INTRODUCTION
The project envisages the construction of the new Boysun Gas Processing Plant (hereinafter named
BGPP) to produce a treated gas suitable for domestic use or export, produced at gas field “Mustaqilligning 25
yilligi” located in the Surkhandarya region of the Republic of Uzbekistan.

1.1. Scope of the Document


This procedure outlines the UZLE standard selection criteria for the Equipment and Plant Isolation
and their application to the project for Boysun Gas Processing Plant.
This procedure covers common isolation applications; it involves process and utilities equipment and
pipework.
Guidelines and general indications are provided also for isolation requirement for instrumentation.
Isolation requirements for the following categories will be covered:
• Unit Battery Limits (Unit shut-down for maintenance)
• On-stream Maintenance of equipment and valves
• Start-up
• One train from two or more
Requirements for ducting systems and piping systems containing air or flue gases under low pressure
are not part of the present document.

GENERAL

2.1. Scope of isolation


Primary objective of isolation is to provide a safe environment for performing maintenance, repair or
replacement on process facilities. Isolation valves and blinds shall be provided for the safe isolation of
equipment or systems/units in order to:

• Enables an entire system, piece of equipment or instruments to be safely taken out of service for
maintenance while other systems continue to function normally.
• Provides local physical and visual proof that an item of equipment or system has been safely isolated from
sources of inflow and backflow before maintenance activities can take place.
• Provides means to safely reinstate the item following its removal from service.
Isolation of equipment and lines may be required:
• For individual pieces of equipment in an otherwise live plant
• For a production unit as a whole
• To carry out maintenance
• For safe entry of Personnel
• To avoid flammable or toxic release to atmosphere
• To avoid contamination of products and prevention of leakage
• To avoid unwanted transmission of products
• To divert product to elsewhere
Isolation while performing maintenance or repair activities on process facilities means that:
• All the hazardous energy sources must be identified
• All hazardous energies must be isolated at the source
• Residual energy must be eliminated.
Isolation can be provided to equipment or piping items for maintenance purpose using various
arrangements depending on following factors:
• Piping rating (pressure and temperature of the service)
• Process fluid type (hydrocarbon, utility, toxic service, non-hazardous, etc.)
• Operational status of the system – shutdown and depressurization or still in service. Refer also to General
Notes in Paragraph 3.0.
The fluids characteristics need to be classified based on “Hazard Class and Category Code(s)” and “Hazard
Statement Code(s)” following the norm EC 1272/2008 (known as CLP Regulation).

METHODS OF ISOLATION
The methods of isolation for equipment and plants may be classified according to their effectiveness
in the following way:
• Positive isolation
• Valved isolation
o Proved isolation
o Non-proved isolation
• Isolation by other devices

General Notes:
1) Figures included in the present chapter are intended to show arrangement with isolation in place (i.e.
block valves are closed, drain valves are open, spades are in blind position, blinds on drain valves
are removed).
Valves in black colour are meant to be closed.
Valves in white colour are meant to be open.
2) It is assumed that “Equipment/process system” shown on the right of the Figures is properly drained,
depressurised, flushed and purged. Suitable facilities shall be available for this purpose even if are
not shown in the Figures and are not addressed by this practice.

3.1. Positive Isolation


Positive isolation incorporating the use of spades/spectacle blinds or removable spools and blind flanges. This
is the most secure form of isolation and is used where leakage presents an unacceptable risk and blockage
should be presented once the isolation is removed.

Positive isolation is achieved by a complete separation of the plant /equipment to be worked on from other
parts of the system, and there is therefore no possibility of loss of isolation due to equipment failure or operator
error.
Appropriate valve isolation shall be provided to enable the safe installation and removal of positive
isolation devices (eventually without shutdown of the main plant facilities).
Positive isolation shall be employed where entry into a confined space is to be undertaken or where
high-risk fluids are present.
Positive Isolation shall be achieved in one of the following ways:
• Disconnection and plugging or blanking of open ends or disconnection and removal of piping sections or
spool-pieces and plugging or blanking (blinding) of open ends.
• Insertion of a steel spade (blind) between flanges, or replacement of a spacer with a line blind.

