improper earthing, and to achieve maximum signal-to-noise
ratios, the following earthing procedures shall be adhered to:
 System Earth: A single primary “system earth” shall be established for the systems in each
particular area. All earthing conductors in the area shall connect to this primary system earth.
The system earth shall be provided in the audio equipment rack for the area, and shall consist of
a copper bar of sufficient size to accommodate all secondary earth conductors. The primary
system earth for all the areas shall be at the equipment rack at the store room. Interconnected
driven ground rods are typical of earthing systems.
 A copper conductor, having a maximum of 0.1 ohms resistance from the building earth point to
the audio central earth. The implementation Contractor shall be responsible for determining if the
metallic conduit is properly electrically bonded to the building earth system.
 An earth system ground should be established and checked for a resistance value of less than
0.5ohm.
 Under no conditions shall the AC neutral conductor, either in the power panel or in a receptacle
outlet, be used for a system earth.
 Audio Cable Shields: All audio cable shields shall be grounded at one point only. There are no
exceptions. For inter and intra-rack wiring this requires that the shield be connected at one end
only. For ungrounded portable equipment, such as microphones, the shield shall be connected at
both ends but grounded at only one end.
 The shield of any cable that connects to a terminal block should be grounded to the terminal
block ground bus.
 If a cable connects to a jack field but not a terminal block, the shield should be grounded to the
jack-field ground bus.
 Using a single piece of wire, each unit ground bus should continue unbroken to the central
ground point. This point should be located near the physical centre of the equipment are so that
the ground distribution busses, which connect the various subsystems into a single system, will
all have approximately the same length.
 Video Receptacles: All video receptacles that are provided and installed by the The
Implementation Contractor shall be insulated from the mounting panel, outlet box, or wire way.
 Unless otherwise detailed herein, this shall be accomplished by using insulated from panel type
receptacles.
 General: Because of the great number of possible variations in earthing systems, it shall be the
responsibility of the implementation Contractor to follow good engineering practice, as outlined
above, and to deviate from these practices only when necessary to minimize cross-talk and to
maximize signal to noise ratios in the audio, video and control systems.

 The equipment shall be intended for surface/wall mounting and connection to the system wiring
shall be within a rated enclosure (furnished).

7.4 Civil Works.
 All civil works associated with the installation of all IBMS system components/devices/equipment
shall be done by the Implementation contractor

7.5 Installation.
General:

All the installation shall be carried out under the supervision of the implementation contractor site
manager, who shall appropriately experience and qualified in the erection and supervision of the work to
be executed.

Installation shall be done in accordance with the manufacturer‟s recommendations. The installed
systems shall be inspected by the manufacturer representative during implementation and after
completion of works and approved for quality of implementation and compliance to their installation
practices for certification of the site. Any defects identified shall be corrected at no additional cost to
the Company.

Panel & equipment‟s shall be installed as per the approved layout and site condition in such a way that it
can be obtained for service and removal. If the installation location is found to be unacceptable by the
Consultant/Company/PMC, then the equipment‟s shall be relocated as directed at no additional cost to the
Company.

All the cables & equipment‟s shall be labelled at both the ends for identification.

All Equipment‟s power cables should be 03 pin plugs

7.6 Inspection Plan.

 The Implementation Contractor shall provide the necessary interfacing devices to monitor, log and
control the various functions and conditions of the implemented system.
 The Implementation Contractor has to submit the Inspection form for Material/Work regularly for
inspection to Consultant/Company/PMC.
 The Implementation Contractor should complete all the snag list before the next Inspection form
raised by the Consultant/Company/PMC.
 The Implementation Contractor shall submit the testing & commissioning format to
Consultant/Company/PMC for approval.
 At the final inspection a factory-trained representative of the manufacturer of the major equipment
shall demonstrate that the systems function properly in every respect

7.7 Testing Procedures.

The Implementation Contractor shall submit the testing & commissioning format to
Consultant/Company/PMC for approval. Any amendments made by the Consultant/Company/PMC at
any point of the contract shall be binding on the Implementation Contractor.

The testing and commissioning document has to cover the following minimum points:
 Format for Verification of Make and model of equipment as per approved specs.
 Format for Verification of QTY measurement as per approved BOQ.
 Format for checking Installation of Equipment location wise as per approved layout, cabling scheme
etc.
 Format for Functional checking of System performance & software functional checks as per Tender
document.

Testing call has to be given by the Implementation Contractor on a mutually accepted date to the
Consultant/Company/PMC. System will be taken over by the Company on successful commissioning. In
the event of failure of the system during testing, the Implementation Contractor has to rectify the same
and successfully operate it for two days before giving fresh call.

Till the commissioning & handover, the Implementation Contractor shall be the custodian of all the
materials at site, and in case of any theft or damages of any equipment / system before the handing over
for any reason whatsoever, The Implementation Contractor shall be solely responsible to replenish /
repair / reconfigure the same in good condition to the entire satisfaction of the Company. Final tests shall
be conducted in the presence of the Implementation Contractor, PMC & Company representative

All training shall be by the Implementation Contractor and shall utilise specified manuals and As-Built
Documentation

Operator training shall include seven, six-hour sessions encompassing:


 Modifying text and graphics
 Sequence of operation review
 Selection of all displays and reports
 Use of all specified OS functions
 Use of portable operators terminals
 Trouble shooting of sensors (determining bad sensors)
 Password assignment and modification
 Explanation of drawings, operator‟s and maintenance manuals
 Walk-through of the job to locate all control components
 Operator workstation and peripherals
 Operator control functions including graphic generation, if design includes colour graphics, and field
panel programming.
 Explanation of adjustment, calibration and replacement procedures
 Digital Multi-meter
 Dual Trace Oscilloscope
 Sine/Square Wave Generator
 Impedance Bridge
 Sound Level Meter – ANSI Type 2.
 Audio Spectrum Analyser
 Audio Distortion Instrumentation
 Video test pattern generator
 Video Waveform Monitor/ Noise Measurement Instrument.

One training session shall be conducted at system completion, and the others shall be conducted within
forty-five days of system completion.The Implementation Contractor shall submit the Approved SOP
(Standard Operating Procedure) for System.

7.8 Guarantee and Warranty

All products and services provided by the Implementation Contractor for the project shall be covered by a
comprehensive guarantee as mentioned in the general condition of contract document.

The installed systems shall be inspected by the manufacturer representative during implementation and
after completion of works and approved for quality of implementation and compliance to their installation
practices for certification of the site. Any defects identified shall be corrected at no additional cost to the
Company.

Labour to troubleshoot, repair, reprogram, or replace system components shall be furnished by the
Implementation Contractor at no charge to the Company during the warranty period.

All corrective software modifications made during warranty service periods shall be updated on all user
documentation and on user and manufacturer archived software disks.
