1. Purpose

1 This procedure is issued to ensure that all electrical works, tests, pre-
commissioning and commissioning are carried out in full compliance with
applicable Industry codes, RC standards, project specifications, drawings and
method statements.

2 This Method statement procedure establishes the inspection and test instructions
to be followed during the execution of Electrical and associated works for
GENERAL HOUSING IN COMMUNITY AREA DISTRICT 1 - AREA 3, HARA 4,
PHASE 1 project.

2. Scope of the Method Statement


This method of statement is applicable to all electrical installations, commissioning and pre-
commissioning activities, inside buildings and outside (utilities) which includes in accordance
with the project specifications, Shop drawings that will be undertaken as per the issued scope of
work 00-000-00 and in a safe and orderly manners, meeting the requirements of Royal Commission
in Jubail and Yanbu construction/HSE and applicable quality standards, This procedure applies to
the following main items but not limited to:
 PACKGE SUB-STATION.
 POWER MOUNTED SWITCH GEAR.
 MEDIUM VOLTAGE CABLES.
 LOW VOLTAGE CABLES.
 MANHOLES, HANDHOLES and DUCTBANKS.

- This project shall be designed and implemented in accordance with the latest revision of
applicable drawings and standards.

4.1 Construction Manager:

- Schedule the project in logical step and time required to meet deadlines.
- Determine the labor requirements and dispatch workers to construction site.
- Ensure the construction teams are fully aware of the safety requirements and comply with the
regulations.
- Interpret and explain plans to staff and client representing.
- Co-ordinate all the internal department and obtain necessary permit and license for smooth
installation of all activities.

4.2 Site Engineer:


- To organize the required manpower, equipment, materials and tools for electrical work
activities as required on the project scope of work, schedule and specifications.
- Ensure construction is as per latest revision of drawings.
- To monitor and supervise site related construction activities like Street Lighting poles
installation, termination and testing.
- Ensure that notification time to quality department is sufficient to allow verification and
processing of the official RFI.
- Co-ordinate with client delegates, subcontractor personnel and attend kick of meeting to
discuss construction schedule and progress.

4.3 Engineering Department:

- Provide technical support to construction site execution section by providing drawing,


procedures, material specifications, standard and technical specification.

4.4 QA/QC Manager:

- Assist and co-ordinate with construction manager and all personnel assigned to the project in
establishing overall project quality management plan based on the approved standards.

- Responsible for ensuring the project quality management policy, plans and procedures are
implemented effectively and are suitable for the purpose and use for which they are
intended. Coordination and Communication with client on Project quality implementation.

4.5 QC Inspector:
shall monitor all the ongoing activities and will make sure that work is being done as per the approved
Method Statement, IFC and approved shop drawings.

4.6 Surveyor:

- shall report to the CM and Site Engineers, also responsible in determining the precise
location, distances, directions and elevation of points, lines and contours of important
features in the survey area. Records the results of surveys and verify the accuracy of data,
prepares plots for documentation.

4.7 Safety Manager:

- shall be responsible for the preparation/reviewing of the safety control of this MS, controlled
construction activities and verifying proper implementation.

4.8 Safety Officer:


- shall monitor all the ongoing activities and will make sure that work is being done
- will ensure that daily toolbox talk is carried out before the commencement of work, at all
work location, as per HSE plan.

Battery tester, Digital multimeter, Omicron, Circuite breaker analyzer, clamp multimeter,
Earth tester, Torque wrench, CT Analyzer, HI Potential meter, Leveling device tools,

will be used as necessitated by work procedures.

Document Complied electrical system should contain the following

- All materials should be meet required standards & specification.


- Inspection should be witnessed by authorized QC Inspector in accordance with
Approved ITP.
- Ensure that all the test equipment to be used shall have a valid calibration
certificate

5. Packge Sub-Station
5.1. Material Receiving, storage and handling of Package Sub Station:
- Upon arrival at site, the equipment shall be checked for completeness and physical
condition. Protect the equipment from physical damage from work of other trades.
- Verify Factory Test Result and Certification.
- The location and method of identification shall not affect the function or quality of the
material.
- Check that Package Sub Station was in accordance to approved Project drawings and
specification, Manufacturer / vendor drawings and schedules.
- Materials received at site will be inspected and ensure that the materials are as per
approved material submittals and drawings.
- Electrical equipment’s and accessories will be stored in a place free of water, dust
and adequately covered. Ensure proper storing/ handling of the Electrical materials
without damaging the surface tools and equipment.
- PSS shall have a weatherproof enclosure.

5.2. Procedure for Electrical Works:

+ Pre-Installation:

Examine areas and space conditions for compliance with requirements for package substations and
other conditions affecting performance of work.

Examine roughing-in of conduits and grounding systems to verify the following:

1. Wiring entries comply with layout requirements.


2. Entries are within conduit-entry tolerances specified by manufacturer and no feeders will
have to cross section barriers to reach load or line lugs.

