1 SCOPE

This plan defines the requirements for the environmental monitoring throughout the SITE during the site
construction and commissioning activities by the CONTRACTOR and their SUBCONTRACTORs at the
PTTLNG Receiving Terminal Project.

This plan addresses field implementation and controls for CONSTRUCTION ENVIRONMENTAL
MONITORING management during construction and commissioning as well as the processes for
monitoring and mitigation of construction activities that could potentially impact the environment.

This plan will be updated if conditions or CONSTRUCTION ENVIRONMENTAL MONITORING


requirements change.

2 PURPOSE

The Construction Environmental Monitoring Procedure establishes the requirements for the
environmental monitoring during the construction and commissioning activities. Periodic monitoring will be
carried out to identify any deleterious impacts on the environment.

This may include: noise monitoring at Jobsite boundary and at nearest residences and monitoring of
effluent from wastewater discharges from Jobsite.

The monitoring of waste management operations is described in the Construction Waste Management
Procedure; CONTRACTOR SUBCONTRACTORs shall provide project all necessary assistance to
facilitate the Project Environmental Monitoring Program.

4 RESPONSIBILITIES
CONTRACTOR shall be responsible for, but not limited to, the commissioning, start-up, activities as per
the requirements outlined in the Contract documents:
 Construction SUBCONTRACTOR(s);
 Construction Environmental Monitoring Services SUBCONTRACTOR. The above
Contractors shall provide CONTRACTOR all necessary assistance to facilitate the Project
environmental Monitoring Program.
CONTRACTOR will take responsibility all monitoring actions even through belonging to
SUBCONTRACTOR.
A summary of all environmental monitoring activity is outlined in the Environmental impact monitoring
schedule attached to the present PLAN. Refer to Attachment A.

5 AIR QUALITY AT CONSTRUCTION PHASE


The sources of dust are any activities from construction and transportation inside project site.
CONTRACTOR will arrange spray vehicle to spray water covering the construction area to control dust
suspension, and maintain equipment to reduce the pollution twice per day.
Regularly check and maintain the engine and machinery to reduce air emission.

6 JOBSITE SURFACE WATER DRAIN SYSTEM

6.1 EXCAVATION DEWATERING


The CONTRACTOR and earth work SUBCONTRACTORs shall be responsible for the monitoring of the
excavation dewatering discharges to the surface water drain systems in accordance with visual inspection
before pumping. Truck shall be equipped with suitable cover while transporting soil to approved area.
The Construction Environmental Monitoring Services SUBCONTRACTOR shall comply with all Project
Health and Safety procedures during the sampling process surrounded this Project workplace.

6.2 STORM WATER/GROUND WATER DISCHARGE


The Construction Environmental Monitoring Services SUBCONTRACTOR will perform both a monitoring
role to provide data for PTTLNG environmental personnel to evaluate prior to approving a release of
water from a sediment basin into existing external storm water sewer system and an auditing role to
document the quality of water being released.
The monitoring will be accomplished through onsite analysis prior to discharge and the auditing will be
accomplished by collecting samples concurrent with monitoring activities for offsite analysis.
CONTRACTOR will direct the Environmental Monitoring Services SUBCONTRACTOR on specific sample
locations (i.e., which pond outlet valve(s) to sample from).The Environmental Monitoring Services
SUBCONTRACTOR shall be responsible for the monitoring of the discharge of storm water (Jobsite
sedimentation basins.) in accordance with the requirements specified in the following table :

The Environmental Monitoring Services SUBCONTRACTOR shall be responsible for the auditing the
discharge of storm water (Jobsite sedimentation basins) in accordance with the requirements specified in
the EASTERN INDUSTRIAL ESTATE authorized institute regular inspection table. (will be provided by

results, PTTLNG may alter the monitoring schedule (i.e. parameters of high significance will be monitored
more frequently and parameters of low significance will be monitored less frequently).

6.3 HYDRO TEST EFFLUENT (PRE-COMMISSIONING)


CONTRACTOR shall be responsible for the monitoring of the discharge of hydro test water (water reused
for hydro test and flushing – excess routed to Permanent Operation Effluent Treatment Plant or
discharged to storm water drain system or disposed of offsite).
Due to the nature of hydro testing (high pressures), CONTRACTOR shall take particular care in
complying with all Project Health and Safety procedures during the monitoring of the hydro test activity.
If visual inspection identifies ‘oily’ sheen or turbidity, CONTRACTOR shall perform total petroleum
hydrocarbon (TPH) and/or total suspended solids (TSS) analysis.
CONTRACTOR shall not discharge water until results confirm water is in compliance with general
standards and THAI law standards identified as following sample table.

