Introduction to the Managed Property

Building Profile

Celadon Park was developed by Alveo Land Corporation Managed by Ayala Land
Corporation, a group of dedicated to the highest standard of property maintenance and
services that include tenancy management and concierge. Celadon Park has 7,000 sqm
of open space, greenery and amenities at the ground floor and an additional of 5,000 sqm
of greens and open space at 5th floor podium level,
Resort like amenities such as a lounge pool and complementary Jacuzzi nook will serve
as an oasis to cool off, white private massage cabanas in the area reminiscent of a beach
hideaway in the tropics will heighten the leisure aspect of the community
Celadon Park planned to cater to the active needs of its residents by introducing amenities
such as a 25-meter lap pool where its resident’s investment in good health will start by
swimming a few laps a day, the value of investment in Celadon Park has the protection
that only a company with reputation can provide.
Celadon Park Tower Three is the final tier of Celadon Park completing an outstanding
community dedicated in preserving priceless relaxation and rejuvenation. The amenities
and features are simply brilliant and diverse, such as a Basketball court, children’s
playground, Game room, 5th floor Garden for exercise lawn and ground floor retail
shops Celadon Park Tower 3 has also boasts of 3 passenger elevator cars and 1
service elevator car. Tower 3 has consisted of 34 floors that there will be a total of 806
units from 8th floor to 33rd floor and will be a total of 451 parking slots from 2nd floor to 7th
floor.

I. Purpose- reason for making audit

• To comply the mandated order of ALI- APD to conduct annual Security Audit
under Ayala Property Management Corp.

• To check the current system based on the contract agreement between APMC
and Eaglewatch Security Services.

• To determine if the present management is sufficiently effective according to the


latest security system based to the upgraded strategy, tactics and methods of
criminals and other lawless elements.

• To determine if the services of its Security personnel reach the necessary


standard particular on giving customer service, facility maintenance and to the
full operation of security and safety.

• Also, to determine if the building rules and the agency regulation have still been
implemented.

• To identify the existing hazard so that effective and efficient countermeasures


will be applied.

II. Scope

This security audit report covers the three (3) aspects of security, such as personnel
security, document and information security, and physical Security thru interview key
personnel, review existing written property security guidelines and procedures, previous
security survey report, threat and risk assessment report, security and safety contingency
plan and all considered vital installations of Celadon Park Condominium.

IV. Documentation & Recording

• Daily operation activities have been stored through records book. Its service
provider had their own records book based on the specification of information.
Housekeeping department has been provided records book for their daily
measurement of junk material, personnel records, material inventory etc. The
maintenance personnel also their had designated logbook for their daily activity,
equipment condition, equipment monitoring etc. The security personnel also their
have designated logbook. Key personnel of every department is the responsible in
keeping the records. It should no other person can see the information unless
authorize by the property manager and other higher authority.

• Celadon Park is equipped with personal computer to be utilized by detachment


commander and assistant detachment commander. Every report that had been
submitted to property manager and other concern party will be stored through draft
box to avoid losing of it in case corruption of PC happens, meanwhile the hard
copy is stored in the filing cabinet. Every file is discreet to all other person not
authorize to see it.

V. HIRING & DEPLOYMENT
Eaglewatch Security Services hiring and deployment procedures

• Walk-in, and or referred by any individual was being entertained provided that he/
she will pass the following Eaglewatch Security Services standard hiring standard

• At least 5”8 and above

• Must at least high school graduate or at least 2nd year college

• Not more than 45 years old and not below 21 years old.

• Should have supported with local and national clearances

• Should have pass the Neuro Psychiatric test done in clinic accredited by
Eaglewatch Security Services

• Should pass medical examination of EAGLEWATCH accredited Physician/ clinic

• Should have pass written and actual interview to be conducted by HR department.

• Should at least two years’ continuous experience as security Guards

• Should at least three years’ continuous experience as Security Officer for Security
officer category.
VI. Liaising Capability

EAGLEWATCH Security Services are capable of networking with the government premier
investigation agency the National Bureau of Investigation and will assist in any
investigative works particularly on Security matters including collaborations with the
following government agencies.

VII. TI & E - Training programs

• Every Security personnel employ under Eaglewatch Security Agency have


undergone with pre- employment seminar conducted by the owner himself of the
agency. It has giving encouragement and development on every individual before
they enter to their specific job. Part of the training is to develop the four (4) area
of life such Physical, Emotional, Spiritual and Financial area.

• Security personnel under CELADON PARK MANILA are continuously participating


in every program provided by APMC, Eaglewatch, APD and other training agency

All security personnel are mandated to attend the Service Provider Development Program
every Saturday facilitated by the Detachment Commander which tackling various topic
from security and safety. Fire arms familiarization is also being conducted during Security
formation.