Examine walls, floors, roofs, and concrete bases for suitable conditions for package substation
installation.

Verify that ground connections are in place and that requirements in Section 260526 "Grounding and
Bonding for Electrical Systems" have been met. Maximum ground resistance shall be 5 ohms at
package substation location.

Proceed with installation only after unsatisfactory conditions have been corrected.

+ Installation:
- Ensure Package substation are as per approved project technical specifications RC
Standard Division 26 - (261117), drawings and required specification.
- PSS shall have a level concrete pad and conforms to approve Construction drawing.
- Prepare the concrete work for foundation or platform as per IFC and Maintain minimum
clearances and workspace at equipment according to manufacturer's written instructions and
NFPA 70
- The location where a PSS is to be placed should not expose the unit to possible
damage from moving equipment.
- Prior to installation, ensure that all installation detail instruction manuals, latest revised and
approved drawings are available at site for location and orientation of installation. Package
SubStation shall be carefully handled and transported to designated place.
- should be all civil works completed and area clear and clean.
- Check and verify cable entry to PSS, before installation of PSS, consider and check lay-out
of cables upon placing and fixing.
- Ensure that the environmental conditions are suitable for the installation of PSS.
- Encase the underground conduit/duct system extension in concrete. Extend the grounding
conductor in the duct bank as shown on the Royal Commission standard drawings.
- Conform its level in horizontal and vertical is good.
- Fix and tightened the bolts, nuts with torque wrench up to the recommended torque value.
- Connect primary cabling and grounding cables to the package substation.
- Before termination verify connection of phasing and cable schedule in accordance to single
line diagram.
- Connect the incoming and outgoing cable as per termination details and installation drawing.
- Tight the gland and all bolt, nuts.
- Installed a ground grid including ground rods and one test well as shown on the Royal
Commission standard drawings.

+ Methodolgy:
1- Surveyor locate the coordination and level of the Exacavation for the base foundation.
2- Ensure the PSS foundation in place and correct level.
3- Use boom truck or crane to lift the unit and we have to ensure that it’s able to carry the
weight of the PSS unit.
4- Lift the PSS unit from lifting bolts and make sure protect the PSS unit from damages.
5- Fix and tightened the bolts, nuts with torque wrench up to the recommended torque
value.
6- Ensure approved documents like shop drawing and SLD are available with the
installation team.
7- Terminate the incoming and outgoing cable as per single line diagram using proper
tools.
8- Connect the incoming and outgoing cable by using terminiation kit as per termination
details and installation drawing.
9- Connect grounding cables to the package sub-station.
10- Clean the termination and breaker cubicles with vacuum cleaner and hand brush to
clean the dust and small metal pieces fallen during cable cutting and terminating
process.
11- Ensure the busbars and interconnecting terminals are free from dust and damage.
12- Provide identification for all the cable termination as per specification requirement and
SLD.
13- Dress the cables neatly with cable ties / cable cleat.

6. Pad Mounted Switch Gear


6.1 Material Receiving, storage and handling of Power Mounted
Switch Gear :
- Deliver in sections of lengths that can be moved past obstructions in delivery path as
indicated.

- Store switchgear indoors in clean dry space with uniform temperature to prevent
condensation.

- Store in a dry, clean location, placed on a level surface to prevent strain and possible
distortion. During the construction period, provide protection against dust, dirt, falling objects,
dripping water, water, excessive moisture, and other possible causes of damage to the
equipment. Any temporary covering shall not restrict ventilation and may not be removed
until the equipment is ready for installation.

- If stored in areas subjected to weather, cover switchgear to provide protection from weather,
dirt, dust, corrosive substances, and physical damage. Remove loose packing and
flammable materials from inside switchgear; install electric heating (250 W per section) to
prevent condensation.

- If outdoor switchgear cannot be installed and energized, temporary power shall be provided
for the operation of the space heaters provided so as to prevent condensation of moisture
within the housing.

- Ventilation openings shall be left open to permit proper air circulation.

6.2 Procedure for Electrical Works:

+ Pre-Installation:

and other conditions affecting performance of work.

Examine roughing-in of conduits and grounding systems to verify the following:

1. Wiring entries comply with layout requirements.


2. Entries are within conduit-entry tolerances specified by manufacturer and no feeders will
have to cross section barriers to reach load or line lugs.

Examine concrete bases for suitable conditions for Pad Mounted Switch Gear installation.

Verify that ground connections are in place and that requirements in Section 260526 "Grounding and
Bonding for Electrical Systems" have been met. Maximum ground resistance shall be 5 ohms at Pad
Mounted Switch Gear.

Proceed with installation only after unsatisfactory conditions have been corrected.

