Overview of Laguna Provincial Jail

The Laguna Provincial Jail is located at Brgy. San Pablo Sur, Sta. Cruz, Laguna
with a total land area of 1.5 hectares surrounded with perimeter wall with barbed wire
and concertina on top.

Inside the compound there are five dormitories. One dormitory for female and 4
dormitories for male Person Deprived of Liberty (PDL), 5 tower houses and one main
entrance gate. There are 2 stories Administration Building, 6 Visiting Areas, 1 Multi-
purpose Building, 1 mini Library, 1 Infirmary Building, 1 Kitchen Building, 2 Bay Firing
Range, 1 Cooperative Store and Basketball Court.

Under Revised Administrative Code of the Philippines Section 1731, stated that
“The governor of the province shall be charged with the keeping of the Provincial Jail
and it shall be his/her duty to administer the same in accordance with law and the
regulations prescribed for the government of the provincial prison”.

“The immediate custody and supervision of the jail may be committed to the care
of a jailer to be appointed by the provincial governor”.

Laguna Provincial Jail Function and Mission Statements is to receive, secure and
rehabilitate sentenced and detention prisoners committed to this jail by competent
authorities and to escort them to different courthouses and other destination and to
release/transfer prisoners as ordered by competent authorities.

Vision - The Laguna Provincial Jail committed itself to a safe, sound jail
management which aimed for a total inmate human development and to make them
law-abiding and productive citizen upon their return to the mainstream of the society.

The objectives are:


a. To maintain a clean, orderly and safe jail premises.
b. To take into custody and provide security to prisoners committed by
competent courts.
c. To prepare inmates socially, physically, spiritually as law-abiding citizens to
become acceptable upon their return to the mainstream of society.
d. To develop and attend to the welfare of Jail personnel to become competent,
dedicated and honest in the performance of their duties.
e. To manage jail resources, wisely, efficiently and economically.
f. To provide security to all provincial installation/properties and to the life and
limbs of VIPS when necessary.

Laguna Provincial Jail’s personnel strength were: Permanent-___, Casual-


___and Job Order-___ with a total of 95. It was composed of 3 Division: the
Administrative Svcs. Division, Security Division and Rehabilitation Division. Also
it has sections: Escorting and Subpoena & Prison Records Section, Receiving
and Releasing Section, Intelligence and Investigation Section.

The Laguna Provincial Jail was housed a total of 937 Persons Deprived of
Liberty. Male was____ and Female was _____.

The programs implemented were: a. Religious and Spiritual Program; b.


Sports and Physical Fitness Program; c. Decongestion Program/Para Legal
Program; d. Livelihood Program; e. Clean and Green Program.

Definition of Terms

Eligibility. It refers to the quality of state being qualified like Civil Service Commission
Eligibility (Professional and Sub-Professional Eligibility), Professional Regulatory
Commission Eligibility, CSC Special Laws and Resolutions Eligibility.

Laguna Provincial Jail refers to government agency wherein Persons Deprived of


Liberty were incarcerated while waiting trial and or serving sentence. It was under the
local government of the Province of Laguna.
