INTRODUCTION

A Definition of the Situation


For many people, the term "coronavirus" is scary. Additionally, it is known as Covid-19 and
is a viral infection caused by a newly discovered viral strain. It is a kind of virus that has been
associated with respiratory problems in humans. Before December 2019, when an epidemic
was found and verified by the World Health Organization found and confirmed an epidemic
in Wuhan, China, the virus was unknown (WHO). At the moment, the virus is spreading
around the world and has turned into a worldwide threat. Hundreds of people have been
killed. The Covid-19 epidemic is generally regarded as the defining global health calamity of
our time and the most danger since the Spanish flu. Covid-19 was discovered for the first
time in Malaysia in January 2020. The Ministry of Health was instrumental in ensuring that
preparations were made to restrict the virus's spread. Among the critical efforts taken by the
Ministry of Health to limit disease transmission was the establishment of health inspections at
any ports of entry. The installation of thermal scanners was one of the stages, according to
Datuk Dr Noor Hisham Abdullah, the Ministry of Health. This was done to assist in detecting
fever in tourists and travellers returning from foreign trips. Malaysians returning from Wuhan
were examined for COVID -19, identified, and held in temporary quarantine holding stations.

Individuals were quarantined and instructed to stay at home during the first pandemic
in 2020. On March 18, 2020, Malaysia issued a Movement Control Order (MCO) to boost the
Ministry of Health's efforts to contain the spread and fatalities. The MCO refers to the
limitation of people's mobility inside and outside of a territory. According to the Executive of
the Ministry of Health, the order was issued in compliance with the Prevention and Control of
Infectious Diseases Act 1988 and the Police Act 1967. It would assist in limiting the virus's
spread in the region. A pandemic may be readily managed if the sick people are socially
isolated, as shown in the China scenario. Schools are closed, many firms are closed, and
indoor activities are prohibited during the MCO. We were not permitted to go outside or
mingle with other people. We were advised to observe social distancing, which includes
keeping a one-meter separation, especially in a rural place. Additionally, we were instructed
to avoid touching objects randomly.

Furthermore, the illness is not spread by blood or blood products, nor is it applied via
mosquitoes or other blood-sucking parasites. The primary symptoms seem to be fever and
shortness of breath. Nevertheless, it is spread from person to person by saliva and bodily fluid
droplets caused by sneezing or speaking. The condition is often more severe in patients with
chronic disorders such as diabetes, heart attacks, renal failure, or the elderly. Fever, dry
cough, exhaustion, stuffy nose, headache, sore throat, vomiting, loss of smell, and shortness
of breath are all symptoms of infection. Additionally, quarantine may be used to contain the
epidemic. Those who have been in close contact with a suspected case must be isolated until
the test results are known. Isolation must last at least 14 days since this is the time of
incubation. According to the World Health Organization, Covid-19 has a 14-day incubation
period and may be spread throughout this whole time. Individuals with weakened immune
systems, such as the elderly and babies and those with a history of other illnesses, are more
prone to have severe symptoms after COVID -19 diagnosis.

PLANNING
Definition

Accurately identifying authority's goals, developing methods to achieve those goals, and
establishing an overall arrangement order are all part of arranging (Stoner). The most basic
administrative task is planning. Setting the stage for sorting out, driving, and regulating one's
abilities may be done efficiently. Arranging helps an organization sort out the paths it has to
take to achieve its goals. To plan, an organization must imagine what it wants to achieve and
determine how it intends to get there. In addition, organizing helps organizations assess their
existing strengths and weaknesses compared to their main competitors. There are many
examples of this, such as working with someone to assist them in achieving and maintaining
a certain level of health and well-being status, for instance, financially and socially. There are
ways to recognize this, such as providing or supplying time and expectation for the more
effective therapy and restoration administrations while concentrating on the less effective.

Importance of planning
Planning helps us with this and reduces the possibility of risks by general principle.

● PLANNING PROVIDES DIRECTION- Planning to organize ensures that goals are

highlighted to become a model for deciding which action to make.

● PLANNING ENCOURAGES INNOVATIVE IDEAS – Since the board's ability to

make decisions is essential, a different strategy might be viable. It is the most


challenging responsibility for the board since it drives all of the planned operations
that lead to development and growth.