+ Installation:

- Switchgear shall be installed in accordance with manufacturer's recommended practices and


applicable standards and per the approved design and shop drawings. All work shall be
performed by qualified field personnel.

- Locate switchgear to allow sufficient working space and to operate a 2m long hot stick.

- Switchgear foundation pad shall be constructed in accordance with Section 033000, 071113
and 071326 of these specifications and the RC Standard drawings coordinated with
switchgear shop drawings. Top of pad shall be not less than 150 mm above finished grade.
The size of the concrete pad shall be adjusted to allow 150mm clear all around the
switchgear assembly.

- Support and connect primary cables to the switchgear bushings. Grounding rods and cable
shall be in accordance with Royal Commission Specification. Connect ground cables and
cable shields to switchgear ground bus.

- Seal the enclosure interface with the concrete pad to prevent ingress of water and dust.
Contractor shall be responsible for the completeness of the erected equipment.

- Upon completion of the installation, the equipment shall be field tested for electrical
parameters and mechanical performance in accordance with manufacturers’
recommendation.

- Contractor shall submit commissioning procedures and test forms for Royal Commission
review and approval. Test reports shall be furnished.

+ Methodolgy:

6- Ensure approved documents like shop drawing and SLD are available with the
installation team.
7- Check the label/marking to ensure that it is the right panel and check the position
according to the shop drawing.
8- Check the breaker rating and the provision for cable / bus bar termination
9- Set the breaker current rating as per approved shop drawing.
10- Terminate the incoming and outgoing cable as per single line diagram using proper
tools.
11- Megger the Pad mounted switchgear after connecting the compartments.
12- Megger the cables before terminating.
13- Megger the panel after termination, when I/C open and O/G closed.
14- Check working of motorized breakers.
15- Clean the termination and breaker cubicles with vacuum cleaner and hand brush to
clean the dust and small metal pieces fallen during cable cutting and terminating
process.
16- Ensure the busbars and interconnecting terminals are free from dust and damage.
17- Provide identification for all the cable termination as per specification requirement and
SLD.
18- Dress the cables neatly with cable ties / cable cleat.
19- Double check the connections by tightening the terminations.
20- Keep the approved single line diagram inside the Pad mounted switchgear.
21- Inspection shall be offered for QC Verification before Saudi Electrcity company
inspection.

7. Medium Voltage Cables


7.1 Material Receiving, storage and handling of Medium Voltage
Cable:
- The Contractor procurement department seems to be checked all cable and termination
materials delivered to the site. Upon receipt, the material will be inspected, and tagged
as necessary to facilitate traceability.
- Receiving Cable & termination materials shall be inspected with shipping documents,
packing list, and outline drawings instruction book for shortage, damage or evidence of
hidden damage.
- Once the check is completed at site, and the compliance to the documents has been verified.
The material will be handed over either to the site temporary warehouse or directly on the
construction site.
- Cable shall be checked with end caps.
- The site personnel in charge. After handover from contractor procurement
department will also be responsible for ensuring all materials are placed and kept
correctly. All components will be numbered with an appropriate coding system that will be
prominently displayed on it.
- The concerning materials shall be loaded into appropriate delivery truck to prevent damage.
- Upon arrival at site, the equipment/material shall be checked for completeness and physical
damage.
- Prior to removal to site, the equipment shall be identified and checked against the data
sheet.
- Electrical materials shall conform to all applicable requirements, standards, and
specifications prior to release to be used as part of the work.

7.2 Procedure for Electrical Works:

+ Pre-Installation:

- Proof conduits prior to conductor installation by passing a wire brush mandrel and then a
rubber duct swab through the conduit. Separate the wire brush and the rubber swab by 1200
to 1800 mm on the pull rope.
- Wire Brush Mandrel: Consists of a length of brush approximately the size of the conduit inner
diameter with stiff steel bristles and an eye on each end for attaching the pull ropes. If an
obstruction is felt, pull the brush back and forth repeatedly to break up the obstruction.
- Install, test, and commission under the supervision of the cable manufacturer's
representative the cable systems.

+ Installation:

