RATIONALE:

The purpose of this study is to measure the effectiveness of Public


administration in Local Government Units specifically Barangay Pao Sur, City of
San Fernando La Union. This study aims to observe how the local governments
staff and officials perform in a certain and small barangay like Pao Sur. This
study aims to define the effectiveness of the organizations to govern and to
measure the observable capacity of the officials to conduct, implement and do
their expected role. In addition, this study also aims to Evaluate the
performance of barangay officials is vital for maintaining accountability and
transparency within local governance. Performance evaluations ensure that
officials are directly answerable for their actions and decisions, fostering trust
and confidence among community members. This study may also assess the
barangay effectiveness of justice system when it comes to resolving disputes
and issues affecting the rights and freedom of the barangay members.

This study is important in assessment of implementation and effectiveness,


this research helps evaluate the barangay ordinances. For instance, this study
will examine the effectiveness of various ordinances, including those related to
curfew hours, solid waste management, videoke limits, gambling, and no
smoking. The findings inform action plans to enhance ordinance
implementation. Conducting this study is important in identifying areas and
improvement, such as proper duties and sufficient orientation, contributes to
enhancing community safety. Conducting this study is important as it
contributes to informed decision-making, better governance, and improved
community well-being.

The perimeter of this study focused on the observations and evidences to


measure the organizational effectiveness of local government and public
administration in Barangay Pao Sur as a whole. And also observing individual
skills and capacity of each of the staffs and officials in their field. This also
includes measuring their capability when it comes to planning, organizing,
staffing, directing, coordinating, reporting and budgeting.

STATEMENT OF THE PROBLEM

Local Government Units like Barangay Pao Sur suffers in a slow


institutional, infrastructural and progress in ordinances due to the
ineffectiveness of organizations and institutions. The capability of staffs and
officials controls and affect their performance and progress in public
administration, the untrained and incapable staffs and officials will slower the
performance of the public administration and might make it ineffective.
Without a measurement of organizational effectiveness there will be no
standard and a goal for them to reach, through this study the organizational
structure of Pao Sur will be checked together with the contribution of each one
of the staffs. Although the local government offices are implementing some
ordinance and regulations, it is necessary to observe the effectiveness of the
implementations. The public administration in local government units must be
measured, for the distinction of necessary improvements.