A suitable system shall be employed that ensures no ambiguity between spades and slip-
rings/spacers (i.e. it must be clear to the operator whether the spade or slip-ring spacer is in place – whether
the system is isolated).
Representations of the possible Positive Isolation arrangements are reported in the following Figures:

Positive isolation shall be applied:


• To permit line isolation of major items of equipment or group of items;
• To isolate a section of plant during long term maintenance when a complete plant shutdown is not
desirable or necessary;
• Entry by personnel is required for maintenance or inspection.
• To eliminate the potential for hazardous fluid breakthrough into a vessel during personnel entry;
• To prevent contamination of utility supplies where these are permanently connected to a process unit or
package;
• Equipment is to be mothballed;
• When hot work is to be undertaken;
• Equipment has to be removed and opened while the rest of the unit is in operation. Exceptions to
this may be where work is minor and of short duration and the risk assessment determines that
the exposure time to remove the component or equipment and place blank flanges over open
flange ends is either reduced or within acceptable limits (e.g. removal of a control valve), valve
isolation may be sufficient
• All connections to atmosphere (i.e. vents, drains…) shall be adequately protected (e.g. by means of blinds,
caps...) against misoperations and to prevent possible injuries to operators.
All vessels requiring entry shall have the facility for installing a spectacle blind, spade/blind or
removable spool at every nozzle on the vessel and as close to the vessel as possible to ensure positive
isolation. Where the vessel forms part of a process train, there could be possibility of trapped hydrocarbon or
hazardous vapour anywhere in the isolated train. Therefore, positive isolation is required for the individual
vessel in the isolated train where vessel entry or hot work is required. For lined vessels, spools will be used
where frequent inspection of nozzles is required. Spool pieces shall incorporate a 90º bend to facilitate
removal.
All hydrocarbon handling equipment shall have the facility for a spectacle blind, spade/spacer or
removable spool. Either spectacle blinds or spades and spacers will normally be provided in order to achieve
positive isolation in accordance with the Piping Material Specification. Wherever it is permitted, spectacle
blinds shall be used in preference to spades. Spades and spacers are provided for larger diameter pipes and
higher rated systems as per following table. All spectacle blinds, blinds/spacers and removable spools shall
be shown on the P&IDs only for vessels to be opened while the rest of the unit is in operation. Additionally, in
case of vessels’ rigid connections (high rating or large diameter), as per Table 1 below, the spacer will be
shown in PIDs for all vessels.

Vents, drains and purging facilities shall be provided as necessary to check that the section of line is
free from pressure and fluids before breaking containment.
Blanks, spades (blinds), bolting, and gaskets shall conform to the piping specification for the line.
In special cases, e.g., during an overhaul, it may be acceptable to use non-pressure rated blanks, if
they do not perform a full pressure containment function, i.e. downstream of fully rated isolation blanks, or to
seal vessel nozzles from possible fume / vapour ingress.
Bolting should be of the correct length to accommodate any extra thickness of the spade.
Joint faces should be square and fully bolted (full threads through the nuts) and tightened.
The design shall consider the amount of flange spread necessary to remove and insert spades
(blinds), and the orientation of the flanges. Also, consideration for the inclusion of spacers at difficult essential
spading points should be made.
Because of the difficulty of providing sufficient flange spread for ring-type-joint (RTJ) spades, positive
isolation for RTJ systems is usually by removable spool with blanking of the open ends; the designer should
consider ease of removal of such spools, e.g., by including a 90° angle bend.
The design shall also consider line support requirements where a removable spool or spading
(blinding) point is provided.