- Install cables according to IEEE 576, approved drawings and manufacturer’s written
instructions.
- Install the cable system in underground duct banks and manhole system, and within
substation in cable trays.Install the cable system direct buried in concrete encased ducts at
road crossings and within substation in cable trays.
- Pull Conductors: Do not exceed manufacturer's recommended maximum pulling tensions
and sidewall pressure values.
- Where necessary, use manufacturer-approved pulling compound or lubricant that will not
deteriorate conductor or insulation.
- Use pulling means, including fish tape, cable, rope, and basket-weave cable grips that will
not damage cables and raceways. Do not use rope hitches for pulling attachment to cable.
- Use pull-in guides, cable feeders, and draw-in protectors as required to protect cables during
installation.
- Do not pull cables with ends unsealed. Seal cable ends with rubber tape.
- Install direct-buried cables on leveled and tamped bed of 75-mm-thick, clean sand. Separate
cables crossing other cables or piping by a minimum of 100 mm of tamped earth. Install
permanent markers at ends of cable runs, changes in direction, and buried splices. Install
duct banks and raceways in accordance with section 260543 “UNDERGROUND DUCTS
AND RACEWAYS FOR ELECTRICAL SYSTEMS”.
- Install "buried-cable" warning tape 305 mm above cables. Refer to RC Standard drawings for
details.
- In manholes, hand holes, pull boxes, junction boxes, and cable vaults, train cables around
walls by the longest route from entry to exit and support cables at intervals adequate to
prevent sag.
- Install cable splices at pull points and elsewhere as indicated; use standard kits.
Provide concrete encased ducts at Road crossings per Royal Commission standards. Where
possible, provide a maximum vertical separation of 500 mm for pipes less than 1000 mm
diameter and larger and a minimum of 300 mm for pipes less than 1000 mm diameter. If
requirements cannot be met, provide encasing of utility crossings or install concrete encased
duct. Show Splice/joint locations on plan and profile routing drawings. Obtain approval from
Royal Commission for locations.
- Provide backfill material, warning tapes, concrete slabs, and the like per RC standard trench
details.

- Selected backfill material shall have the consistency of sand having typical particle size
ranging between 0.05 mm and 5 mm with approximately even distributions of 50 percent of
the material in the 0.05 mm to 0.7 mm range and 50 percent in the 0.7 mm to 5 mm range.
- Ordinary backfill shall extend from warning tape level up to the finished grade. Ordinary
backfill material can be obtained from the native soil. It shall not have more than 10 percent
stone and the largest size stone shall not exceed 15 mm.
- Locate concrete slabs and warning tapes in the trench as shown on contract drawings.
Provide bright orange colored plastic warning tape at least 300 mm wide by 0.1 mm thick laid
continuously over each cable circuit for the length of the route. Indelibly mark the tape with
black lettering in English and Arabic with the words: CAUTION CHECK CABLE 700mm
BELOW
- Mark direct buried cable routes with precast concrete markers. Provide straight route
markers at 50 m intervals staggered on both sides of the trench. Mark Bends with additional
markers.
- Cable marker shall have a stainless steel or aluminum plate affixed to the top and
embossed or stamped and painted with the words “HIGH VOLTAGE CABLE”, in
Arabic and English, plus the kV rating. Add the word “JOINT” on joint markers.

+ Methodolgy:

 Excavation:

1- Permit to Work shall be raised for the excavation clearly mentioning the location of
work, size of excavation and levels.
2- Excavations area shall be surveyed and marked to the lines and levels as shown on
the drawings.
3- Ensure the working area at any confined space is free from any Hazardous.

 Pulling:

1- Insulation resistance of the cables shall be checked before laying cables.


2- After the test, the end of the cable shall be sealed to prevent the ingress of moisture.
3- Location of the panels / equipment shall be identified.
4- Cables shall be lubricated if bends in conduits are encountered in a run to facilitate
drawing in.
5- Cables must not be bent to a radius of less than 12 times the overall diameter of the
cable.
6- Rollers must be used where cables are installed in an open trench using a pulling
rope and eye; cable rollers are to be used at frequent intervals to support the cables
and must never be more than 3 meters apart.
7- The rollers are to be placed securely to prevent movement.
8- The pulling rope must be equipped with a swivel and be attached to the cable by a
stocking grip with pulling eye.
9- The cable drum intended for cable pulling shall be identified as per that indicated in
the drum schedule.
10- The cable drums shall be un-packed and placed on a cable roller, as required.
11- Cable laying will generally start from one end of the route length or at any suitable
point, as necessary.
12- The drum shall be lifted by required equipment and placed on the jacks.
13- The cable drum will be correctly positioned and the direction of cable pulling as
indicated by arrow on the drum shall be complied.
14- The cable shall be drawn into the trench smoothly with a minimum of stops to avoid
irregular movement.

 Termination:

- Termination point inside the panels / equipment shall be considered for suitable spare length
to be left available during pulling of cable termination.
- After cutting the cable to the required length the termination work will be conducted as per
RC and SEC Standard.
- Jointing and Termination will be carried out as per RC and SEC standards. All jointing and
termination work will be carried out by trained technicians, experienced in such work for the
operating voltage concerned.
- Proper crimping tools shall be used compression type lugs. All cables are to be terminated
used glands of proper type and size as per area classification.
- The gland shall be assembled strictly in accordance with manufacturer’s instruction,
particular attention being paid to ensure good mechanical and electrical contact between part
without excessive strain or distortion of cable.
- The entire body of the cable must enter the gland. The cable shall be on a straight axis from
a point at least six diameter before entering the gland. Seals shall be checked for correct size
at the point of application.
- Unused cable entries shall be closed with plug suitable for the degree of protection
classification.
- After completion of indoor and outdoor termination the cable is ready for Testing.

