Chapter 13 Selection of Priority Projects


13.1 Priority Projects
After careful analysis of existing traffic conditions in Greater Maputo and projections of traffic
demand up to 2035, a Master Plan with short-, medium-, and long-term projects was presented
in the previous chapters.

As can be seen from the Master Plan, the demand for each transport mode and network was
projected and the optimal (recommended) transport network for BRT, railway, and non-BRT
bus systems were presented as a Master Plan. The Master Plan projects in each sector were
selected in consideration of the issues and challenges in the sector, the overall, urban transport
network, and institutional strengthening and capacity building requirements.

Public transport services along major corridors need to be strengthened since the road network
is congested with private cars and chapas. Proposals for higher-capacity public transport
systems such as BRT and commuter railways have been considered and recommended in the
plan for trunk public transport systems with exclusive rights-of-way to ensure high-speed, high-
capacity, safe transport. The introduction of public transit oriented residential and commercial
development along commuter railway systems should be taken into account based forecast
traffic demand.

Among the projects proposed in the Master Plan, priority projects were selected based on the
criteria presented in the following section. The selection process identified several projects that
should be urgently implemented in a short-term period to fulfill short-term transport needs and
contribute to public transport oriented planning.

13.2 Criteria for Selecting Priority Projects


The objectives for urban transport development encompass the social, economic, and
environmental spheres, and were determined based on a review of survey results and
discussions. The objectives were determined based on various development and land use plans,
and relate to the phased development of urban transport in the short-, medium-, and long-term.
The priority projects are those to be implemented in the short term and address short-term urban
transport issues.

The key elements of the criteria for selecting priority projects are as follows:

 Travel time savings
 Operating cost saving
 Contribution to industrial and commercial development
 Increase in investment
 Cost efficiency

(2) Engineering Elements


 Promotion of a public transport oriented city
 Response of traffic demand
 Network effects
 Reduction in traffic congestion
 Traffic safety

(3) Institutional Elements


 Improved transport management
 Strengthened organizations in each (sub)sector

(4) Environmental Elements


 Improved environmental conditions
 Disaster planning
 Minimal disturbance to society

Among the projects proposed in the Master Plan, one or two priority projects is to be selected
for a prefeasibility study or studies. Selected high-priority projects should fulfill the basic
requirements for Master Plan projects, i.e., contributing to (i) socially sustainable urban
transport, (ii) environmentally sustainable urban transport, and (iii) urban transport facilitating
Maputo as an international gateway. Based on the basic requirements, Table 13.1 specifies
evaluation criteria considering the factors listed above

These projects should be in line with the main objectives set for the Master Plan.
Effectiveness Extent of increase in the use of public transport and reduction in traffic
(potential) congestion, thus bringing benefits to transport users.
Projects that are deemed to be cost-effective with a relatively small investment to
achieve the main objectives of the Master Plan are evaluated as highly effective.
Projects that encouraging transit-oriented residential and commercial
development are deemed highly effective in addressing current and future
transport issues.
Efficiency Cost effective projects with technical feasibility, easy implementation and more
user support.
Sustainability Level of commitment by concerned agencies, and management and maintenance
capacity of implementing organizations.
Impact Reduced social impacts including resettlement, land acquisition, and social
coherence. Reduced natural impacts including air, noise, and water pollution.

Table 13.2 to Table 13.5 present the scoring of each of proposed project related to public
transport, roads, and traffic management. The stars (★) in the tables indicate proposed projects
with “strong” connections with the associated evaluation criterion. Future traffic demand will
affect the relevance of each selection criterion. Projects with four or more stars are selected as
priority projects.

13.3 Priority Projects


Table 13.6 lists the priority road projects, while Table 13.7 lists the priority public transport and
other projects and programs. Traffic management projects are set out in the traffic management
chapter. The total cost of the road and public transport related projects and programs was
estimated to be USD 1,312 billion equivalent. Figure 13.1 provides a map of the priority road,
rail, and BRT projects.