3.2. Valved Isolation


Isolation by valves to perform maintenance or inspection work shall follow special procedures to
determine valve tightness (valve shall not allow gas or fluid to pass). Work shall be covered by a specific
control procedure, for example, a Work Permit.
Valved Isolation is most often used to maintain containment while Positive Isolation is being made,
and where Valved Isolation only is an acceptable option, i.e., in low-risk, non-entry situations.
Valved Isolation can be of two types:
• Proved isolation when effectiveness of valve closure(s) has to be confirmed via vent/bleed points before
intrusive work commences

• Non-proved isolation when no provision to confirm effectiveness of valve closure prior to breaking into
system
Control valves are not normally designed with adequate shut-off capabilities for effective isolation and
shall not be used in isolation systems.
Pneumatic or hydraulic-operated valves, which are designed to open upon the failure of the control
air, nitrogen, gas, or hydraulics, shall not be used for isolation purposes.
Locally operated Motor Operated Valves (MOV) can be used for isolation purposes in place of manual
isolation valves then they may be used for isolation purposes provided that lockout/tag-out procedures are
implemented.
Shut-down (ESD) valves must ensure reliability and gas-leak tightness of isolation.
It is recommended the use of the following type of valves, according to the type of fluid:
- Ball valve for Process Hydrocarbon at Gas Plants (Natural Gas and its condensate) and Fuel Gas up
to 24”. If the size is bigger than 24”, it will be used a Tripple Offset Butterfly valve for isolation (for
valves not used for maintenance, a normal butterfly valve could be used)
- Plug valve for Liquid Sulphur.
- Gate valve for amine (lean / rich) and utilities.

3.2.1. Proved Isolation


Proved Isolation can be achieved by means of:
• Double block and bleed (DB&B);
• Single block and bleed (SB&B).
When valve isolation is used as primary protection, it is important to have the possibility to verify the
integrity of the isolation prior to allow the breaking of containment.
This is normally achieved using a vent / drain point to confirm satisfactory depressurization / draining.
It is important that the bleed size is adequate (large enough) in order to ensure that a pressure build-up will
not occur.
Piping downstream of the isolation valve shall be installed with one vent or drain valve to confirm
satisfactory de-pressuring of the piping. The drain or vent valves shall be installed before the next flanged
connection.
A second drain or vent valve shall be used in the case when the fluid could cause the clogging of the
bleed valve.
Valved Isolation shall be achieved using reliable manual operated valves suitable for the relevant
Process service and capable of tight shut-off.

The following types of valves are considered suitable for process isolation:
• Gate
• Ball
• Triple-offset Butterfly
• Actuated valves such as ESD valves may be considered as isolation valves if they are fail closed, the
actuator must be isolated from all sources of power or air supply and the valve disabled before the valve
can be considered secure to ensure that the integrity of the shutdown system is not compromised.
Actual valve type selected shall be dependent on process conditions and in line with the piping
specification.
Globe valves may be used as part of a double block and bleed arrangement when used in conjunction
with one of the above valve types. Globe valves are not considered suitable isolation when in single valve
isolation configurations.
Check valves (non-return valves) are not considered suitable isolation valves.

Double block and bleed (DB&B)


A typical double block and bleed assembly for equipment isolation is the following:

Note: Upgrading of the arrangement in Figure 3-4 by means of installation of local Positive Isolation
and additional bleed should be taken into consideration based on specific Project requirements.

Any block valve is presumed to leak under a pressure differential. Isolation integrity is provided by the
bleed valve preventing a high differential pressure across the second isolation valve. Bleed sizing is critical,
particularly on high pressure gas systems, and shall be selected on an individual basis.
DB&B is useful for short duration maintenance under supervision, but becomes less adequate with
time. For this reason, it is usually combined with positive isolation that is independent of supervision for
maintenance lasting longer than a shift. DB&B is only required for the initial isolation and re-instatement.
The block valves are normally open with the bleed blanked off. When isolation is required, both block
valves are closed, the blank removed and the bleed opened.