 MV CABLE SPLICING:

1. Initially the cable is meggered at 5kv for 1min.per phase to phase and phase to earth.
2. Remove the over sheath of the cable accordingly. Remove the armour from the end of
the over sheath. Attach a wire binder around the armour20mm from the end of the over sheath.
Clean the end of the over sheaths for a length of about 250mm.Slide the sealing sleeve over the
cable end. Disassemble the clamping rings. Slide one clamping ring lug downwards over the
cable.
3. Remove the bedding 20mm above the end of the armour. Attach an earth lead to each metal tape
shield(if any) or the lead sheath, as appropriate, by soldering or any other equivalent method. Pass
the end of the earth lead down through the clamping ring and connect them to the lugs of
clampingring.
4. Spread the armour wires and screw the other clamping ring loosely to the lugged clamping ring.
Attach the earth conductor to one lug of the clamping ring. Wrap the sealant tape round the earth
conductor and the over sheath so that it will be just below the armour wire ends.
5. Tighten the clamping ring. Bend the armour wires back and bind the ends to the over’s heath with
wire. Avoid any sharp wire ends sticking out. Wire ends should be covered with plastic tape.
6. Position the outer sleeve centrally over the clamping rings. Shrink it into place starting at the
center. Shrink the lower end first and work towards the upper end. Installation of armour earthing
assembly complete.
7. Separate the cores. Wrap an earth lead round each core and solder tackite to the metal tape
shield(or attach the earth lead by any other equivalent method).Fill the earth lead with solder to form
a 30mm moisture block 30mm from the over’s heath end. Remove the release paper and wrap
onelayer of sealant tape(red) round the overs heath end for 80mm underneaththe earth lead.

8. Bend and shape the cores into their final position.Cut the cores to therequired length.Place a
temporary wire binder around the cores. Tear off the tape shield against the wire binder.Thoroughly
remove the core screen to 20mm above the metal tape shield cut.The surface of the insulationshould
be free from all traces of conductive material.All irregularities should be smoothened.
9. Cut the cable to the required length and remove the over sheath. Leaveenough length to set the
cores into the final position.Clean and degreasethe end of the over sheath for about 100mm.
10. Remove the wire binder from the end of the metal tape shield.Removethe realease paper and
wrap the void filling strip(yellow) for 5mm onto themetal tape shield,continuing over the core screen
and 10mm onto theinsulation.Stretch the strip to half of its original width to achieve afine,thin edge
onto the insulation.Place the stress control tubing(black)over the cores and position them 70mm
above the end of the over sheath cut.Shrink down the tubing starting at the bottom and working
upwards.
11. Remove the release paper and slide the breakout over the cores.Pullthe breakout as far down the
crutch as possible.Shrink the breakout intoplace starting at the center.Work first towards the lower
end and thenshrink the turrets onto the cores.
12. Remove the release paper from the red tubing.Place the tubing overthe cores with the sealant
coated end downwards.Push the tubing overthe breakout turrets as far as possible and shrink it down
starting at thecrutch and working upwards.Tie the shielding wires or the earth lead witha wire binder
to the over sheath below the breakout.Gather the shieldingwires together to form an earth end.
13. Cut back the insulation according to dimension K=depth of cable lugbarrel hole+5mm.install the
cable lugs.Clean and degrease the insulationand the lugs.Cut the tubing back onto the connector
barrel if necessary. Post heats the palm of the lug until a bead of mastic appearsaround the top of the
tubing.Allow the terminations to cool beforeapplying any mechanical strain.The skirts should be
shrinked and placedin proper position of the cable.

8. Low Voltage Cables


8.1 Material Receiving, storage and handling of Medium Voltage
Cable:
- The Contractor procurement department seems to be checked all cable and termination
materials delivered to the site. Upon receipt, the material will be inspected, and tagged
as necessary to facilitate traceability.
- Receiving Cable & termination materials shall be inspected with shipping documents,
packing list, and outline drawings instruction book for shortage, damage or evidence of
hidden damage.
- Once the check is completed at site, and the compliance to the documents has been verified.
The material will be handed over either to the site temporary warehouse or directly on the
construction site.
- Cable shall be checked with end caps.
- The site personnel in charge. After handover from contractor procurement
department will also be responsible for ensuring all materials are placed and kept
correctly. All components will be numbered with an appropriate coding system that will be
prominently displayed on it.
- The concerning materials shall be loaded into appropriate delivery truck to prevent damage.
- Upon arrival at site, the equipment/material shall be checked for completeness and physical
damage.
- Prior to removal to site, the equipment shall be identified and checked against the data
sheet.
- Electrical materials shall conform to all applicable requirements, standards, and
specifications prior to release to be used as part of the work.

