FINAL SPEECH OUTLINE

Topic: Social problem.
Title: Traffic problems in Ho Chi Minh City: causes, difficulties and solutions.
Length: 5 minutes.
Visual aids: 3 PPT slides.

I. Introduction.
A. Attention getter: Ask 2 questions: How far is your house from school?
How many minutes does it take for you to get to school?
B. Purpose of the speech: Help students know more about traffic jams in Ho
Chi Minh City and some reasonable solutions.
C. Preview the main points to be covered:
+ Causes and effects.
+ Solutions.
II. Body.
A. Main point 1: Causes and effects of traffic jams.
+ Ho Chi Minh City has made great efforts to deal with traffic jam for the
last decade, however, the condition has been found worsen because of many
reasons such as unreasonable planning, people’s awareness of obeying traffic
law, and overloaded traffic infrastructure.
+ Experts identify reasons for HCMC traffic jam that it was very difficult
to resolve because if traffic jam was cleared at this position, vehicles would rush
to other routes, causing new congested spots.
1. Supporting ideas 1.
+ Cause: Low awareness of traffic law compliance by vehicle drivers.
When there is a traffic jam, the vehicle driver immediately maneuvers,
walks onto the sidewalk, honks loudly, "go where you want", not
following any regulations.
+ Effect: Most people intentionally run red lights, climb curbs,
encroach on lanes... not only causing congestion, easily causing
accidents, but also making urban traffic in Vietnam ugly.
2. Supporting ideas 2.
+ Cause: Transport infrastructure is weak, private vehicles
participating in traffic increase. The large population concentration
and the increasing number of personal vehicles have become a
"burden" for transportation infrastructure.
+ Effect: This directly affects traffic participants. Bridges and sewers
are narrow, degraded, and the construction process is slow and
stagnant, making the already difficult traffic situation even more
difficult.
3. Supporting ideas 3.
+ Cause: Penalties for traffic law violations are still too "lenient". Not
only that, the handling forces are not strict, lax and even negative
things arise during the handling process, such as accepting bribes from
violators.
+ Effect: This is a reality and also partly makes people underestimate
and feel contempt for traffic laws. They become more dependent on
money (meaning bribes) or personal relationships with officials and do
not want to obey traffic laws anymore.
4. Supporting ideas 4: personal experience.
+ Ask a questions about personal experiences: Have you ever seen a
case like that or have you ever been like that?
B. Main point 3: Solutions
1. Supporting ideas 1: Things the government should do.
+ First of all, it is necessary to renovate, expand and build new
infrastructure, quickly expand and improve traffic intersections. At the
same time, build overpasses at key intersections, open gateway routes
into and out of the city, upgrade and open more roads.
+ Promote the work of sanctioning administrative violations, applying
technology to sanction violations of traffic order and safety
+ Besides, it is also necessary to educate about traffic safety to raise
awareness of traffic participants
2. Supporting ideas 2: Things people should do.
+ Be self-aware and participate in traffic seriously and consciously
+ Actively travel by state-supported public transportation such as
buses
+ Participate in courses or activities to raise awareness about traffic
safety
III. Conclusion.
A. Summary of main points.
+ Causes and its effects.
+ Solution.
B. Remind the audience of the main topic or purpose.
C. Closing remarks.
+ "Traffic safety" does not belong to anyone!
