I. BRIEF DISCRIPTION OF THE INCIDENT AND RESPONSE:

At 2332H of December 06, 2023, the MDRRM Office received a report from a concerned citizen
via hotline call regarding a vehicular accident at Barangay San Pascual Rizal, Kalinga. In
response, the MDRRM Office immediately dispatched its rescue team to the reported incident.
The team dispatched at 2333H and arrived at incident around 2335H.

At the scene, they found two victims lying at the side of the road. They were conscious,
responsive and breathing but they had swelling on their left cheek, lacerations on his left
eyebrow and lower chin, and abrasions on his left and right fingers. The rescuers detected a smell
of alcohol to the victim. The rescuers immediately applied first aid to prevent the bleeding and
clean the victim's wounds before transporting them to Juan M. Duyan Memorial District Hospital
for further assessment and treatment. The victim was endorsed at the hospital around 2339H.

The two victims were identified as Ronaldo J. Agudong,a 25-year-old male residing in Brgy.
Macutay, and Vengel B. Rosete,a 23 year-old male residing in Brgy. Bulbul Rizal,Kalinga.
They were allegedly under the influence of alcohol while operating their motorcycle, leading to a
loss of control and a cause for their accident.