8.2 Procedure for Electrical Works:

+ Pre-Installation:
- Before moving cables to site, check cables data sheet to ensure conformity. If the cable is
damaged, record it to deviation report.
- Perform Megger and continuity checking before installation.
- Prior to laying of cables to cable route (trenches, duct banks, ladder trays or conduits)
check the electrical routing with approved drawings and materials to be used according to
project specifications.
- Clean trenches or ducts from foreign debris detrimental to the cables or their placement. If
cables are laid on trays or racks, ensure that the routing is complete and free from sharp
edges.
- Group the cable that will be pulled in simultaneously using cable grips or pulling eyes and
acceptable lubricants.

+ Installation:

- Minimum conductor size: 4 mm2


- Install NEC compliant insulated equipment grounding conductor in conduits with conductors
operating above 100 volts.
- Conceal cables in finished walls, ceilings, and floors, unless otherwise indicated.
- Use manufacturer-approved pulling compound or lubricant where necessary; compound
used must not deteriorate conductor or insulation. Do not use Petroleum based greases or
other materials harmful to insulation.
- Do not exceed manufacturer's recommended maximum pulling tensions and sidewall
pressure values.
- Use pulling means, including fish tape, cable, rope, and basket-weave wire/cable grips, that
will not damage cables or raceway.
- Install exposed cables parallel and perpendicular to surfaces of exposed structural members,
and follow surface contours where possible.
- Support cables according to Section 260529 "Hangers and Supports for Electrical Systems".
- Identify and color-code conductors and cables according to Section 260553 "Identification for
Electrical Systems."
- Install wires and cables only when the raceway and cable tray system has been completed.
Clean the inside of conduits pulling wire and cable. Leave ample slack of cable in each pull
box, manhole or handhole.
- Train cables neatly without interlacing.
- In manholes and handholes, pull boxes, or junction boxes having any dimension over 1
meter; rack and bundle conductors neatly.
- Do not bend cables more than manufacturer’s recommendations. Protect cables from
mechanical injury and from absorption of moisture at unprotected ends.
- Do not install cables against edges of trays, racks, conduits, and conduit bushings and their
supports.
- Where control and instrumentation conductors pass through a common pull box, bundle the
group of conductors or cables from each conduit together.
- Install and neatly bundle or clamp cables/wires extending to terminals, terminal boards or
connections at approximately 150 mm intervals between the entry points and terminals.
- Identify all power conductors by color-coding as follows:

Conductor 400/230 V
Phase A Brown
Phase B Black
Phase C Grey
Neutral Blue
Ground Green and Yellow stripe

If the cables available do not contain these colors; apply color bands of tape in pull boxes
and ends.

- Where possible provide cable entry to outdoor equipment, cubicles, or terminal


boxes through the bottom.
- Where cables enter equipment through a punched plate or entrance holes provide
sealing bushings or conduit bushings where sealing is not required by the
environmental conditions.
- Direct Buried Cables:

1. Direct burial installation is permitted only for low voltage street lighting cables.
2. Comply with Royal Commission Standards for Trenching, cable installation,
cable protection, and backfilling.
3. Provide horizontal separation of 1 meter from water and sewer pipelines.
4. Provide compacted backfill material in sub-layers not exceeding 150 mm in
depth.
5. Provide precast or poured-in-place concrete cap over the cables. Provide
concrete caps 24 mm thick extended at least 400 mm beyond the outer edge
of the outer-most cable. Locate caps 75 mm above the top of the cable, and
place on compacted sand.
6. Provide continuous orange or yellow colored plastic sheet minimum of 450
mm wide placed above the concrete cap at least 450 mm below finished
grade level. Imprint the tape with the words “Caution Buried Electric Line
Below” in Arabic and English, spaced 1.5 meters on center.
7. Provide conduits encased in concrete for cables under sidewalks and
hardscaped areas.
8. Provide concrete encased duct banks for cables under roadways, driveways,
and other vehicular areas.

- Tighten electrical connectors and terminals according to manufacturer's published


torque- tightening values. If manufacturer's torque values are not indicated, use
those specified in UL 486A and UL 486B.
- Make splices and taps that are compatible with conductor material and that possess
equivalent or better mechanical strength and insulation ratings than un-spliced
conductors.
- Connectors and Splices: locate in accessible boxes or cabinets as required by NEC.
Wiring at Outlets: Install conductor at each outlet, with at least 150 mm of slack.