Where there is an existing site practice to close the bleed valve following depressurization of the
blocked-in section, the bleed valve shall be re-checked at appropriate intervals during the period of isolation
(re-checks shall be at the time of permit to work revalidation to ensure continued isolation integrity).
A single block valve having two effective sealing surfaces with integral valved bleed from the body
cavity may be considered on a case by case basis for DB&B duty. This type of valve shall only be used for
general process isolation subject to acceptability of the valve design and approval for each application. In
general, use shall be restricted to clean gas service and clean non-hydrocarbon service.
A typical arrangement for double seals in a single valve body with a bleed in between is the following:

The distance between block valves shall be minimised. Appropriately rated ball, plug or gate valves
are considered effective as block valves for isolation. Butterfly valves may be used for isolation in some
circumstances provided they are appropriately specified for the service, like cooling water.

Single block and bleed (SB&B)


A typical arrangement for single block valve and bleed is the following:

When using single block and bleed method of isolation, the following shall apply:
• A single block valve with a vent, drain, or bleed on the side of the equipment to be taken off-line shall be
used. The bleed shall be installed before the next flanged connection.
• Any valve used for this purpose must be a reliable valve suitable for the relevant Process service. Control
valves, check valves or globe valves shall not be used for isolation.
It is deemed essential that some form of downstream depressurizing facility is available to allow
maintenance access.
The principle is similar to DB&B, but the procedure is less secure. The bleed valve is located on the
isolated vessel side of the block valve so that leakage can be tested prior to breaking a flange and swinging
a blind. If leaking, additional shutdown will be required in order to isolate the system.

3.2.2. Non-Proved Isolation


Non-Proved Isolation can be achieved by means of:
• Double block valves (DB)
• Single block valve (SB)
This method of isolation does not give any evidence of the block valve/valves tightening, therefore it is not to
be adopted in UZLE design except, if specifically required by Client, for those cases where a possible leakage
from block valve will not give any problem (safety, environmental, etc) to the operator (i.e. it can be adopted
only for no dangerous/harmful fluids in very low pressure and temperature conditions).
In such cases (e.g. revamping activities) where this configuration is already existing in the unit, it is suggested
to agree in writing with Client how to proceed, considering the opportunity to adopt the bleed configuration not
only in all the new isolation criteria but also to upgrade, where feasible, the existing ones.

Double block valves (DB)


A typical double block valves assembly (without bleed) is the following:

The integrity of the double valve isolation without intermediate bleed is basically considered the same as a
single valve, because of the inability to confirm the integrity of the upstream valve.

This constitutes a lower ranking isolation to double block with bleed but can be considered in some
applications to provide additional barriers in contrast to single block.
UZLE Isolation Requirement Matrix included in Attachment 1 does not encompass the DB option: its
applicability shall be defined on a case-by-case basis when specifically required by Client.

Single block valves (SB)


A typical arrangement for single block valve is the following:

Single block valve will provide the balance of general isolation as follows:
• For isolation, including that of instruments, in utility services (whether hazardous or not) in accordance
with the Isolation Requirement matrix (Attachment 1, below);
• For vessels, columns and exchangers where maintenance intervals are relatively long and positive
Isolation Requirement Matrix Attachment 1, below);
• For fill, vent, drain and bleed connections on system pipework not used during normal operation and fitted
with a blank flange.

3.3. Other Isolating Devices


Devices such as mechanically expanded plugs, inflatable bags or frozen plugs must not be used as
a primary form of Positive or Valved Isolation. Expanded devices may only be used downstream of a Positive
of Valved Isolation as a vapor or liquid seal to contain and direct to vent any small amounts of vapor, where
the pressure differential across the device can be monitored and controlled, where the application has been
engineered and where the particular application has been approved by Plant Management.
This use is usually to assist in making a local point of work safe by maintaining an inert buffer or
temporarily holding-back or diverting the flow of a fluid while a particular operation takes place, e.g., welding.
Each type of device has its own limitations and risks and should not be used without a detailed
examination of the potential for failure of effective sealing and implementation of the necessary precautionary
measures.
Inflatable bags are sometimes used as a primary pressure containment device for gas systems
operating at low pressures < than 0.07 barg (1 psig) above atmospheric, where facilities have been specifically

