1. Did the science and technology agenda under Marcos Sr. prioritize the needs of the Filipino
people, or were there other political or economic motivations?

President Marcos prioritized the advancement of science. Article XV, Section 9 (1) of the 1973
modified Philippine Constitution states that the "advancement of science and technology shall have
priority in the national development." He passed a number of laws during his reign to further
technology and science.
He gave the Department of Education instructions to include this as a subject that the pupils would
study and grow in over that period. Over a four-year period, the National Science Development
Board (NSDB) and DOE arranged projects at a few chosen schools and gave the students certain
teaching supplies.
In order to encourage private colleges to do research and offer science and technology courses, he
donated a sizable portion of the war damage budget to them. In order to curb the "brain drain," he
said, he proposed a project in which medical trainees would perform shifts of duty in provincial
hospitals. On April 6, 1968, he declared 35 hectares in Bicutan, Taguig, Rizal, to be the home of the
Philippine Science Community. The government also organized conferences on fisheries and
oceanography, training programs and grants for graduate and undergraduate science researchers,
and seminars for science instructors in public and private high schools and colleges.