6.4 FLUSHING WATER (PRE-COMMISSIONING)


CONTRACTOR and SUBCONTRACTORs shall be responsible for the monitoring of the discharge of
flushing water (water reused for hydrotesting and flushing – excess routed to Permanent Operation
Effluent Treatment Plant or discharged to storm water drain system or disposed of offsite)
CONTRACTOR shall take particular care in complying with all Project SHE procedures during the
monitoring of the flushing activity.
CONTRACTOR shall not discharge water until results confirm water is in compliance with EIA
requirements identified as above depicted in Paragraph—6.3 snapshot.

6.5 REPORTING
A monthly report of the sediment basin sampling (during the rainy season), excavation dewatering (during
the rainy season), discharge, hydrotest water discharge, and flushing water discharge (during
commissioning) monitoring shall be provided by the CONTRACTOR and the Construction Environmental
Monitoring Contractors and this shall include:
 Results of monitoring;

 Comparison with Project and Thai standards.
 CONTRACTOR shall provide these monthly reports to PTTLNG formally.

6.6 SAMPLING AND ANALYSIS METHODS FOR DISCHARGES TO SURFACE WATER


CONTRACTOR submits the test methods to PTTLNG for approval. These test methods shall, as a
minimum, comply with Thai Environmental Regulation, and the PTTLNG Environmental Impact
Assessment regulated methods. The Main Contractors (CONTRACTOR and their SUBCONTRACTORs)
shall carry out quarterly reviews of the sampling and analysis test methods. CONTRACTOR and their
SUBCONTRACTOR shall submit details of the reviews (including any proposed changes) to PTTLNG
Authorized Representative for approval.

7 SOIL QUALITY

The Construction Environmental Monitoring Services Contractor shall be responsible for the sampling and
analysis of the soil quality (in areas of suspected contamination). CONTRACTOR will instruct the
Environmental Monitoring Services SUBCONTRACTOR on the locations required sampling and analysis.
To determine the potential contaminated locations, CONTRACTOR will refer to the PTTLNG
Environmental Impact Assessment Report.

8 DIESEL ENGINE (STATIONARY AND MOBILE) EMISSIONS


CONTRACTOR will inspect and monitor the operation of vehicles in accordance with the Construction
Environmental Monitoring Procedure. Stationary and mobile equipment including vehicles will be
inspected prior to be allowed to be used on the project site, in accordance with the Thai Environmental
Regulation, and the PTTLNG Environmental Impact Assessment. CONTRACTOR and
SUBCONTRACTORs shall comply with all the requirements specified in this procedure.
After the mobilization of a SUBCONTRACTOR, and / or the Environmental Monitoring Services,
SUBCONTRACTOR shall carry out the regular check and monitoring of diesel engine emissions: The
inspect standard as following sample table. If the value is not applied to actual requirement,
CONTRACTOR will recheck the value again while the CONTRACTOR performing this DIESEL ENGINE
EMISSIONS audit.

9 NOISE
Ambient noise and vibration emissions shall comply with the Thai Environmental Regulation, and the
PTTLNG Environmental Impact Assessment, as a minimum and these are described in the following
table:

Resolution of noise complaints will be handled through the CONTRACTOR SHE Manager. In the event of
anticipated atypical noise events (e.g., steam blows, blasting), CONTRACTOR will notify the local villages
that such events may occur. Regular check and maintain the construction engine and machinery to
reduce the noise level. Provide ear muffs or ear plugs for workers working at site where receive over
noise level.

10 EXCEEDANCES
CONTRACTOR shall notify the exceeded evaluation to the PTTLNG’s Authorized Representative.
CONTRACTOR management will provide instruction to SUBCONTRACTORs on the necessary
countermeasures required to rectify the exceeded evaluation.
Limit of vehicle speed inside the construction area is 20 km/hr.
Maintain and check vehicles following up the manual guidebook every time.
Control hauling weight to be under the legal limits and provide equipment to contain shipment from falling
off the trucks to prevent damage to road surface.
Enforce truck drivers to follow the traffic regulations.
Provide traffic route system inside construction area and assign security officers to serve at entrance.
Repeated monitoring will be carried out at an appropriate interval in order to ensure that
the exceeded item is corrected.