designed for this purpose. The use of these devices may be acceptable in isolated situations under controlled
conditions using documented procedures, appropriate permits, and management approval.
Attachment 1 shall be used for guidance on appropriate levels of isolation in the various categories
excluding isolations for entry, that shall always be by positive isolation as highlighted in section 3.1.
Where it is not possible to achieve the required standard of isolation, due to limitations in installed
facilities, a risk assessment approach should be utilised to define the required levels of additional checks and
controls necessary to achieve safe isolation. If the risk assessment identifies an intolerable level of risk, then
an alternative acceptable method must be identified or else the work deferred to a process shutdown.
An important aspect which must be carefully considered when identifying the appropriate degree of
isolation is that the act of spade / blind insertion itself necessitates breaking of containment.
For large spades or in difficult locations, this can represent a significant time period when containment
is breached. This may result in an unnecessary increased risk for a short duration job, which would then better
be performed without spading / blinding at particular large/ difficult location and find an alternative acceptable
isolation point.

3.4. Routing of Bleed Valves


Where there is a possibility of leakage of hazardous fluids (products classified as “A” or “B’’ according
to attachment 1 table), the appropriate safety measures shall be taken for routing and before opening the
bleed.
The bleed valve shall vent to flare (for gas service) or drained to a closed drain system (for liquid or
mixed phase service).
Need to prescribe the use of breathing apparatus by operators and maintenance personnel is to be
considered as well. BA are usually used in confined spaces, like pits or substations, where hazardous products
(products classified like “A” or “B” according to attachment 1 table) could be released while making
maintenance.
This may involve the use of a temporary hose (not allowed for fluids class “A” (gas or liquid) or gas
class “B”). Temporary hoses and fittings attached to Bleed valves that are used for draining and venting
operations shall be:
• Suitable for service
• Routed to a safe location
• Suitably supported, identified and protected
• Monitored regularly
Where the bleed is connected to a closed system, system may be subject to variable back-pressure, in these
circumstances a means of pressure measurement of the bleed space or a small drain or vent tapping shall be
provided to confirm adequate depressurization before breaking the integrity of the system.
Note:
Vents used for draining or venting which are connected to systems that may become pressurized,
such as closed drains or flares, must be closed afterwards and securely immobilized to maintain the
isolation envelope.

ISOLATION REQUIREMENTS
This paragraph is intended to indicate the criteria to be adopted in the selection of the proper isolation method
to be implemented.

4.1. Positive Isolation


Positive isolation is always required in case of Hot work or vessel or confined space entry.
In other words, everytime it could be possible that a vessel, equipment or whatever confined space is
accessed for inspection / maintenance, it shall be isolated from the rest of the plant by means of positive
isolation.
Valving arrangement to be installed in order to install positive isolation is indicated in Table in
Attachment 1 (Column D) in accordance to fluid category and pressure rating.

4.2. Isolation requirements


In those cases, in which equipment / vessel / confined space entry is not applicable, the requirements
for isolation to be achieved prior to break system integrity are indicated in Table in Attachment 1 (Column C).
Examples of such cases are the following:
• isolation of a control valve equipped with bypass before valve maintenance
• isolation of pump for maintenance (spare pump running)
It shall be noted that, depending on fluid category and on pressure rating, positive isolation could be
required as well.

4.3. Isolation of Battery Limits


Shutdown means that the plant, unit or system has been isolated and it is at atmospheric pressure,
drained, steamed out or purged and free of process fluids or chemicals.
For the complete unit shutdown, all the feeds and products will need to be isolated at the unit battery
limits.
For valves arrangement for Isolation of Battery Limits refer Isolation Typical Arrangement 2 - Battery
Limits in Attachment 2.
Each single unit shall have the possibility to be isolated. This would allow making maintenance on each single
unit without the need of depressurizing/purging also the connected units.