Person can access the building through its Main Lobby entrance in front of Celadon Park
while the persons with vehicle can access the building through Felix Huertas Street.
All house helper issued id system to identify them to its unit presently assigned.
Visitors are properly screen by the CSA and Reception guard. All visitors shall submit
their health certificate or fill up form of health Declaration and identification card in
exchange to the building I-d card

Hazard No. 1: Street fronting the building – vulnerable to vehicular accident

a. Observation:
No road hump installed along Vertex Road in front of CELADON PARK.

b. Risk/Hazard:
Passing vehicle might collide with the vehicle coming out from Celadon Tower 2 and 3 parking.
Pedestrian may also get hit by passing vehicle if vehicles speed is not minimized.
c. Recommendation:
Install a road humps. The primary objective of speed humps, and other traffic calming
measures in general, is to improve the environment and safety of a roadway by physically
controlling vehicle speeds.
Hazard No. 2: Unsafe Stair access

a. Observation:
Unsafe Stair access from elevators foyer area going to parking area.

b. Risk/Hazard:
Residents specially children going downstairs from elevators foyer area might get hit by a
vehicle moving too fast downward since the ramp is descending there is high possibilities
that vehicles are moving a bit faster even with a speed limit policy.
c. Recommendation:

Install a permanent or movable hump. The primary objective of speed humps, and other traffic
calming measures in general, is to improve the safety of a roadway by physically controlling
vehicle speeds. Speed humps promote both traffic safety and traffic flow.
Hazard No. 3: Substandard height of concrete wall fence

Observation: Substandard height of concrete fence approximately measuring to 2.5ft located


at the 5th floor amenity deck area.

Risk/Potential Hazard:
1. Building occupants especially children who attempt to get across the landscape and lean on
the substandard height of concrete fence and peep to the lower ground may accidentally slip
and fell to the ground floor.

Recommendation:
1. Install a cyclone wire supported with GI pipe and increase the height of the concrete fence to
prevent any accidental fall.
Hazard No. 4: Substandard height of concrete wall fence

Observation: Substandard height of concrete fence approximately measuring to 1ft located at


the 8th floor amenity deck area.

Risk/Potential Hazard:
1. Building occupants especially children who tempt to get across the landscape, lean on the
substandard height of concrete fence, and peep to the lower ground may accidentally slip and
fell to the ground floor.
Recommendation:
1. Install a cyclone wire supported with GI pipe and increase the height of the concrete
fence to prevent any accidental fall.
HAZARD NO. 5 : RETAIL BUSNESS AREA

OBSERVATION:
Potential for Theft and Pilferage

RISK/HAZARD:
such us shoplifting at the retail area modus operandi like Budol-budol or any similar modus that
could be transpired inside store of retail tenants and within retail business area.

RERCOMMENDATION:
Additional Deployment of Designated Security Personnel with specialized Training of ERT Recovering
retail and Perimeter that will render also as a Safety Marshal to oversee and ensure The Safety and
Security Deterrence of Retail Establishment which we Recommend the Service Charge shouldered to
retail owner.
HAZARD NO. 6: Main lobby and concierge

OBSERVATION:
Prone for Intruders and Break in

RISK/HARD:
1)if our sole on duty main lobby concierge security personnel is overwhelmed and occupied with
customers and transactions it is nearly impossible for him to screen/hold and verify potential threats
or suspicious identities that will try to break in, since our lobby posts security is decreased.
2) High Vulnerability for Theft and Pilferage
- since deterrent security personnel at tower 1 and 2 is removed it is possible for unit owners or
resident’s caretakers or housemaid with malevolence intention to them to seize the opportunity and
do his/her bad motives.
3) Stalkers
- this is a possibility to our certain high value residents especially to women that there are stalker just
lurking around waiting for opportunity to follow them and closely as they enter their condo units then
wave off to security guard that they’re with our residents. Without our Lobby 1 or 2 security to screen
or hold them this is a threat.

4) Banned Entities
- possibility of banned personnel to seize the opportunity to trespass if our main lobby concierge
security is occupied and distracted this is a serious threat to our VIP residents such as attorneys,
doctors or professional working residents with work related security threat to them without our
Lobby 1 and 2 securities to screen or hold them.

5) Obsolete and Defective Communication Device


- Defective and Obsolete Intercom Devices and its absence on certain units on tower 1 and 2 will
might delayed security responses during emergency or certain situation that requires immediate
security attention
RECOMMENDATION:

1) If thorough considerably retention of security detail at lobby tower 1 and 2.


2) Build Glass Door Enclosure Entrance and Exit with Door Access and Control System.

XI – CONCLUSIONS

• 4-Tiered Programs (APD Programs under 4-tier strategy)

• Agency compliance as to the APD programs under 4-tier strategy was


being followed, they have the management support which is organized,
they have the capability to respond to any eventuality arises they also
followed client branding system and all programs were being diligently
observed.
• Consistent participation on every training and program would help the
management to eliminate or reduce the occurrence of accident and
incidents.

• Hiring trusted and suitable employee will produce advantages,


effective and efficient organization. Personnel security is the most
important aspect in any organization, with a competent employee, the
management will be productive and will eliminate the causes of any
security and safety adversary.
