“ELECTIVE LOCAL GOVERNMENT OFFICIALS”

NARRATIVE REPORT IN PA207

Last April 18 and April 20, we conducted our report via online class and face to
face class about Module 6 “Elective Local Government Official”. The Lesson One is all
about the Qualification and Disqualification, Manner of Election and Term of Office of
Elective Local Officials, it says that the qualifications of elective local officials are
provided by the LGC. Some of the qualifications are: Citizens of the Philippines;
Registered voter of the barangay, municipality, city or province; Able to read and write
Filipino or any local language or dialect and etc. While the following persons are
disqualified from running for any elective local position: Those with dual Citizenship;
Insane or feeble-minded person; Fugitives from justice in criminal or non-political
offenses here or abroad, those are some disqualification from running any elective
position.
And for my report slide 17-19 it is all about the disqualification from running any
elective position. Slide 17 “Fugitives from justice in criminal or nonpolitical offenses here
or abroad” it says that “Disqualified kana agad if meron kang tinakasan na kaso or
nonpolitical offenses dito man sa Pilipinas o sa ibang bansa. Kase ayaw mong
panindigan kung ano man ang naging kaso mo then mag seserbisyo ka sa bayan,
paano mag titiwala yung mga tao sayo if meron kang bad record.”

For slide 18 “Filipinos who are permanent residents in a foreign country or those
who have acquired the right to reside abroad and continue to avail of such right after the
effectivity of LGC” my explanation here is “Disqualified kana din agad if permanente
kanang naninirahan sa ibang bansa o nakakuha ka ng karapatan na manirahan sa
ibang bansa, kase hindi mo mapapagsilbihan ang nasasakupan mo if sa ibang bansa
ka maninirahan and kung dun kana permanenteng nakatira ay hindi mo alam kung
paano ang pamamalakad sa iyong masasakupan. And diba meron tayong requirements
para makatakbo ka sa election isa na dito ay yun an resident of the district, municipality,
city or province where he proposes to be elected. Sabi nga ni desah is paano ka
tatakbo kung di ka naman residents sa lugar na yun.”

For slide 19 “Insane or feeble-minded persons” and my explanation here is

“Disqualified ka din kung ikaw ay may sakit sa pag iisip o mahina ang pag iisip. For
example: is pwede tumakbo yung tao na baliw, then sya yung nanalo sa dun sa position
na tinakbuhan nya, so paano nya tayo mapapamunuan ng maayos kung may sakit nga
ito sa pag iisip, hindi naman sa pangdedescriminate sa may mga problema sa pag iisip,
nag sasabi lang naman po tayo ng katotohanan. And alam naman natin kung ano ang
kakahinatnan ng ating komunidad kung hindi po ito I di disqualify. May sakit nga po sa
pag iisip so wala po siyang kakayahan na mag isip ng tama kung mag kakaroon man
problema sa komunidad.”

The lesson 2 entitled Disciplinary Actions Against Elective it is all about the
Grounds for Disciplinary Actions, and the procedures in the Conduct of the Investigation
of Administrative Complaints For Disciplinary Actions. My report tackled about
Investigation of Administrative Complaint. In the first box it says that “No investigation
shall be conducted within 90 days immediately before a scheduled local election.”So in
my explanation here is “Bawal maginvestigate within 90 days or 3 months bago ang
local election.”

The second box “The investigation shall be terminated or completed within 90

days from the date it started or commenced” and my explanation here is “the within 90
days from the date na napasa yung complaint dapat magawa yung investigation pamula

sa pagpapasa ng complaint.” And last the third box “Failure on the part of the person or
persons tasked to conduct the investigation to complete or terminate the investigation
within said period is a ground for disciplinary action against such prson or persons.”
Lastly my explanation here is “If walang nagawang investigation within 90 days or 3
months (kung sino man ang nakatoka sa investigation) magkakaroon ng disciplinary
action against sa taong inerereklamo.”
