I. BRIEF DISCRIPTION OF THE INCIDENT AND RESPONSE:

At 1320H of December 16, 2023, the MDRRM Office received an information from a concerned
citizen via hotline call regarding a vehicular accident at Barangay Bulbul Rizal, Kalinga. With
this regard, the MDRRM rescuers immediately responded to the said incident. The team quickly
move at 1323 and arrived at incident around 1330H.

At the scene, they found out two victims lying on the side of the road. They were conscious and
responsive. The one victim had lacerated wound at the right temporal area while the other has
abrasion on his forehead. So the rescuers immediately applied first aid to prevent the bleeding
and clean the victim's wounds before transporting them to Juan M. Duyan Memorial District
Hospital for further assessment and treatment. The victim was endorsed at the hospital around
1348H.

The two victims were identified as Jeffrey Dugayon, a 14-year-old male residing in Brgy.
Bulbol, and Ray S. Bawagan Jr.,a 12 year-old male residing in Brgy. Kinama Rizal,Kalinga.
Base on the observation of the rescuers they were allegedly under the influence of alcohol while
driving their motorcycle, leading to a loss of control and a cause for their accident.