● PLANNING AIDS DECISION MAKING – Supervisors are urged to study and

choose from various activities to prepare for the future. If possible, supervisors should
examine all options and choose the most logical one.

● PLANNING DECREASES THE CHANCES OF RISK – Planning is a method

leader may look to the future and prepare for change. It is possible to deal with

to be completed.

In only seven days, the number of illnesses went from 99 to 200, with the first two deaths

population of 11 million people in Wuhan. In addition, quarantine areas for Malaysians
returning from China were checked, identified, and quarantined. Both public and
commercial emergency clinics have also joined forces to meet the rising demand for their
services. Adopting health screening at all entrances is one of the MOHs quickest efforts to
prevent the spread of sickness.

The carrier team and MOH employees are also involved in this activity. Building a
sufficient number of clinics to manage the plague and provide emergency clinic care is the
next significant accomplishment made with the help of governmental authorities. To
provide the maximum possible ability to contain the transmission of illness, MOH plays an
important role. On March 18, 2020, the Movement Control Order (MCO) was implemented
to prevent the pandemic's spread. In or out of space, MCO is associated with a restriction on
the development of people.

Fundraising for patients who are harmed financially by the quarantine system is one
more breakthrough made by the MOH to reduce the burden of Coronavirus. Also, on March
1, 2020, 38 specialist clinical affiliations were formed to assist the Ministry of Health in
medical treatment (Malaysian Wellbeing Alliance, 2020).

The Ministry of Health (MOH) has established a temporary emergency clinic at


Taman Ekspo Agro Serdang (MAEPS) to deal with confirmed Coronavirus cases. The
temporary emergency clinic is equipped with computers, televisions, Wi-Fi connectivity,
lounges, and a few more basic offices for the convenience of patients and clinical personnel.
Malaysia was one of the first countries to provide a range of rapid responses to protect its
population against Coronavirus. There is a possibility that the case may peak around mid-

April. However, a decisive goal is to contain the financial and social impact, prevent its
spread, and provide care for its people.

Numerous residents have made promises to combat this disease, and this section
discusses the responses of several organizations and networks. Individuals have been urged
to stay at home and avoid major media, celebrities, and other influential figures. This
hashtag has been widely used in the press, and it is believed that the critical message to halt
the spread may reach people from all walks of life. In medical centres and research facilities,
policyholders are entitled to a screening test of up to RM 300. They will get RM 600 in

ORGANIZATION
Definition

Following the planning, organizing is one of the managerial functions. Organizing functions
will assist us in achieving the objectives set forth by the planner. The synchronization and
combining of human, physical, and financial resources will ensure that the company achieves
the desired results. These three resources are critical to the organization's ability to function
and achieve the goals that have already been established. It is critical to have structure to find
solutions to difficulties and challenges so that we do not waste time, effort, or money, and the
plan runs well (Juneja, n.d.).

Organizing strategy

When the covid-19 epidemic in Malaysia was revealed, the Malaysian Ministry of Health
(MOH) prepared and organized many things. The public's safety has been prioritized in
developing guidelines and policies to limit the spread of Covid-19. The Malaysian Ministry
of health will make the World Health Organization rules more detailed according to their
situations. That is one of the things the Malaysian Ministry of Health does to ensure the
safety of its citizens. The Malaysian Ministry of Health prepares a strategy to keep citizens
safe and monitors how effective the approach is.

The rapid breakout of pandemic covid-19 in Malaysia in early March 2020 prompted
Malaysia to declare a state of emergency on March 18, 2020, causing citizens to be fearful
and panicked. The general people are mostly concerned about their jobs and the state of the
economy, which makes life more stressful. With advice from the health ministry, these issues
cause the government to plan and arrange what the public and the government should do.
Malaysia was going through a political crisis at the time, which made every decision more
difficult. At the same time, the government was concerned about public health, so the
political crisis came to a halt in the middle of the pandemic. Tan Sri Muhyiddin Yassin has
been named the new Prime Minister of Malaysia. Following the announcement of Tan Sri

Muhyiddin Yassin, the next Prime Minister declared the lockdown and introduced the
directions for the public to follow, as well as the procedures that the Ministry of Health had
already set in place for the Covid-19 check-up. ("Int J Infect Dis"[jour], 2020).

