Dear Sir,

In continuation with our letter referred at Sl. No. 3, we were informed that the rate
approval/finalization for the Goa Restoration work executed by us was pending with BSNL-CO and
was expected to be issued shortly. However, despite the passage of a significant amount of time,
we regret to inform you that we have not yet received the necessary approval, even after
approximately two years. Please also note that we had executed these works in 2019 itself and
after various discussions, the approval note was forwarded along with the NOC from authority
which was sought by BSNL CO but there is no clarity on the subject matter till date.

This extended delay is adversely affecting our operations, hindering our financial planning, and
causing unwarranted disruptions to our internal processes.

Thus, we request your immediate intervention to expedite the approval process.

With reference to above cited subject and your referred letter, we would like to bring it to your
kind notice that we are still awaiting the rate approval for the restoration work done in Goa. During
the recent follow-up discussions we had with your good offices, we understand that it is still pending
with BSNL CO. Please note that we had executed these works in 2109 and after various discussions,
the approval note was forwarded along with the NOC from authority which was sought by BSNL
CO. But the approval is pending for almost 4 months now and this is critically affecting our eligible
payments and impacting cashflow and hence we request your kind intervention for expediting the
approval.

In reference to above subject NOC was desired by your good office vide letter at ref(S)
for finalisation of rates of reimbursement for restoration work done by M/s.L&T in CCP Goa area
for NFS work.
In this regard it is intimated by M/s.L&T letter at ref(2, 3 and 4) that the restoration work has
been completed by them to the satisfaction of CCP Goa and their security deposit has also been
refunded, however there is no provision of issuing separate NOC from the concerned authority and
hence they have requested to consider the refund of security deposit as NOC. The facts presented
by the vendor have also been verified by CNTxW field units (ref 1) with the concerned authorities.
In view of above it is submitted that the refund of security deposit may kindly be considered as
NOC for the purpose of rate finalisation for reimbursement for the restoration work done by L&T in
CCP area w.r.t NFS work as there in no protocol of issuance of separate NOC by CCP.

With reference to above subject, The meeting on 1 Sept 2021 at CCP
Goa with Shri. Vivek Parsekar (ME CCP ), Shri. Vikesh ( JE CCP), Shri. Irshad (
L&T Rep), Shri. Renjith ( SOE BSNL) and Shri. Gajare ( DE BSNL) etc; w as
arranged Verification of points raised by M/s L&T regarding NOC. In t h e
.meeting Junior Engineer as well as Municipal Engineer of CCP Goa sta te c
following points,
1) As per CCP's protocols, no separate NOC will be issued. The refu nd of
security deposit shall be deemed as NOC for the restorat io n
/reinstatement work done in CCP Goa area by M/s L& T after executio n of
NFS work. The CCP Goa had already refunded security deposit of NFS
work executed by M/s L&T.
2) However for BSNL special request for NOC , The NOC proposal w ill be p u~
up in next coming CCP's Council/local body meeting .

For the abovesaid 2 nd statement, we had submitted 3 requests vide \et te r-s
referred 2,3 & 4 . But the Commissioner CCP, Goa had yet not issued NO C fo r
satisfactory completion of restoration /reinstatement work by M/s L& T aft e :-
execution of NFS work .

Hence the refund of security deposit shall be deem e d as NOC for th e

restoration /reinstatem ent work done by M/ s L&T after e xe cut ion of NFS vv or k

Dear Sir,

With reference to your office letter dated 30th july’19 (ref. sl no.3),we are pleased to confirm that
the restoration work has been completed in compliance to the standards of Corporation of the City
of Panaji, Goa (hereinafter referred as CCP). Upon completion of restoration works, we had applied
for issuance of NOC for the same. However, during the follow-up meetings, the authorities had
informed that as per CCP’s protocols, no separate NOC will be issued and refund of security deposit
shall be deemed as NOC for the work done. Accordingly we had submitted our request for release
of security deposit and CCP has released our security deposit paid against the demand note dated
17th apr’18 on 25th Jun’2021 vide UTR referred in sl no. 6 above.

Further to this, we have again communicated to CCP authorities for releasing the balance security
deposit against demand note dated 8 th feb’18 and same is also under process now. Hence we
request you to consider the “Release of security deposit” as NOC from the authority and arrange
for processing of our restoration claim.
