TDD↔FDD Mobility Without Rel 9 Combined FDD/TDD FGI
Feature

 In the RRC layer, there is no way for the UE to communicate to the


network that it wants to update its changed capabilities; therefore, UE
must perform NAS procedures Detach/Attach, which will force network to
query LTE capability
 Mobility between TDD and FDD
 Out of Service (OoS)
 Blind redirection
 Radio Link Failure (RLF)
 Idle mode reselection if inter-mode measurement is supported
 Same mobility scenarios will hold if UE camps first on TDD cell then
moves toward FDD cell
 FGI will be set to either FDD or TDD; the capability message content is:

 UE camps on FDD cell, and UE will provide FDD capability at LTE attach
 When UE in LTE IDLE goes out of service, UE can find TDD cell
 UE will initiate NAS Detach/Attach procedure which will force network to
query for LTE capability, and now UE will provide TDD capability

Blind Redirection

 UE camps on FDD cell, UE will provide FDD capability at LTE attach


 If network performs blind redirection to TDD cell as part of RRC
connection release, UE can find TDD cell
 UE will initiate NAS Detach/Attach procedure, which will force network to
query for LTE capability, and now UE will provide TDD capability
 If UE does not support Inter-mode measurement:
 UE does not support FDD measurements, while the UE is in TDD, nor TDD
measurements, while the UE is in FDD
 Note that this blind redirection can be enabled through a .efs file
fgi25_opt_disable (if product does not support Inter-mode measurement) with a
value 1, copied at /nv/item_files/modem/lte/rrc/cap

RLF

 UE camps on FDD cell, and UE will provide FDD capability at LTE attach
 If UE hits bad radio conditions, then as part of RLF recovery, UE can find
TDD cell
 UE will initiate NAS Detach/Attach procedure, which will force network to
query for LTE capability, and now UE will provide TDD capability

Reselection in Idle Mode

 UE camps on FDD cell, move toward TDD cell


 TDD cell becomes better than FDD cell, UE will reselect to TDD cell
 UE will initiate NAS Detach/Attach procedure, which will force network to
query for LTE capability, and now UE will provide TDD capability

 UE camps on TDD cell, sends TDD capability to network


 Move to 1X/DO/W/G via OoS/RLF/reselection/redirection/mode change
 Then UE will move from 1x/DO/W/G to LTE FDD via
OOS/RLF/reselection/redirection/mode change
 UE will initiate NAS detach/attach procedure which will force network to
query for LTE capability; now UE will provide FDD capability

Note: In LTE RRC specification, there is no way the UE can communicate to the network that it wants to
update its changed capabilities. Hence, the UE needs to perform NAS procedures detach/attach
which will force the network to query LTE capability.