The Ministry of health handled the first wave of COVID-19, which was completed
successfully within two months. However, when the second wave of COVID-19 occurred,
the Ministry of health was more restrictive with all the procedures and actions they needed to
follow. The MCO was announced to all countries from there. The Director-General of the
Ministry of Health further said the order was made under Prevention and Control of
Infectious Diseases Regulations 1988 and the Police Law 1967, which would help avoid
contagious diseases. If you are walking in a public place, you must use social distancing and
wear a mask.

The government and the Ministry of Health have made it mandatory for all citizens to be
quarantined after returning from a trip abroad and take the Covid-19 test, administered by the
Ministry of Health. According to the official website of the Ministry of Health, the quarantine
location has already been mentioned in annex 32. (Kementerian Kesihatan Malaysia, n.d.).
The Ministry of Health will always be prepared for whatever the outcome of the quarantine in
that location is and will always plan the necessary medical care so that everyone is assured of
receiving the treatment they require while the quarantine is in progress. Furthermore, the
Ministry of health's research department has already said that citizens should exercise social
distancing to prevent covid-19 infection. China has already demonstrated that isolating and
exercising social distancing can reduce the spread of illness to other individuals. Until last
year, social separation was already a part of our everyday life while we were out in public.

The health ministry got cash from the government and the business sector to ensure that the
covid-19 patients and hospital staff have enough medical equipment and ventilators. On
March 23, 2020, the Ministry of health received RM 600 million to prevent covid-19 in the
hopes that hospital staff, such as doctors and nurses, would do their best to provide the finest
treatment for covid-19 patients. Tan Sri Muhyiddin Yassin stated that RM 500 million would
be spent providing ventilators for patients and personal protection equipment for doctors and
nurses dealing with covid-19 patients. About 200 more nurses have been appointed to provide
the best possible care to fight against the covid-19 virus and ensure it does not spread.

Many hospitals are attempting to provide supplies to treat patients in the early stages of the
pandemic while waiting for the vaccine, which is expected to be introduced in early

December 2020. Vaccines are given to the general public to ensure and strengthen our
immunity so that we can fight infections that spread in various ways. Malaysia has received
66.7 million doses of the Covid-19 vaccine from manufacturers such as Sinovac, AstraZeneca
Plc, Sputnik V, and CanSino Bio, enough to inoculate approximately 110 percent of the
population (JKJAV & CITF, n.d.). The Ministry of Health has decided to distribute the
vaccine to all citizens in every corner of the country to ensure a strong antibody to combat the
viruses, as we do not know when the epidemic will end. In today's situation, older persons
require booster doses and courage to strengthen their antibodies and avoid covid-19 from
getting them unhealthy.

Since the pandemic outbreak, our Ministry of Health has issued a slew of recommendations
and procedures for citizens to follow. The current condition influences every decision taken
by the public administration ministry of health in our country. The Ministry of Health uses
three main portals to give the appropriate and up-to-date information to the public: the
official Ministry of health site, the Crisis Preparedness and Response Centre (CPRC),
Ministry of health Facebook, and CPRC telegram official. This allows individuals to reflect
on the current state of affairs in our country ("Int J Infect Dis"[jour], 2020).

Furthermore, the Ministry of Health holds regular press conferences and consistently
publishes vital information regarding the Covid-19. We were able to learn a lot more about
the pandemic this way, and it made us aware of the virus's dangers and the significance of
vaccination. Not only should we get vaccines, but we should also take care of our hygiene,
whether we are inside or outside the house, as the Ministry of Health advises. Hygiene will
also reduce the dissemination of the covid-19 virus to other people, allowing us to halt it from
spreading.