The following considerations have to be taken into account for B.L. valves arrangement design:
- Type of fluid
- Operating / design conditions
- Distance between connected Units
- Line size of interconnecting line and volume of fluid that could be trapped in.
- the installation of check valve at BL has been avoided on low pressure lines, where potential
blockage can occur and/or pressure drops have to be minimized.
According to the above parameters, it has been decided where to install a redundant B.L. valves arrangement
(B.L. valves arrangements at inlet and outlet of connected units) or a simple B.L. arrangement (only one valve
arrangement at the inlet or outlet of connected units). Refer to Attachment 3 – Block Diagram - Battery Limits
for final decision on B.L. arrangements number and location.

Note: The table presents a typical (default) configuration for instruments provision at B.L. In justified
cases, the configuration can be changed. Each such specific configuration change must be agreed upon with
the Company on a case-by-case basis.

4.4. Isolation of Utilities


Utilities that are permanently connected to process, but are used only for maintenance operations,
shall be isolated from process lines/vessels, in order to avoid utility system contamination or
overpressurization.

4.5. Heat Exchangers isolation


The following guidelines shall be used in determining heat exchanger isolation and blinding philosophy
for all process units and utilities systems:
• Provisions to safely isolate and blind heat exchangers, including air coolers, while the units are in
operation, shall be foreseen when the following criteria are met:
• The exchanger is known to foul and require maintenance at a frequency greater than the normal
turnaround schedule of the unit. Taking the unit offline to clean the exchanger would require significant
downtime, and consequent impact on refinery operations.
• The exchanger is known to be subject to significant corrosion problems leading to either internal leaks
or leaks to the atmosphere
• Is strongly recommended by technology Licensor or it is a common engineering procedure for that
service.
• Provisions to safely isolate and blind heat exchangers, including aircoolers, while the units in operation,
shall not be foreseen on exchangers in the following categories:
• Heat exchangers in units or plants that can be taken off-line for the duration required to service the
exchanger without jeopardising the operation of units that would have refinery wide implications.
• Heat exchangers that are part of a duplicate train of several pieces of equipment that can be taken
off line, while the remaining train continues to operate (in that case, isolation is provided to the
complete train).
• For Air Coolers, isolation valves and spectacle blind to be provided on inlet and outlet of each bay.

4.6. Vessels and Tanks


All vessels/tanks where manned entry is required for maintenance or inspection shall be provided with
positive isolation in the form of spectacle blinds/spades/spacers or removable spool pieces on every nozzle
that is connected to a closed system regardless of service.
Removable spools are the preferred method of positive isolation for relief lines and at flare KO drums
as it eliminates the risk of operating the system with a spade left in place following maintenance.
Where a vessel has a discharge at the top of the vessel and the line size dictates that the spacer
should be located in the horizontal, either a hooked nozzle shall be provided on the vessel with a spacer in
the horizontal, or a removable spool piece shall be used for positive isolation to avoid an additional set of
flanges.
Vents and drains which are open to atmosphere do not require positive isolation at the vessel/tank.
Vents connected to the flare, which are installed on a dedicated nozzle on the vessel/tank require a
removable spool for positive isolation at the nozzle. Manual vents connected to the flare shall be provided with
positive isolation in the form of a spectacle blind/spacer upstream of the vent globe valve.

4.7. Packaged Equipment


Valve and positive isolation will be provided at the package boundary when the package can be taken
out of service for maintenance while the rest of the unit is operational.
Consideration should be given to the valves already provided in the connecting pipework and inside
the package to avoid duplication of valving and positive isolation.
Where the package cannot be taken out of service – no isolation is required at the package boundary.

4.8. Control Valves


Valved isolation will be provided when the valve can be taken out of service whilst the plant is
operational. Permanently installed positive isolation is not required (spacers or spectacles) at control valve
installations as the control valve will be removed and blank flanges installed to provide the required level of
positive isolation.
Isolation is not required where the control valve cannot be taken out of service or where it is part of a
system or sub-system which can be shutdown and isolated easily. Where the system is large, consideration
should be given to provide local isolation.
A vent/drain valve is required both upstream and downstream of fail closed control valves. Fail open
control valves only require one vent/drain point located upstream of the control valve. Where double block
and bleed is required, additional bleeds between the block and control valves are not required.
The downstream isolation configuration is dictated by the rating of the system downstream of the
block valve.

