SUBJECT : Cost Estimates for the Rehabilitation of NHA’s Sewage Treatment Plant (STP)
at Manggahan Residences

Dear Gentlemen:

We are pleased to transmit herewith the cost estimates for the proposed rehabilitation/refurbishment of
NHA’s existing STP located within the premises of your Manggahan Residences project in Pasig City.

The existing STP has been designed and constructed by your office with the old Department of
Environment and Natural Resources Administrative Order (DAO) 35. We have prepared two (2) options for
you to consider, both of which are intended to refurbish the STP to make it compliant to the DENR DAO
2016-08, which it now imposes. One option has a cost estimate of around Php 81M in consideration of the
conventional approach that has to be undertaken to refurbish the STP. The second option will cost
around Php 74 M, which is lower by Php 7M. This cost variance is due to the exclusion from the cost
estimate of the existing tank lining and the relaxation of specifications on pipe material and other electrical
items. Attached for your reference are the cost estimates for both options, including the construction
schedule which is common to both.

The cost estimates are based from the evaluation of the STP’s existing plans and specifications and the
operational status of the plant’s equipment and appurtenances during the ocular inspection that has been
conducted last March 2020. The cost estimates have been provided to NHA as part of Manila Water’s
technical assistance for NHA to have a basis for their own cost estimate.

Please note that there is also a need for NHA to provide additional lot space that is adjacent to the existing
facility. Based on our previous site inspection, there is not enough space around the perimeter of the STP,
which can be used to meet its refurbishment requirement.