11 METHODOLOGY OF ANALYSIS

11.1 ENVIRONMENTAL BASELINE SAMPLING


The environmental baseline study (EBS) is carried out to establish environmental conditions on the
existing environment of the proposed PTTLNG site in Nong Fab as well as its surrounding areas.
The EBS covered various environmental components which include the physical, chemical,
biological and human environments.
The baseline environmental data will be used as a yardstick to measure the extent of impact to the
surrounding environment and nearby receptors during the development and eventual operation of
PTTLNG. It will also be used to gauge the effectiveness of the control / mitigating measures adopted
during the construction and operational phases of this Project.
The baseline study was designed to cover an area within a 5-km radius from the proposed site
boundary and data gathering was focused on key issues related to the current conditions at site.
Baseline data are derived from two sources i.e. primary data from specific field surveys executed,
and secondary data from existing available databases, literature, remote sensing, etc.

11.2 METHODOLOGY OF AMBIENT AIR QUALITY


The ambient air quality measurements were taken from starts of site works to the end of commissioning
phase. The ambient air was measured for the following parameters:
• TSP and PM10 monitored by Gravimetric High-Volume Method or by equivalence method
announced by relevant agency

11.3 METHODOLOGY OF NOISE LEVEL


Noise level measurements were taken from starts of site works to the end of commissioning phase,
and the data were analyzed for:
 LA eq 24hrs (in community); 8hrs (in SITE);
 LA dn;
 LA max;
 LA 90.

Noise level standard refers to IEC 651 or IEC 804 or IEC61672 standard or equivalence method
announced by relevant agency.

11.4 METHODOLOGY OF GROUNDWATER QUALITY


The samplings of the groundwater were undertaken from starts of site works to the end of commissioning
phase. The groundwater samples were collected for the Analysis of:

 Volatile Organic Compounds (VOC): Purge and Trap Gas Chromatography or Purge and
Trap Gas Chromatography/ Mass Spectrometry or approved method by Pollution Control
Department.
 Arsenic and Selenium: Hydride Generation/Atomic Absorption Spectrometry or Inductively
Coupled Plasma/Plasma Emission Spectroscopy or approved method by Pollution Control
Department.
 Cadmium (Cd), Chromium hexavalent (Cr6+), Barium (Ba), Copper (Cu), Lead (Pb),
Manganese (Mn), Nickel (Ni), Zinc (Zn) and Iron (Fe): Direct Aspiration/ Atomic Absorption
Spectrometry or Inductively Coupled Plasma/Plasma Emission Spectroscopy or approved
method by Pollution Control Department.
 Mercury (Hg): Cold-Vapor Atomic Absorption Spectrometry/Plasma Emission Spectroscopy
or approved method by Pollution Control Department.

11.5 METHODOLOGY OF SOIL QUALITY


The sampling of the soil was undertaken from starts of site works to the end of commissioning phase, and
the samples were collected for the analysis of:

11.6 METHODOLOGY OF WATER QUALITY


The sampling of the water was undertaken from starts of site works to end of construction. Surface water
was measured in-situ for:
 Methodology in the Notification of the National Committee B.E. 2560: Seawater Quality
Standard.
 Wastewater :
 - pH: pH Meter
 - Suspended Solid: Suspended Solid must be dried between 103-105 ºC for 1 hour or
approved method by relevant government.

11.7 METHODOLOGY OF MARINE WATER QUALITY


Marine water samples were taken from 10th November 2011 to 11th November 2011.
Marine water was measured in-situ for:
 Follow the Standard Methods for the Examination of Water and Wastewater 22 Edition (2012)
issued by APHA, AWWA และWWF or approved method by relevant agencies.

12 ENVIRONMENTAL STANDARD OF ISO14001

The Environmental Standard of ISO 14001 will be applied at all stages of the monitoring programmes.

13 CLOSE-OUT FOR MEASURES OF MITIGATION AND MONITORING


All Measures of MITIGATION for EIA will be adequately controlled and traced to close out on short time.
All MONITORING activities for the EIA have been reported here in attachment.