+ Methodolgy:

- The route of cable trenches shall avoid above the ground and below ground obstructions as
to maintain a reasonable access to the buried cables. Trenches in unpaved areas are
preferred. A minimum clearance per NECA and Specifications shall be maintained between
underground runs and parallel runs of underground piping.
- Cables can be unreeled directly into the trench by means of a side boom and large sheave
mounted on a vehicle carrying the reel or a reel on a side-hoist crawler crane. Caution shall
be taken in using the roller system by checking the pulling tension and sidewall pressure
during direct buried cable installations. Cables can be un-reeled from stationary reel support,
Pulled into trench by hand.
- Power and associated control circuits can be laid adjacent. 3 single conductor cables
comprising one 3-phase circuit (trefoil) shall be laid without spacing. In order to achieve a
reasonable derating factor, a minimum spacing shall be determined between all 3-phase
power circuits.
- The conduits shall be sealed 30mm above grade with extensions beyond this depending on
the area of classification and cable type in use. All conduits shall have bell ends or protective
bushings where conduits terminate underground.
- Prior to installation, the proper size grip must be chosen for the cable to be pulled. Grip
selection is based on the outside diameter of the cable.
- Prior to cable pulling required to avoid the damage of cable insulation, no oil or grease
shall be used. Leave ample slack of cable in each pull box, manhole or hand-hole.
- Thoroughly clean the inside wall of the conduits and remove any foreign materials, burst,
dirt and moisture.
- Install / Pull wires and cables on the completed conduits system which has been already
inspected.
- No splices or joints in low voltage feeders or branch circuits.
- Maximum pulling tension shall not exceed manufacturer’s value for the cable when
measured by tension dynamometer.
- Use of cable lubricant may be used to facilitate pulling of cables. Petroleum based
greases or other materials harmful to insulation shall not be used.
- All cables shall be neatly arranged without interlacing.
- Care shall be taken to avoid sharply bending or kinking conductor, damaging insulation or
jacket, or stressing cable beyond manufacturer’s recommendation in pulling. Cable shall
be protected at all times from mechanical injury and from absorption of moisture at
unprotected ends. No damaged or out of place cables shall be acceptable.
- Cables on cable racks, in upon entering or emerging from conduits shall be formed to
avoid bearing against, conduits, and conduit bushings and their supports.
- In forming bends in cables, radius of formed bends shall not be less than eight times the
diameter over non-shielded cables, or 12 times the diameter over shielded cables,
unless manufacturer specifically allows a smaller radius.
- Before making any connections, conductors shall exposed and rung out to determine if
correctly installed. Each wire and cable shall be test conducted for Continuity & IR test.

- After cable pulling, immediately put a cable identification and the date when pulled shall be
recorded on permanent tags and entered into the raceway and cable control and record
system sheets or cards.
- When cables enter the equipment through a punch plate, entrance holes for cables shall
have approved sealing bushings of any approved manufacturer, bushing alone is
permissible.
- Connection of conductors to terminal parts shall ensure a thoroughly good connection
without damaging the conductors & terminals.
- Ensure proper terminals and crimping dies are used on cable and that crimping procedure
is proper.
- Check the bolt diameter and thread for the right rating torque values to be apply.
- Torque the bolted connection and check that torque bolts are marked.

- Coordinate layout and installation of cable, duct, duct bank, manholes, handholes, and boxes
with final arrangement of other utilities, site grading, and surface features as determined in
the field. Notify the RC Senior Construction Manager if there is a conflict between areas of
excavation and existing structures or archaeological sites to remain.
- Coordinate elevations of duct and duct-bank entrances into manholes, handholes, and boxes
with final locations and profiles of duct and duct banks, as determined by coordination with
other utilities, underground obstructions, and surface features. Revise locations and
elevations as required to suit field conditions and to ensure that duct runs drain to manholes
and handholes, and as approved by Royal Commission.
- Clear and grub vegetation to be removed, and protect vegetation to remain according to
Section 311000 "Site Clearing." Remove and stockpile topsoil for reapplication according to
Section 311000 "Site Clearing."

- Direct-Buried Duct Banks:

1. Support ducts on duct separators coordinated with duct size, duct spacing, and outdoor
temperature.
2. Space separators close enough to prevent sagging and deforming of ducts, with not less than
4 spacers per 6 m of duct. Secure separators to earth and to ducts to prevent displacement
during backfill and yet permit linear duct movement due to expansion and contraction as
temperature changes. Stagger spacers approximately 150 mm between tiers.
3. Excavate trench bottom and compact to provide firm and uniform support for duct bank.
Prepare trench bottoms as specified in Section 312000 "Earth Moving".
4. Install backfill as specified in Section 312000 "Earth Moving."
5. After installing first tier of ducts, backfill and compact. Start at tie-in point and work toward
end of duct run, leaving ducts at end of run free to move with expansion and contraction as
temperature changes during this process. Repeat procedure after placing each tier. After
placing last tier, hand-place backfill to 100 mm over ducts and hand tamp. Firmly tamp
backfill around ducts to provide maximum supporting strength. Use hand tamper only. After
placing controlled backfill over final tier, make final duct connections at end of run and
complete backfilling with normal compaction as specified in Section 312000 "Earth Moving."

