Mode (ADM) For Effective Business Management
This module was collaboratively designed, developed and reviewed by educators,
evaluators and reviewers from public schools to assist you, the teacher or facilitator in
helping the learners meet the standards set by the K to 12 Curriculum while overcoming their
personal, social, and economic constraints in schooling.
The learning resource hopes to engage the learners into guided and independent

acquire the needed 21st century skills while taking into consideration their needs and

BRIEF INTRODUCTION

Managers often consider human resources as their organization’s most important resource.
Very few administrators would argue with the fact that human resources are very important
for the efficient and effective operation of a company. To emphasize their importance, human
resource are called human capital, intellectual asset, or management or company talents. This
terms imply that the human resources are the drivers of the organization’s performance;
hence, staffing is a crucial function of managers.

Staffing is the human resources function of identifying, attracting, hiring, and retaining
people with the necessary qualifications to fill the responsibilities of current and future jobs
in the organization.

Two component of Staffing


1. Recruitment- the process of identifying and attracting the people with the necessary
qualifications
2. Selection-is choosing who to hire

Staffing steps
1. Identifying of jobs position vacancies, job requirement, as well as work force
requirements. What position do you need to fill, and the skills, education, experience and
traits that an employer expects someone to have to be successful in a job position
2. Checking internal environment of the organization for human resources. Comprises those
factors that affect an organization's human resources from inside
the organization's boundaries.
3. External recruiting is when a company searches for an outside hire.

4. Selecting those with essential qualifications for the job opening. Hiring the most qualified
candidates from the start
5. Placing the selected applicant. Finding and hiring the right employees for your
organization and then putting them into the jobs for which they are best suited.
6. Promoting. advance or raise someone to a higher position or rank.
7. Evaluating performance. To measure an employee's work and results based on their job
responsibilities.
8. Planning for employees career. To ensures a constant supply of promotable employees
9. Training of human resources a systematic setup where employees are instructed and taught
matters of technical knowledge related to their jobs.
10. Compensating human resources employee receives in return for his/her services to the
organization.

External and internal forces affecting present and future needs for human resources.

External forces (economic, technological, social, political, and legal factors.


Example; economic progress in a particular country may bring about increased needs
and wants among people.

Internal forces the firm goal and objectives, technology, the types of work that have to be
done, salary scales, and the king of people employed by the company that affecting staffing.
Example: salary scales offered by a company may not be high enough to attract
personnel who are really qualified for the job.

jobs in the organization.

 Management Succession awareness of the management potential within the organization
