Sub: Approval of Quarry Dust / Crushed Stone Sand in lieu of River Sand for OHE
Foundation works in connection with “Construction of Roadbed, Major & Minor Bridges, Track
Linking (Excluding supply of Rails & Main Line PSC Sleepers), S&T, OHE, TSS & General
Electrical works in connection with doubling between Kota & Bina on West Central Railway in
the State of Rajasthan & Madhya Pradesh, India”, Package-3.

With reference to above, we would like to draw your attention to Letter No. RVNL/BSB/RE/UTR-
JNH/02/A&B/375, Dtd.03.03.2017 issued by the CPM/RE/VARANASI/RVNL which stipulates that
Quarry Dust / Crushed stone sand can be used for OHE Foundation works.

Further, we would like to inform you that we are presently running short of river sand due to non-
availability in nearby areas / ban on mining of sand in Yamuna River in state of MP, India.
As such to cater the requirements of key dates in time, we are proposing to use Quarry Dust /
crushed stone sand for OHE Foundation works in terms of Contract, RVNL and IS Specifications,
which details / clauses are being furnished below:

As per clause no 2.7 of CA, Codes & Specifications of Section 5-Works Requirement, where in it
is mentioned that:
a) The specifications mentioned in these specifications shall be prime governing.
b) Where there is conflict between provisions in IRS & IS specifications, provision in IRS
specifications shall prevail.
c) Where there is no provision of specifications in IRS, provision in IS specifications should
be adopted.

In reference to above clause of CA, considering the clause no 3.5 of RVNL Standard
specifications for material and works Volume II Electrical Works, where in it is mentioned
that:
In case river sand is not available easily and nearby, quarry dust of appropriate grading may
be used without affecting strength of the concrete and with prior approval of competent
authority.

In IRS specification as no provision is available for the use of Quarry Dust / Crushed stone
sand for concreting works.

Now considering the clause no 3.1.2.1 and 3.1.3 of IS 383:2016, (COARSE AND FINE
AGGREGATE FOR CONCRETE –SPECIFICATION) where in it is mentioned that:

Crushed stone sand- Fine aggregate produced by crushing hard stone.


Mixed Sand- Fine aggregate produced by blending natural sand and crushed stone sand
or crushed gravel sand in suitable proportions.

Since the machinery and manpower are already being fully mobilized, your early decision in
this regard is highly solicited to avoid idling of resources and uninterrupted progress of work
in this season.