4.9. Instrumentation
Permanent positive isolation such as spectacle blinds or spacers are not required at instruments,
when an instrument is removed positive isolation will be provided using either a blank flange or a plug.
Where interlocking of isolation valves is required, consideration should be given to include the
instrument isolation as part of the isolation sequence.

4.10. Pump isolation


If more than one (redundant) pump is installed, the piping should be able to cut off any pump while
the other pumps are running.
Pumps may need to be completely disconnected from the operating system for maintenance
purposes, so complete shutdown should be provided.

Attachment 2.
The pump must be piped in such a way that it is possible to dismantle the pump in the needed volume.

Consideration should be given to the following ways to use the drain and purge connections on the
pumps:
• In an environment free of hazardous products, the air vents, strainers and drain connections of the
pumps can be cut off by valves, gate valves or plugs
• In environments containing hazardous products, pump vents and purges must be connected to the
flare and/or drainage system piping.

4.11. Compressors isolation


The compressors are used one at a time or in conjunction with a standby or connected in series
compressor.
If the compressor system is redundant or can be decommissioned without interruption, the principles
described in paragraph 4.3. above shall be followed.
The cut-off point should be located as close to the compressor as possible to reduce the amount of
equipment from which the media needs to be removed.
If the compressor does not meet the above criteria, the complete unit shutdown is required.
Removable pipe inserts shall be provided on the suction and discharge sides for chemical cleaning
and disassembly to the required extent.

4.12. Dehumidifiers and adsorbers isolation.


Absorbing layers work simultaneously as long as one adsorber is in absorption (saturation) mode,
while the other is in regeneration mode.
Regeneration conditions differ significantly from standard operating conditions, i.e. high temperature
at low pressure. Thus, the cut-off of the node being regenerated is critical.
The cut-off circuit is selected according to the situation.

4.13. Filters isolation


The filters are usually installed with a reserve to enable maintenance and cleaning/replacement of the
filter elements without stopping the process.
For small filters and plant elements that cannot be entered by humans, shut-off valves designed for
the appropriate pressure and media characteristics are sufficient. Three-way valves should normally not be
used. Low-pressure lube oil filters are an exception in the standard design supplied by the supplier/factory.
For fluids that require double-valve operation, where equipment is frequently shut down (more than
once a year), a drain valve should be piped to the drain system.

For filters working with hydrocarbons and toxic media, venting of the flare and drainage to a closed
drainage system should be provided. For filters operating in inert or non-explosive media, provide for drainage
into an open drainage system (water, steam condensate) or into special containers (oil).

4.14. Control valves and bypasses


Control valves can be provided with bypasses to allow maintenance of the valves without removing
them. Bypasses are provided for valves in critical circuits where failure may result in facility shutdown and
where short-term operation via bypass is possible. On bypass lines, valves are provided to allow manual
adjustment.
Drainage from valve assemblies operating in a hazardous environment must be carried out in a
closed drainage system.
A drain connection before and after the control valve are required for Fail closed valves. For Fail
open valves, only one drain connection is required.
An exception is the control valves in the pipeline leading to the flare:
• These valves are followed by a single shut-off valve with a witness.
• If the control valve is part of a safety system/protection system, the shut-off valve that follows it must
be normally open/locked in the open position. These valves are followed by a single shut-off valve
with a witness.