DECISION MAKING

Definition

1. Movement Control Order

3. Enhanced Movement Control Order


A more onerous requirement, called the EMCO, was enforced on a few sites. To address the
Coronavirus epidemic, Malaysia utilized a targeted strategy, first identifying high-risk areas
and networks. Within 14 days in green zones, there are no dynamic or cumulative instances;
yellow zones, between one and twenty cumulative cases; and red zones, between twenty-one
and forty cumulative cases. More than 40 cases in fewer than 14 days are considered a red or
high-risk zone, whereas less than 40 cases in less than 14 days are considered an orange or
low-risk zone. There are areas in each red zone where an EMCO may be required to operate
due to potential instability. As of April 23, 2020, seven EMCOs have been identified, in
which a complete lockdown is enforced with the help of the police and military, as of this
day. The EMCO might be relied upon by a hamlet, a lodging area, a business centre, or even
a condominium or lodging complex. Medical facilities have been built, families have been
relocated, and all business activity has been suspended except for required administrations in
an area where the RT-PCR technology has been used to detect Coronavirus. All inhabitants
may get free meals from the Social Government Assistance Office. All entrance and
departure points in the neighbourhood are closely scrutinized and may only deliver packages
inside a particular area. Coronavirus contaminations were effectively contained using this

other words, it is a primary function of every manager. There is no denying that control plays
a vital role in solving a problem. Thus, the controlling acts as a tool that helps assist in
resolving an issue. As proof, The Ministry of Health (MOH) has used this controlling method
to overcome deadly infectious diseases as it might be seen that the Ministry of Health (MOH)
has organized it properly to prevent the disease before spreading critically.

The Importance of control covid-19

The number of cases of covid-19 infection in Malaysia is increasing day by day. Therefore,
the government must carry out its responsibilities by giving new implementations to the
people. If the government does not control this issue well, this will affect three main aspects:
political, economic, and social. The government should emphasize these things to ensure our
country does not suffer and even more so to the people. Our economy will decline due to
improper management in controlling the disease. As well as our people, they will face the
pressures of life due to our unstable economy. When the people do feel uncomfortable, then
politics in a country will not be functioning well. Hence, the government needs to perform
well and understand and comprehend the current situation. They need to prioritize the people
first. Since it was a pandemic, the people had a lot of problems that made them inactive. Our
population is also declining due to this pandemic. The government must have shown its

responsibility to overcome this infectious disease. The decreasing of the population does not
necessarily occur.

Steps in controlling of covid-19 (Controlling strategy)

Movement Control Order (MCO) which prepares the police, armed force, and other security
powers, ought to be complimented as it can handle the development of regular folks and
forestall the spread of Coronavirus. Even though MCO is complex and impacts the economy,
it is the most practical and vital step to manage Coronavirus counteraction. Measures to urge
individuals to wear nose and mouth covers, direct screening tests to recognize diseases, wash
hands and embrace a sound way of life are additionally viable in managing the pestilence.
Meanwhile, individuals are asked to change their life practices, like staying away from waste
and contamination.

In conclusion, the pandemic will not end in the near time. It is alarming to see that the
virus had taken so many lives within a year. Despite the fact that COVID-19 is a global
pandemic, different countries may have varied symptoms. As a result of the frightening trend
witnessed in other countries, beneficial initiatives and efficient measures to battle the
pandemic have become the main focus of the Malaysian government in the early stages of its
debut in the country. Apart from that, cases of COVID-19 were referred to specialized
fatalities as a precautionary step to isolate the infected patients and prevent them from
spreading the virus to others. To accelerate the sample tests and the delivery of results, the
capacity and capabilities of the laboratories were enhanced. To suggest, a Movement Control
Order (MCO) was carried out on March 18, 2020. This method is one of the government's
most significant alternatives to breaking the chain of Covid-19 cases within the community.
On the other hand, this difficult decision has clearly impacted all sectors, especially the
economy, from the lowest levels of individual income to the large- scale of international
trade. Nevertheless, Malaysians had expressed their consistent support for MCO enforcement
by using the trademark stay at home to relieve the burden on our unsung heroes- the
frontliners. Medical workers had to deal with an increasing number of patients every day. It is
heart breaking to know that they must be away from their family just to save one's life. Not
only the Ministry of Health (MOH) but the society also played important roles in managing
the Covid-19 pandemic. By following the guidelines and practicing the new norm, we surely
are able to control the spread. New norms include social distancing, wearing a mask in
public, keeping your hand sanitizer before touching things, not shaking hands or hugging.

People need to work hand in hand with not only the frontliners but with the Ministry of
Health and the government to make this new norm happen in order to break the chain.
