1. Follow-up on the request fund for HEA MOOE for - Follow up HEA fund release from DOH-MST
period covering July-December, 2021 amounting to
P604M (submitted to DOH-MST last May 04, 2023)

2. Submission of Liquidation Report for the previous - Dissemination of Memo with regards to the strict
transferred HEA funds to Health Facilities compliance of liquidation reports/FUR

3. Reports received re: non-compliance / lapses of HF - For report validation / verification


on RA 11712 guidelines (from 8888, letters forwarded CBCT monitoring / fact-finding (in coord. with
by DOH, DILG, etc) Finance / COA and PDOHOs)

• Payment of ineligible HCWs (i.e., Medical


secretaries hired by medical consultants, included
in payroll those not in the HEA approved list, HEA
not taxed by HF, etc)

3. Remind LGUs / HF to immediately disburse HEA received funds to eligible


HCWs (based on approved HEA List) and submit liquidation reports to
CHD4A (attention: Accounting Unit)
3. Regional COVID-19 Benefits and Compensation Unit (CBCT) in
coordination with Finance Units / COA and PDOHO shall conduct
monitoring of HF / LGU to assess their compliance to RA 11721
(Public Health Emergency Benefits and Allowances for HCWs Act)

4. JAO on the Establishment of Grievance Mechanism pursuant to Section


11 of RA 11712 drafted already, still for review by DOLE and DOH Execom

5. PDOHO to facilitate payroll preparation for HEA January 2023


processing and payment. Payroll list of eligible HCW should correspond
with the approved HEA list provided by CBCT; as well as remaining
unpaid July-Dec, 2021 HEA of HRH-PS. Refer to the tax computation
provided by the Accounting Unit.