4.15. Safety valves isolation


In order to ensure safe operation, safety valves must be checked at regular intervals and replaced if
passes are detected.
To replace or check the safety valve, it is necessary to decommission the vessel(s) to which it belongs.
Provision should be made for a back-up safety valve with appropriate shut-off, except for thermal
safety valves.
When installing paired safety valves, a locking device with a key must be used for the possibility of
their replacement, for locking the cut-off shut-off valve at the inlet and outlet of the safety valve. The keyed
blocking system is also used in cases where the equipment is protected by three parallel safety valves with a
capacity of 50%.
In order to isolate a vessel from flare during site shutdown/maintenance a spacer (+ spade) will be
installed at as close to the equipment as possible.
PSVs sparing and isolation philosophy is described in point 9.3 of document BGPP-UZLE-D-200-000-
0-PR-BOD-00001 BASIC PROCESS AND EQUIPMENT DESIGN REQUIREMENTS AND CRITERIA.
For single safety valves installed on redundant or series-connected equipment, only the outlet shutoff
valve is provided to cut off the system from the flare manifold for maintenance.
The operating procedure must detail the correct shut-off sequence before switching from the operating
valve to the backup valve.

Notes:
1. Positive isolation is achieved by either removable spools, spade/spacer or spectacle blind rated as per
relevant piping specification.
As per the description of section 3.1, the various other methods could be applied on case by case basis; such
as disconnection and blinding of open ends or disconnection and removal of piping spool-pieces and blinding of open
ends.
Various applications of positive isolation are also shown in Note 8 of ISOLATION TYPICAL ARRANGEMENT
3 - VESSEL in ATTACHMENT 2.
IMPORTANT: A double block and bleed (DBB) arrangement is not considered positive isolation if there is not
the insertion of a spade / blind or spool removal.
2. Positive isolation (blinding or spool removal) should be preferred although DBB or SBB is suitable such as
pump suction. DB or SB & blind flange with no bleed valve is typically used for Class D fluid and Class A/B/C without
drain/vent connections. This application is based on for case by case if necessary; such as drain lines for caustic and
sulfuric acid, instrument connections, etc.
3. There are exceptions to DBB application as per process design requirements. In case of low-pressure
system such as U215 and other units, SBB for control valve or positive isolation without block valve (blind only) shall
be applied with Company approval for equipment and control valve isolation in order to minimize the pressure drops of
valves and fittings.

4. As drain/vent connections on the stream of Class A/B/C are deemed NNF (Normal No Flow), SBB (single
bleed valve with blind flange) should be installed. See Detail A and B of ISOLATION TYPICAL ARRANGEMENT 1 -
DRAIN, VENTS AND BLEED VALVES.
- If no drain/vent connection are necessary, apply single or double block valves with blind flange as shown on
arrangement 1, 2, 3 and 4.
- In case of Class D fluid, if necessary the drain/vent connection maybe applied as per Detail A and B.

Notes:
1. The size of lines to be isolated and duration of work (e.g. longer than one shift) may
necessitate a higher category of isolation
2. The distance between block valves shall be minimized. Appropriately rated ball, plug or gate
valves are considered effective as block valves for isolation. Butterfly valves may be used for isolation in some
circumstances provided they are appropriately specified for the service. Globe or needle valves shall only be
relied upon to provide isolation of equipment for maintenance where these valves are infrequently operated,
e.g. level bridle vents/drains.
3. In case Positive Isolation cannot be achieved, a risk assessment shall be undertaken to
confirm safe execution of maintenance activities by valved isolation or need of additional measures to be
implemented
4. For RTJ flanges and lined vessels (requiring frequent nozzle inspection), spools shall be used
instead of blinds.
5. Where the vessel forms part of a process train it is acceptable to provide positive isolation at
the train boundary limits.
6. Battery limits configurations includes always positive isolation (see battery limit arrangement
inside typical P&IDs). Provide the required valving to install positive isolation on the battery limit side valve.

5. Warm up bypass around check valves applies to pumps operating at or above 150ºC, or if the
process fluid has a pour point higher than ambient temperature. The bypasss shall be sized for
2% of the normal flow or shall be 3/4" /whichever is larger). The bypass shall have a globe , and
shall be installed around the pump discharge check valve.