6. Install ducts with a minimum of 75 mm between ducts for like services and 150 mm between
power and signal ducts.
7. Depth: Install top of duct bank at least 900 mm below finished grade, unless otherwise
indicated.
8. Set elevation of bottom of duct bank below the frost line.
Install manufactured duct elbows for stub-ups at poles and equipment and at building
entrances through the floor, unless otherwise indicated. Encase elbows for stub-up ducts
throughout the length of the elbow.

9. Install manufactured rigid steel conduit elbows for stub-ups at poles and equipment and at
building entrances through the floor.

1. Couple steel conduits to ducts with adapters designed for this purpose, and encase
coupling with 75 mm of concrete.
2. For equipment mounted on outdoor concrete bases, extend steel conduit horizontally
a minimum of 1500 mm from edge of equipment pad or foundation. Install insulated
grounding bushings on terminations at equipment.
10. Warning Planks: Bury warning planks approximately 300 mm above direct-buried ducts and
duct banks, placing them 600 mm o.c. Align planks along the width and along the centerline
of duct bank. Provide an additional plank for each 300-mm increment of duct-bank width over
a nominal 450 mm. Space additional planks 300 mm apart, horizontally.

- Cast-in-Place Manhole and Handhold Installation:

1. Windows for Future Duct Connections: Form and cast concrete knockout panels 40
to 50 mm thick, arranged as indicated.
2. Comply with requirements in Section 033000 "Cast-in-Place Concrete" for cast-in-
place concrete, formwork, reinforcement, and finishing.
3. Cast-in-place concrete manholes and handholes shall be of structural concrete,
Portland Type I cement with silica fume, having a minimum compressive strength of
MPa at 28 days (i.e., Y35 concrete per Section 033000 “Cast-In-Place Concrete”).
4. Reinforcement: Reinforce all cast-in-place concrete manholes and handholes with
epoxy- coated reinforcement and 75 mm concrete cover to reinforcement. Comply
with requirements in Section 033000 "Cast-in-Place Concrete."
5. Cast-in-place concrete manholes and handholes shall be constructed upon concrete
blinding slabs. Blinding slab concrete works are specified in Section 033000 "Cast-
in-Place Concrete" and the blinding slab’s corrosion protection coatings are specified
in Section 071113 "Bituminous Dampproofing."
6. External surfaces of cast-in-place concrete manholes and handholes shall be
corrosion protected, dampproofed, and waterproofed with liquid-applied and sheet
membrane corrosion protection, dampproofing, and waterproofing systems. Comply
with Section 071113 "Bituminous Dampproofing" and Section 071326 “Self-Adhering
Sheet Waterproofing.”
7. Internal surfaces of cast-in-place concrete manholes and handholes shall be
corrosion protected and dampproofed with liquid-applied corrosion protection and

6. Internal surfaces of precast concrete manholes and handholes shall be corrosion protected
and dampproofed with liquid-applied corrosion protection and dampproofing systems.
Comply with Section 099600 "High-Performance Coatings."

+ Methodolgy:
- Concrete work excavations shall not be backfilled until the concrete has cured.

- All concrete work for the manholes shall be formed, using proper concrete forms.

- The inside surfaces of manhole walls and ceilings shall have a smooth finish. Manhole floors
shall have a non-slip broom finish.

- The subgrade walls, roof, and risers of all new manholes shall be waterproofed.

- Furnish and install all required appurtenances for each manhole, such as cast iron cable
pulling-in irons, cast iron frame and cover, conduit end bells, cable racks, grounding rods,
etc. Set them into position in forms before pouring concrete.

- Cable rack stanchions shall be installed on each wall of every manhole. Maximum spacing of
stanchions shall be 914.4mm on center. Stanchions shall be bolted to manhole walls using
stainless steel expansion anchors in accordance with the cable rack manufacturer’s
recommendations.

- Pre-cast concrete manholes shall be installed in accordance with the RC standard


procedures.

- Follow all manufacturers’ requirements for the installation of the waterproofing. Pay particular
attention to insure the waterproofing Saudi Electricity Company Distribution Services Sector
CONSTRUCTION STANDARD FOR UNDERGROUND DISTRIBUTION NETWORK PART
16: MANHOLE (SDCS-02-16) properly adheres to the concrete and all areas receive the
required waterproofing prior to backfill.

- Remove any masking materials after installation. Clean any stains on materials which would
be exposed in the completed work.

- Manhole shall have two grounding rods in each electric manhole. Grounding rods shall be
driven into the soil beneath the manhole and cast in place with the installation of the concrete
floor of the manhole, Grounding rods shall be located in diagonally opposite corners of the
manhole.

- Copper grounding conductor shall be connected to each grounding rod by means of


exothermic welding.

- Provide a concrete sump in the center of the floor of each manhole for the collection of any
water which might enter the manhole.
